Recalling that the promotion of occupational safety and health and the prevention of accidents and occupational diseases are one of the core elements of the founding purposes and decent work agenda of the International Labour Organization,

Recalling that preventing occupational risks and promoting workers' health are important components of the mission of the International Social Security Association and its dynamic conceptual framework of social security,

Recognizing the importance of education, training, consultation, exchange of preventive information and good practices and promotion of preventive measures,

Recognizing the important role played by the government and social partners, professional safety and health organizations and social security institutions in promoting prevention and providing treatment, support and rehabilitation services,

Recognizing the importance of cooperation among international organizations and institutions, and welcoming the progress made in improving occupational safety and health through international and national efforts,

The declaration reads as follows:

1. It is the responsibility of the whole society to promote a high level of occupational safety and health, and all members of society must contribute to achieving this goal, ensure that occupational safety and health are included in the priority of the national agenda, and establish and maintain a national culture to prevent safety and health.

Second, the national preventive safety and health culture refers to a culture that respects the right to a safe and healthy working environment at all levels. The government, employers and workers actively participate in the system of defining rights, responsibilities and obligations to ensure a safe and hygienic working environment, and the principle of prevention is listed as the top priority.
