The first is to establish a project management system for key work objectives. In order to better promote the "social security expansion project" and "employment and reemployment expansion project" in the "Double Hundred and Double Ten" key project meeting, the project management mode is adopted for the key work objectives, and the weekly report system, monthly evaluation system and wall chart operation are implemented to ensure the progress and quality of the work.
The second is to establish a system in which members of the leading group contact the grassroots. The five members of the leading group are linked to the personnel, labor and social security work in two towns and streets, two security stations and four security stations respectively, so as to reach the grassroots level, contact the masses, solve problems and promote the work.
The third is to establish a system of contacting five categories of people with employment difficulties in party member. In order to effectively motivate ordinary people to solve practical difficulties, the Human Resources and Labor Bureau has launched employment assistance activities. In the study and practice activities, each party member helped five people with employment difficulties to find jobs, and mobilized more than 300 personnel, labor and social security workers throughout the system to carry out this activity.
The fourth is to formulate opinions on strengthening the work style construction of personnel labor and social security system. It is required that window units such as supervision brigade, service hall and town street security station should adhere to the people-oriented principle, serve the people wholeheartedly and provide high-quality, efficient and convenient services for the clients.
Second, achieve five coverage.
The first is to achieve full coverage of the human resources market. In order to effectively solve the employment problem and provide more and more convenient docking services for enterprises and workers, the bureau launched a new model of "one plus ten" in the human resources market, so that there is one big market in the district and ten small markets in the town, so that the human resources market covers the whole region, and job fairs are held at the doorstep of employees.
The second is to achieve full coverage of employment and re-employment training. Adopting the "one plus ten" model of employment and re-employment skills training schools, the region has established vocational skills training schools covering every township and street. On March 26th, the district training school was unveiled in Yijiaqiao Middle School, and the Zhenjie Training School was also awarded a centralized license. Training schools will hold more than 200 skills training courses throughout the year to provide free training services for workers to improve their skills and get better jobs.
The third is to achieve full coverage of employment assistance. In order to better solve the employment problem of the groups with employment difficulties, the bureau will set up employment assistance telephones in all ten towns and streets in the whole district, and take measures to provide a series of assistance services to ensure that the groups with employment difficulties will achieve employment within 15 days.
The fourth is to achieve full coverage of labor dispute mediation and arbitration. In order to maintain the harmony and stability of labor relations, the bureau has established a four-level mediation network of districts, towns (streets), communities (villages) and enterprises, actively promoted the hierarchical management of arbitration cases, and shifted its focus, requiring the establishment of labor dispute arbitration tribunals covering ten towns and streets before June this year to promote the timely, rapid and effective resolution of labor dispute contradictions.
Fifth, achieve full coverage of social security, actively promote urban and rural co-ordination of old-age insurance and medical insurance, actively explore the docking mechanism of land-lost farmers' security and urban workers' old-age insurance on the basis of completing the seamless docking of new rural cooperative medical care and urban residents' medical insurance, and strive to achieve urban-rural integration and full coverage of social security.
