All localities should take streets (townships) as the basic unit, apply functional integration, standardize interfaces and deploy centralized community public service information systems, and extend to the communities under their jurisdiction according to the management scope and service radius when necessary. The community public service information system should have both the functions of government affairs processing and basic information collection, and implement the operation mode of "front desk acceptance and background cooperation". Establish a unified interface for e-government, share information with national basic information resource databases such as population and legal entities, and establish a community public service information management mechanism with basic information such as citizen ID number and organization code as the index, so as to realize the "one card" for resident ID cards. According to the specific needs of different businesses, optimize the e-government process, establish a real-time sharing mechanism of government information, government handling trace information and public management status information, and realize cross-departmental business collaboration of community public services. Actively develop online consultation, service hotline, on-site self-help inquiry and other system functions, provide residents with integrated community public services combining network, telephone and window services, and provide scientific basis for government decision-making.
(two) the integration of community public service information resources. All localities should rely on the community public service information system to speed up the overall planning of community public service networks and information resources. In principle, all public service matters involving community residents should be gradually incorporated into the comprehensive information platform of community public services for centralized handling. Accelerate the intensive construction of community information systems, promote the migration or integration of various community information systems deployed at different levels, different departments, scattered and isolated, and single-purpose to the comprehensive information platform of community public services, and minimize grassroots business application systems, service terminals and management accounts. On the premise of ensuring the security of data exchange, we will promote the interconnection between the comprehensive information platform of community public services and the business application systems of existing departments. Promote the transfer of government functions to the grassroots, standardize the scope, methods and standards of the comprehensive information platform for community public services, gradually enrich the basic public service items and service information of the comprehensive information platform for community public services, and continuously expand the cross-regional scope of community government affairs.
(3) Improve the planning and layout of the comprehensive information platform for community public services. The facilities construction or renovation of "one-stop" service institutions should be rationally arranged, scientifically divided, and the functions should be improved to facilitate residents' work. According to the needs, we can rely on community-level comprehensive service facilities to provide entrusted agency services for community residents and enhance the convenience of community public services.
(four) to strengthen the operation and management of the comprehensive information platform for community public services. All localities should establish and improve the operation and management mechanism of the comprehensive information platform for community public services, clarify the management subject and responsibility, and implement the management mode of independent operation of the platform and centralized guidance of business in principle. Formulate and improve the information collection system, strengthen the planning of community information resources, clarify the standards of community information collection, and include information such as community places, people and events in the collection scope. According to the principle of one source, centralized collection, * * * inspection and timely update, "collect data once and share resources with many parties". Integrate street and community management services, strengthen the construction of community public service teams, implement unified assessment, deployment and management, and achieve equal pay for equal work. Strengthening the education and training of the service team and improving the professional quality and service ability of the service team can better meet the requirements of "comprehensive service" and promote the specialization and professionalization of the service team. Establish and improve the mechanism of first asking and taking responsibility, time-limited completion, performance evaluation and mass supervision, actively introduce customer satisfaction evaluation and third-party evaluation, and effectively improve management level and service quality.
Conditional areas can further expand the service fields and functions on the basis of the comprehensive information platform of community public services, give priority to the development of systematic applications for the elderly, minors, disabled people and difficult groups, and innovate and develop special services for special groups such as AIDS patients, mental patients and drug addicts. Widely absorb the information resources of community social organizations and community service enterprises, and promote the organic integration and system integration of community public services, convenience and benefit services and voluntary mutual assistance services. Improve the push mechanism of community service information, and actively and timely provide all kinds of public service information and life service information for community residents. Strengthen the combination and transformation of various network access means, vigorously develop various information service carriers and information service terminals, and provide "one network" and "one line" comprehensive services for community residents.
Fourth, safeguard measures to promote the construction of comprehensive information platform for community public services.
(1) Strengthen organizational leadership. With the support of party committees and governments at all levels, establish and improve the coordination mechanism for the construction of comprehensive information platform for community public services, strengthen communication and coordination with relevant departments, and form an overall synergy. Civil affairs departments at all levels shall, jointly with the departments of development and reform, public security, industry and informatization, and finance, do a good job in the overall planning, resource integration, facility layout and operation management of the comprehensive information platform for community public services. All localities should, according to the actual situation such as the level of economic and social development, integrate government departments' informatization construction funds, gradually improve the conditions of community information equipment and the informatization level of community services, and adopt financial subsidies to solve the construction funds of community public service information platforms. Encourage social forces to participate in community informatization construction, give full play to the advantages of communication operators, information service providers and software and hardware suppliers in technology, talents, capital and information infrastructure, reduce the construction and maintenance costs of comprehensive information platforms for community public services, and support scientific research institutions and enterprises to develop information systems and terminal products suitable for community needs.
(3) Improve the system standards. Accelerate the formulation of national standards for the construction of comprehensive information platforms for community public services, standardize the facilities construction, technical support, operation management and supervision and assessment of comprehensive information platforms for community public services, and effectively improve the construction quality of comprehensive information platforms for community public services. Intensify the investigation and punishment of illegal acts of leaking secrets and protect the information security of the state and citizens.
(five) adhere to the pilot. We will improve the long-term operation mechanism of the comprehensive information platform for community public services, focus on the public services that community residents are most concerned about and need, and rely on the construction of national information-based demonstration provinces and cities to carry out the pilot work of the comprehensive information platform for community public services, and strive to promote institutional mechanisms and standards innovation. On the basis of summarizing the pilot experience, we will increase the promotion efforts, gradually expand the geographical coverage and project coverage of the comprehensive information platform for community public services, and include all community residents in the service scope of the comprehensive information platform for community public services. The National Community Management and Service Innovation Experimental Zone and the National Harmonious Community Construction Demonstration Unit should take the lead in building a comprehensive information platform for community public services.
