Measures to ensure food security in China

There are five specific measures to ensure food security in China:

1. Implement "storing grain on the ground" and increase the protection and construction of cultivated land. Implement the strictest farmland protection system, strengthen the hard measures of "teething" and strictly observe the red line of1800 million mu of cultivated land. Continue to do a good job in the construction of high-standard farmland, accelerate the development of efficient water-saving irrigation, and tap the potential of new cultivated land;

2. Adhere to "storing grain through science and technology" and strengthen scientific and technological support such as modern seed industry. Vigorously implement the revitalization of seed industry and realize the self-reliance and self-control of seed industry science and technology. Improve the research and development and application level of agricultural machinery and equipment, improve the prevention and control system of crop pests and diseases, increase the research and development of technologies such as green warehousing, efficient logistics and grain and oil processing, and continuously inject new kinetic energy into food security;

3. Optimize the production layout and improve the comprehensive grain production capacity. We will improve laws and regulations to ensure national food security, fully implement the responsibility of the party and the government for food security, and strictly assess the responsibility system for farmland protection and food security. The main producing area, the main selling area and the production and marketing balance area will share the work and responsibility. Strengthen the construction of grain production functional zones, take various measures to promote stable production and increase production, and keep the annual grain output above 1.3 trillion Jin. Carry out the concept of big food and develop food resources in all directions and in many ways;

4. Strengthen the regulation of purchasing and storage, and realize the dynamic balance of grain supply and demand at a higher level. Strengthen the coordinated guarantee of grain production, purchase, storage and marketing, improve the monitoring and early warning system, strengthen precise regulation and control, and maintain the overall stable operation of the grain market. Improve the grain reserve system, maintain a reasonable reserve scale, and optimize the structural layout. Innovatively strengthen supervision and law enforcement, severely punish food-related corruption, deepen institutional reform, and resolutely hold and manage the "granary of the world";

5. Carry out grain-saving impairment and promote grain-saving nutrition and health. Strengthen the whole chain control, vigorously promote intelligent harvesting machinery, green storage technology and moderate processing technology, and minimize losses and waste. Hold theme activities such as World Food Day and National Food Safety Publicity Week, advocate a simple and moderate, green and low-carbon lifestyle, and create a new fashion of loving food and saving food for healthy consumption.

Article 31 The State shall take measures to protect and improve the comprehensive grain production capacity, steadily raise the level of grain production and ensure food security.

The state establishes a farmland protection system, and implements special protection for basic farmland according to law.

Article 32 The state shall give key support to major grain producing areas in terms of policies, funds and technology, build a stable commodity grain production base, improve grain storage and processing facilities, and improve the level of grain production and processing and economic benefits in major grain producing areas.

The state supports the establishment of stable cooperative relations between major grain producing areas and major grain selling areas.

Thirty-third when the grain market price is too low, the State Council can decide to implement the protective price system for some grain varieties. The protective price should be determined according to the principle of protecting farmers' interests and stabilizing grain production.

Farmers sell grain according to the protective price system, and the purchasing unit entrusted by the state shall not refuse to accept it.

The people's governments at or above the county level shall organize the financial and monetary departments and the purchasing units entrusted by the state to raise enough grain purchasing funds in time, and no department, unit or individual may intercept or misappropriate them.
