The declaration of national health cities follows the principle of voluntariness. The application qualification is a health city in a province or autonomous region that has been named for more than 2 years, and all indicators meet the national health city standards, forming a long-term management mechanism. To declare a city, you need to apply to the Ivy Association of provinces and autonomous regions, and recommend it to the National Ivy Association after it meets the requirements.
2. Evaluation: The evaluation work is organized by the office of the National Ivy Association. The National Aiweihui Office is responsible for establishing a review expert database, which consists of patriotic health, sanitation, construction, environmental protection and other administrative management and professional and technical personnel. Each review is conducted by experts drawn from the expert database by the National Aiwei Association Office.
The evaluation work includes procedures such as data preliminary examination, acceptance, unannounced visits, technical evaluation, comprehensive evaluation and social publicity.
(1) Preliminary review and unannounced visit:
After receiving the recommendation report from the Aiwei Association of relevant provinces, autonomous regions and municipalities, the office of the National Aiwei Association will conduct a preliminary examination of the application materials. Accept the cities with complete materials and qualified conditions, and notify the recommending units of the acceptance.
For the accepted declared cities, in principle, the National Aiweihui Office will send experts to make unannounced visits in due course according to the declaration order, and feed back written opinions and video materials to the offices of provinces, autonomous regions and municipalities and the declared cities within 1 month after the unannounced visits. The declared city will make rectification according to the opinions of unannounced visits. The focus of unannounced visits is to check and declare the daily health management and urban infrastructure construction in the city and listen to the opinions of local people.
② Technical evaluation:
Through unannounced visits to cities, the Aiweihui office of the province or autonomous region where it is located will submit an application report for technical evaluation of the city to the Aiweihui office after examination and acceptance according to the rectification of the problems raised by the unannounced visits. After receiving the application report from the Aiweihui office of the province or autonomous region, the Aiweihui office will promptly send an expert group to conduct technical evaluation of the declared city. According to the requirements of "National Hygienic City Standard", the technical evaluation team made a comprehensive evaluation of the progress and results of the declared city by listening to the work report, consulting relevant documents, technical materials and random spot checks on the spot.
The National Aiweihui Office will give written feedback to the Aiweihui offices of all provinces, autonomous regions and municipalities and the declared cities within 1 month after the technical evaluation is completed. The declared city should be rectified according to the technical evaluation report. Where the province, autonomous region Aiweihui office should carefully examine the problems raised in the technical assessment report, and submit opinions and suggestions on the next health creation work in our city to the National Aiweihui office after acceptance.
③ Comprehensive evaluation:
The National Aiweihui Office timely organizes experts to comprehensively evaluate the declared cities that have passed the technical evaluation and determine the list of publicized cities.
(4) social propaganda:
For the list of declared cities and related information approved by the expert group, the office of the National Patriotic Health Association will make a two-week publicity on the website of the Ministry of Health and major local newspapers to listen to opinions from all walks of life. For disputed cities, the Ivy Association of provinces and autonomous regions is responsible for verifying and reporting relevant information to the National Ivy Association. When necessary, the office of the National Ivy Association shall send an investigation team for verification.
3. Naming: According to the comprehensive evaluation opinions of the expert group and the publicity results without major differences, the office of the National Ivy Association will report the city application materials that meet the national sanitary city standards to the National Ivy Association and name them after approval.
Two, to create a national health county related standards and main indicators:

2. Health education:
① The development rate of school health education 100%, the awareness rate of students' health knowledge ≥90%, the formation rate of students' healthy lifestyle and behavior ≥80%, and the ascaris infection rate of children under 14 years old ≤5%.

③ The formation rate of residents' healthy lifestyle and behavior is ≥70%, and the mastery rate of basic skills is ≥70%.
3. Environmental sanitation:
① The people's satisfaction rate with health status is ≥90%.
② There is no dry toilet in the built-up area of the county.
(3) The main streets shall be cleaned, and the county towns shall be no less than 12 hours per day, and the towns shall be no less than 8 hours per day. The coverage rate of garbage containers in the built-up areas of villages and towns is ≥80%, and the garbage is removed and transported daily, and the closed transportation rate reaches 100%.

4. Environmental protection:

(3) Waste water and waste gas emission from key industrial pollution sources is 1.000%. Domestic sewage treatment rate should reach more than 70%.
5. Vector control: Rats, mosquitoes, flies, cockroaches and other vectors are effectively controlled, and drugs prohibited by the state are not used. Among them, the density of rats reached the national standard, at least one of mosquitoes, flies and cockroaches reached the national standard, and the others did not exceed three times the standard.
6. Food safety, drinking water and sanitation in public places:
① There have been no major food safety accidents, drinking water pollution accidents and occupational hazards accidents for three consecutive years.
(2) The coverage rate of food safety quantitative classification management implemented by catering service units in the county is ≥90%.
(3) The county ordinary primary and secondary schools should set up clinics, and be equipped with full-time health technicians according to the ratio of 600︰ 1.
7, infectious disease prevention and control:
