Japan's policy of entering China

Legal analysis: 1. The Embassy of China in Japan issued the Notice on Adjusting the Acceptance Requirements of Health Codes/Health Status Statements for People Entering China from Japan, in which the entry of patients recovering from new coronary pneumonia or passengers with positive antibody test after vaccination with COVID-19 vaccine was further detailed. (1) A diagnosis certificate issued by a local hospital, which contains the results of lung CT or X-ray examination (indicating that the lung is normal or COVID-19 has been cured) and the results of two negative nucleic acid tests (indicating the sampling time respectively, and the interval between the two tests is at least 24 hours). (2) After completing the above requirements, conduct self-isolation management and health monitoring for at least 14 days to ensure that there is no abnormality in health. Sign the self-isolation management commitment letter (see annex) and upload it. (3) The negative result certificate of "double detection" of nucleic acid and IgM antibody issued by the testing institution designated by the China Embassy and Consulate within 2 days before boarding the plane.

2. If the antibody is positive due to vaccination of COVID-19 vaccine, please upload the test results and vaccination certificate at the same time when applying for health code.

Legal basis: Article 24 of the Law of People's Republic of China (PRC) on Exit and Entry Administration. When foreigners enter the country, they shall submit their passports or other international travel documents, visas or other entry permits to the entry-exit frontier inspection authorities and go through the prescribed procedures before entering the country.
