Article 3 Local people's governments at all levels shall strengthen their leadership over the promotion of students' physical health, incorporate the promotion of students' physical health into the national economic and social development plan, and organize and mobilize social forces to do a good job in the promotion of students' physical health. Article 4 The administrative departments of education of local people's governments at or above the county level (hereinafter referred to as the administrative departments of education) shall be in charge of the promotion of students' physical health within their respective administrative areas.
The administrative departments of sports, health, finance, establishment, culture, public security, human resources and social security shall, in accordance with their respective responsibilities, do a good job in promoting students' physical health.
Schools, families and society should take various forms to promote students' physical health. Fifth local people's governments at or above the county level and their relevant departments shall commend or reward units and individuals that have made remarkable achievements in promoting students' physical health. Chapter II Sports Activities Article 6 Local people's governments at all levels shall make overall plans for the construction of public sports facilities and school sports facilities.
Local people's governments at all levels should strengthen the construction of public sports facilities and equip sports venues, equipment and equipment according to national or local standards.
The sponsor of a school shall build a school sports ground and equip it with sports equipment in accordance with national or local standards. Schools shall formulate the management and maintenance system of sports venues, equipment and equipment, and the person in charge shall be responsible for the management.
Schools are not allowed to use the stadium for other purposes. No unit or individual may occupy or destroy school sports venues, equipment and equipment. Article 7 Public stadiums and sports facilities shall be open to schools and students free of charge or at preferential rates. School sports venues should be open to students free of charge or preferential treatment after school, national statutory holidays, rest days and winter and summer vacations. Article 8 Local people's governments at or above the county level shall regularly organize and hold comprehensive or special student sports meetings.
Schools should hold sports meetings every year and often carry out student sports activities in classes. Ninth schools should be equipped with full-time physical education teachers within the approved number of teachers according to the needs of physical education class and extracurricular sports activities. Physical education class should be taught by full-time PE teachers.
Physical education teachers organize morning exercises, class exercises, extracurricular sports activities, sports team training, sports competitions, etc., which are included in the teaching workload. Tenth schools shall, in accordance with the relevant provisions of the state and the province, incorporate physical education class and extracurricular sports activities into the school teaching plan, and shall not reduce or occupy physical education hours.
Physical education class and extracurricular sports activities should strengthen students' physical fitness and physical exercise, and give priority to outdoor activities. Eleventh schools should carry out sports activities according to the physical and mental characteristics of students of different ages, and the sports events and intensity should be suitable for students' physical endurance and health, ensure students' appropriate exercise load, and ensure the safety and effectiveness of students' sports.
Schools should organize health care activities and rehabilitation exercises according to the characteristics of sick and weak students. Twelfth schools should pay attention to the development of students' sports interests and specialties, so that each student can master more than two sports skills.
Encourage schools to carry out sports with national traditions and local characteristics; Encourage schools and other units to establish youth sports clubs and youth outdoor sports camps. Thirteenth primary schools, junior middle schools, senior middle schools and secondary vocational schools (hereinafter referred to as primary and secondary schools) should ensure that students participate in school sports activities for not less than one hour every day, and institutions of higher learning (including higher vocational schools) should ensure that students participate in extracurricular physical exercise not less than three times a week.
Primary and secondary schools implement the system of large recess sports activities, and arrange no less than 25 minutes of recess sports activities every morning.
Boarding primary and secondary schools should organize boarding students to do morning exercises every day.
Schools should conscientiously implement the national physical education teaching standards, ensure the quality of sports activities, and ensure that each student has enough time for activities. Fourteenth senior middle schools, secondary vocational schools and institutions of higher learning (including higher vocational schools) shall organize students to carry out military training activities in accordance with the relevant provisions of the state.
Educational administrative departments, resident military organs and schools shall, according to the physiological and psychological characteristics of students, reasonably arrange the time, subjects and intensity of military training, and take effective safety protection measures to ensure the personal safety of students. Fifteenth junior high school entrance examination, physical examination results in accordance with the proportion of not less than 5% included in the total score. Sixteenth schools should organize students to carry out the "National Student Physical Health Standards" test to ensure that the test results are true and accurate.
Students who have achieved good results in the physical fitness test can participate in the selection of "Three Good Students".
