As well as the spirit and requirements of the Notice of Nanning Municipality on Doing a Good Job in the Qualification Certification of Primary and Secondary School Teachers in the Second Half of 2020, combined with the deployment of the Teacher Qualification Certification Guidance Center of the Ministry of Education and the prevention and control of COVID-19 epidemic, in order to do a good job in the qualification certification of primary and secondary school teachers in our city in the second half of 2020, relevant matters are hereby notified as follows:
First, determine the scope of the object.
Applicants for the qualifications of kindergarten, primary school and junior high school teachers in our city shall meet one of the following conditions:
(1) Having a household registration in Xixiangtang District of Nanning (including high-tech zone, the same below).
(2) Hold a residence permit within the validity period of Xixiangtang District, Nanning.
(3) In 2020, graduates of full-time colleges and universities in Xixiangtang District of Nanning, students studying in colleges and universities, and graduate students.
(4) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents within the validity period of Nanning may apply for recognition in their places of residence; Mainland travel permit for taiwan residents, who holds a pass for Hong Kong and Macao residents to and from the mainland and is valid for 5 years, and participates in the qualification examination for primary and secondary school teachers in Xixiangtang District of Nanning City and obtains a certificate of conformity within the validity period, and applies for recognition at the place where the examination is held;
(5) Soldiers and armed police stationed in Xixiangtang District of Nanning.

Fourth, the identification conditions
(a) the applicant shall pass the national primary and secondary school teacher qualification examination, through written examination and interview, and obtain the certificate of primary and secondary school teacher qualification examination, and within the validity period. Applicants who entered the school on or before 20 1 1 and graduated in 2020 due to reasons such as joining the army during their school days (the school retains their student status) may apply for direct recognition of their teaching qualifications in the same or similar disciplines.
(two) should abide by the Constitution and laws, love education, fulfill the obligations stipulated in the "Teachers Law", and abide by the professional ethics of teachers.
(three) should have the necessary knowledge to undertake education and teaching work and the ability to use the knowledge to analyze and solve practical problems in education and teaching.
(four) should have the corresponding qualifications stipulated in the "Teachers Law".
1. Junior high school teachers should have college education or above.
2. Primary school teachers should have graduated from secondary normal schools or above.
3. To apply for kindergarten teacher qualification, you should have graduated from kindergarten normal school or above. According to the actual situation in Guangxi, the qualifications for applying for kindergarten teacher qualification in 2020 can be relaxed to the pre-school education (preschool education) graduates of full-time secondary normal schools, secondary vocational schools and technical colleges in our city. This part of the staff must be filed in the Education Department of the autonomous region or the Department of Human Resources and Social Security, and those who have not filed will not be recognized.

(1) Online declaration
Applicants should log in to "China Teacher Qualification Network" () within the registration time specified by the teacher qualification accreditation institution, and choose "the entrance of the teacher qualification accreditation applicant's online newspaper" to declare. If the application is overdue, the system will automatically close and no supplementary application will be made.
(2) On-site confirmation
After the online application is completed, the applicant shall make on-site confirmation according to the time and place specified in this confirmation announcement. The materials that need to be checked and reviewed during on-site confirmation are as follows:
1. Original ID card within the validity period.
2. Relevant materials that the applicant needs to provide in different situations:
(1) Graduates with household registration in our city should provide the original household registration book (personal page);
(2) Graduates who hold the residence permit in our city within the validity period must provide the original residence permit;
(3) Fresh graduates are required to provide the Employment Recommendation Form for Fresh Graduates; College students and graduate students are required to provide the original student ID card with complete registration information; When applying for direct recognition, fresh graduates of full-time normal colleges who entered school in 20 1 1 year or before and graduated in 2020 due to reasons such as joining the army during their school days (the school kept their school status) must also provide 1 copies of proof materials such as enrollment plan, admission roster, curriculum and transcripts, and educational and teaching practice appraisal stamped with the official seal of the school;
(4) Hong Kong, Macao and Taiwan residents are required to provide Hong Kong, Macao and Taiwan residents' residence permits or Hong Kong and Macao residents' passes to and from the mainland, and the mainland travel permit for taiwan residents is valid for 5 years;
(5) Servicemen and armed police stationed in urban areas shall provide certificates of personnel relations issued by their subordinate units or units. The format of the certificate depends on the regulations of the army or unit, and the certificate should clearly indicate that the applicant belongs to the army.
3. Physical examination report. The applicant shall go to the hospital designated by the teacher qualification accreditation institution with the attachment 1 of this notice, and the conclusion on the physical examination form shall be clearly filled as "qualified" or "unqualified" (the validity period of the physical examination conclusion is 1 year), and the official seal of the physical examination hospital shall be affixed. The self-made physical examination form provided by the hospital cannot be used as an effective physical examination report for the qualification of teachers.
4. ID photo. The applicant's recent bareheaded 1 inch certificate with a color white background 1 photo, with his name and the 8-digit registration number assigned by the registration system marked on the back of the photo. The submitted photos should be consistent with the photos uploaded during the online declaration and the photos of the physical examination form. It is not allowed to use artistic photos or photos processed by photo stickers and PS.
5. Original academic certificate. Applicants who have obtained Hong Kong, Macao and Taiwan education should also submit the original certificate of Hong Kong, Macao and Taiwan education issued by the Study Abroad Service Center of the Ministry of Education, and those who have obtained foreign education should also submit the original certificate of foreign education issued by the Study Abroad Service Center of the Ministry of Education.
If the academic information is verified by the electronic information of "Teacher Qualification Management Information System", the original academic certificate may not be submitted. If the comparison is unsuccessful (except secondary vocational school education), the applicant shall submit the original academic certificate, as well as the China higher education certification report (which can be applied through Xuexin.com in advance), otherwise it will be deemed as unqualified academic qualifications and will not be accepted. Applicants are advised to verify their academic qualifications in Xue Xin. If it cannot be verified, please apply for a certification report in time.
6. The original certificate of Putonghua proficiency test level. If the information of Putonghua proficiency test is verified by the electronic information of "Teacher Qualification Management Information System", the original may not be submitted.
7. Entrust to submit on-site confirmation materials, and provide the power of attorney and the original ID card of the client.
8. Other materials required by the teacher qualification accreditation body.
(3) Qualification determination
The teacher qualification accreditation body shall, according to the evaluation opinions of the teacher qualification expert evaluation committee, make a conclusion of qualification accreditation within 20 legal working days from the date of termination of the application period, and notify the applicant of the results in an appropriate way.
(4) Obtaining a certificate
Personnel who are recognized as qualified teachers shall, in accordance with the notification requirements of the teacher qualification accreditation body, receive a copy of the teacher qualification certificate and an application form for teacher qualification accreditation at the designated place on time (among them, after the application form for teacher qualification accreditation is retrieved by the applicant, it shall be submitted to the management department where my personnel file is located and incorporated into my personnel file at your own risk).
