On June 29th, 2008, in Seoul, Republic of Korea, senior professionals, representatives of employers and workers, representatives of social security, decision makers and managers attending the World Occupational Safety and Health Conference jointly sponsored by the International Labour Office, International Social Security Association (ISSA) and Korea Industrial Safety Corporation (KOSHA) were aware of the serious consequences of industrial accidents and diseases. According to the estimate of the International Labour Office:
Every year, 2.3 million people around the world die from accidents and diseases;
Economic losses amounted to 4% of the global GDP.
Recognizes that improving occupational safety and health will have a positive impact on working conditions, productivity and economic and social development, and recalls that a safe and healthy working environment should be regarded as a basic human right, and globalization must go hand in hand with preventive measures to ensure the safety and health of all workers;
Recognizing the importance of ILO legal instruments on occupational safety and health, the important role of the International Social Security Association and the contribution of its members to the implementation of these legal instruments:
Recalling that the promotion of occupational safety and health and the prevention of accidents and occupational diseases are one of the core elements of the founding purposes and decent work agenda of the International Labour Organization,
Recalling that preventing occupational risks and promoting workers' health are important components of the mission of the International Social Security Association and its dynamic conceptual framework of social security,
Recognizing the importance of education, training, consultation, exchange of preventive information and good practices and promotion of preventive measures,
Recognizing the important role played by the government and social partners, professional safety and health organizations and social security institutions in promoting prevention and providing treatment, support and rehabilitation services,
Recognizing the importance of cooperation among international organizations and institutions, and welcoming the progress made in improving occupational safety and health through international and national efforts,
The declaration reads as follows:
1. It is the responsibility of the whole society to promote a high level of occupational safety and health, and all members of society must contribute to achieving this goal, ensure that occupational safety and health are included in the priority of the national agenda, and establish and maintain a national culture to prevent safety and health.
Second, the national preventive safety and health culture refers to a culture that respects the right to a safe and healthy working environment at all levels. The government, employers and workers actively participate in the system of defining rights, responsibilities and obligations to ensure a safe and hygienic working environment, and the principle of prevention is listed as the top priority.
Thirdly, we should formulate national policies through systematic occupational safety and health management, including the principles in Chapter II of the Convention on Occupational Safety and Health of the International Labour Organization, so as to promote the continuous improvement of occupational safety and health. 198 1).
Fourth, the government should
As a matter of priority, consider ratifying the 2006 ILO Framework Convention on Occupational Safety and Health Promotion (No.2006/2006). 187) and other relevant ILO conventions on occupational safety and health, and ensure that their provisions are implemented in order to systematically improve the country's performance in occupational safety and health.
Ensure sustained action to establish and strengthen a national culture of prevention, safety and health.
Ensure that workers' occupational safety and health are protected through an appropriate safety and health standards implementation system, including a strong and effective labor inspection system.
