The Town People's Government and sub-district offices are responsible for the daily work of domestic waste management within their respective jurisdictions, and organize and mobilize individuals and units within their respective jurisdictions to participate in the reduction and classification of domestic waste.
Residents' committees and villagers' committees shall assist in the publicity and guidance of domestic waste classification management, and cooperate with the classification of domestic waste. Article 6 The urban management department is the competent department in charge of domestic waste classification management in this Municipality, and is responsible for formulating operational specifications for the construction of domestic waste facilities and places, publishing the catalogue of domestic waste classification guidance, and strengthening supervision and management.
The ecological environment department is responsible for the supervision and management of the collection, transportation and treatment of hazardous wastes, and do a good job in the guidance and supervision of the prevention and control of environmental pollution by domestic garbage.
Natural resources and planning departments are responsible for incorporating the construction requirements of supporting facilities for domestic waste classification into relevant plans, making overall plans for the layout of facilities for domestic waste classification and utilization, and giving priority to land use.
The commercial department is responsible for the recycling management of recyclable materials, establishing a recycling system coordinated with the utilization of renewable resources, and formulating recycling policies for renewable resources; Guide the classification of domestic waste in large supermarkets and guide the catering industry to carry out saving activities.
The housing and construction department is responsible for urging the property service enterprises to fulfill the obligations of the person responsible for the classification management of domestic waste, and incorporate the contents and standards of the classification service of domestic waste into the model service contract for property management and other related services.
The education department is responsible for the reduction and classification management of domestic waste in schools and kindergartens, and strengthens the popularization of domestic waste classification management knowledge among students.
The data resource department is responsible for providing the public with information such as the catalogue of recyclable materials and reservation recycling services through the online government service platform.
The financial department is responsible for the financial guarantee of domestic waste classification.
Development and reform, public security, health, transportation, agriculture and rural areas, culture and tourism, market supervision and other departments shall, in accordance with their respective responsibilities, do a good job in the classified management of domestic waste.
The management institutions of development parks and scenic spots shall, in accordance with the requirements of the government, do a good job in the classified management of domestic garbage in the region. Seventh new construction, renovation and expansion projects, the construction unit shall, in accordance with the relevant standards, supporting the construction of domestic waste collection facilities, and synchronous design, synchronous construction and synchronous use with the main project of the construction project.
Built residential areas, commercial and office areas and other places should gradually implement domestic garbage collection facilities. When the old residential area is rebuilt, the classified collection facilities of domestic garbage should be included in the scope of renovation. (three) hotels, entertainment venues, shopping malls, shops, bazaars, exhibitions and other places of business, business units for management responsibility;
(four) the construction site of the construction project shall be managed by the construction unit;
(5) Urban roads, footbridges, underground passages, etc. The management unit is the person in charge of management.
In accordance with the provisions of the preceding paragraph, if the person in charge of management cannot be determined or the person in charge of management is controversial, the person in charge of management shall be determined by the local town people's government and sub-district office. If it is still uncertain, the person in charge of management shall be assumed by the local town people's government and sub-district office. Article 10 The person in charge of management shall perform the following duties:
(a) establish a daily management mechanism for the classification of domestic waste in the responsible area, and announce the storage places and methods of different types of domestic waste;
(two) according to the amount and types of domestic waste generated in the area of responsibility, reasonably set up classified collection containers, and keep them intact and clean;
(three) to carry out the classified publicity of domestic waste, guide the classified delivery, and discourage the behavior of not classifying delivery. Do not listen to dissuasion, report to the urban management department;
(four) other management work of domestic waste classification in the area of responsibility.
