I. Introduction background and process
Since the 18th National Congress of the Communist Party of China, all localities have promoted the gradual sinking of high-quality medical and health resources and improved the overall level of county-level medical and health services through the ways of counterpart assistance from municipal hospitals, county-level resident services, mobile rounds and extended services from neighboring villages. It has promoted the equalization of rural public services, historically eliminated the "blank spots" of rural medical and health institutions and personnel, and played an important role in winning the battle against poverty in an all-round way.
At present, the trend of population flow in the county and the rural pattern are facing profound changes. In many areas, the level of county medical and health services is still insufficient compared with the needs of residents. The attraction of rural medical and health jobs is still low, and there is rebound pressure in the "blank spot" of personnel. In order to further establish a system for urban medical and health personnel to regularly serve rural areas, effectively improve the medical and health service capacity of counties, especially rural areas, and promote the healthy development of rural medical and health systems, according to the requirements of "coordinating county medical and health human resources and establishing and improving the working mechanism of regularly sending medical personnel to rural areas" put forward by "Opinions on Further Deepening Reform and Promoting the Healthy Development of Rural Medical and Health System", on the basis of the original policy, The Guiding Opinions were drafted. By adopting the mode of "fixed facilities and mobile services", the service center shifted downwards, the quality medical resources sank, and the accessibility and convenience of rural residents to enjoy medical and health services improved. The document extensively solicited the opinions of local health administrative departments and relevant units, and was recently jointly issued and implemented by the National Health and Wellness Commission, state administration of traditional chinese medicine and the National Bureau of Disease Control and Prevention.

By 2025, we will basically establish a stable working mechanism of county-level roving medical care and resident service, further expand the contingent of township medical and health personnel, continue to maintain full coverage of village-level medical and health services, and significantly improve the accessibility of rural residents' medical and health services, so as to achieve "common diseases are solved in cities and counties, and headaches and brain fever are solved in towns and villages".

The responsibilities of the health administrative department, the Chinese medicine department and the disease control department are clarified, and it is required to allocate necessary drugs and equipment for medical and health institutions that carry out mobile medical treatment, ward rounds and stagnation services, and ensure the subsidies and treatment of service personnel.
