Chapter II Prevention and Control Article 4 The people's governments of autonomous prefectures and counties (cities) shall, in accordance with the provisions of these Regulations and the national plan for the prevention and control of iodine deficiency hazards, formulate and organize the implementation of the plan for the prevention and control of iodine deficiency hazards in their respective administrative areas, lead the prevention and control of iodine deficiency hazards in their respective administrative areas, and incorporate the work of eliminating iodine deficiency hazards with salt into the national economic and social development plan of their respective administrative areas. Article 5 The people's governments of autonomous prefectures and counties (cities) shall, in accordance with the responsibilities of the governments at the corresponding levels, take the following measures to eliminate the harm of iodine deficiency:

(3) Improve the prevention and control institutions, stabilize the professional team, determine the prevention and control of iodine deficiency hazards, health education, monitoring and evaluation, training, supervision and monitoring and epidemiological investigation according to the needs of iodine deficiency hazards and the iodine nutrition status of the population, and include the funds for prevention and control of iodine deficiency diseases in the financial budget, and increase it year by year.
(four) to urge all departments to implement the project, guarantee funds, deepen health education, and supervise and assess the prevention and control work undertaken by all relevant departments. According to the needs of preventing and controlling iodine deficiency hazards, determine the health education and training of iodine deficiency hazards; Supervise and monitor the quality of iodized salt, epidemiological investigation and other projects, and strive for the central transfer payment and other institutions to supplement iodine. Article 7 The administrative department in charge of salt industry is responsible for the supervision and management of iodized salt market and iodized salt circulation in the local area, supervising and investigating illegal acts of non-iodized salt, unqualified iodized salt and counterfeit iodized salt, disinfecting the salt market, preventing industrial salt and other non-iodized salt from flowing into the salt market, maintaining the salt business order and ensuring the stable supply of qualified iodized salt.
The administrative department in charge of salt industry must strengthen the supervision and management of related salt products (products with sodium chloride content above 50%) while specializing in salt according to law, and the proportion of iodized salt should be strictly implemented in accordance with the national (GB546 1-2000) standards to prevent non-iodized salt from flowing into the salt market of Autonomous Prefecture. Article 8 Organs, organizations, enterprises, institutions and individual economic organizations of autonomous prefectures and counties (cities) shall organize their employees to learn the laws, regulations, policies and related knowledge on the prevention and control of iodine deficiency hazards, and extensively participate in and support the work of eliminating iodine deficiency hazards. Any organization or individual has the obligation to report and report the illegal acts of selling non-iodized salt, reward the citizens who report and report the illegal acts of salt industry, and keep confidential the informants. Article 9 If iodized salt is not suitable for the treatment of diseases, it shall be issued by a medical institution designated by the health administrative department of the local people's government at the county level to purchase iodine-free salt from a unit designated by the salt industry authority of the local people's government. Chapter III Management of Production and Marketing of Iodized Salt Article 10 Salt-making enterprises must organize production according to the national plan, strengthen quality supervision and inspection in strict accordance with the relevant provisions of the state, and products that do not meet the quality and hygiene standards shall not leave the factory.
Adding any nutritional fortifier or medicine to iodized salt must be approved by the provincial health administrative department and the salt administrative department at the same level.
It is forbidden to use saline soil, nitrate soil, industrial waste residue and waste liquid to process iodized salt. Article 11 In order to ensure the quality of iodized salt, units or individuals transporting salt must hold a salt transportation permit issued by the provincial salt administrative department, and the salt must be in conformity with the goods and certificates during transportation. It is strictly forbidden to transport salt without a license. The carrier shall not carry salt or other salt products without a transportation permit.
All departments with the right to on-the-road inspection should include the supervision and management of salt product transportation in the scope of inspection, and promptly notify the competent administrative department of salt industry to hand over illegal cases of transportation and marketing.
