First, the government directly allocates funds, and second, it gives preferential tax treatment to non-governmental organizations. (2) Promote the establishment of non-governmental financial support system. In order to stimulate the financial donation of enterprises and institutions to a greater extent, it is necessary to improve relevant laws to enhance the confidence of social organizations in the financial support of non-governmental organizations. (3) Changing non-profit organizations is a misunderstanding of non-profit. Updating knowledge can prompt government agencies to increase the service income of non-governmental organizations through certain measures. The first step to strengthen the survival and development of non-governmental organizations is to increase government support measures for non-governmental organizations.
(B) improve the relevant legislation of non-governmental organizations
Non-governmental organizations in China are produced under the impetus of the government, which is both a participant and a manager of non-governmental organizations, and has a dual identity in the construction of non-governmental organizations. Therefore, taking effective measures to improve the efficiency of non-governmental organizations and actively formulating relevant systems and laws are the necessary basis for the development of non-governmental organizations. At present, the state has realized the importance of laws and regulations to NGOs. Practice shows that the legal formulation of NGO management should be carried out in the following two aspects:
First, establish and improve the laws and regulations on the management of non-governmental organizations, and realize that there are laws to follow and laws to be followed. In order to strengthen the management of non-governmental organizations, we should formulate a targeted non-governmental organization law, stipulate the matters related to non-governmental organizations, and gradually establish a supporting system of laws and regulations on this basis, which should include multi-level contents related to non-governmental organization activities, aiming at the status level, organizational form, functional orientation, scope of activities and sources of funds of non-governmental organizations in different fields and functions.
Second, standardize and improve relevant laws and regulations. At present, in China, there are some misunderstandings about the role of non-governmental organizations in public service and the spirit of voluntary service. Non-governmental organizations have conflicts of interest in different fields, which leads to many problems in the management of non-governmental organizations. Therefore, establishing and perfecting relevant legal norms is a necessary means to promote the healthy development of non-governmental organizations.
(C) to strengthen the self-construction of non-governmental organizations
The healthy development of non-governmental organizations needs not only the favorable environment and supervision provided by government agencies, but also the self-improvement of non-governmental organizations. By establishing and perfecting the internal mechanism of non-governmental organizations, strengthening the internal rights regulation of non-governmental organizations and establishing the evaluation mechanism of non-governmental organizations, the self-construction of non-governmental organizations can be improved. Specifically, strengthening the self-construction of non-governmental organizations can follow the following suggestions:
First, strengthen the evaluation mechanism of non-governmental organizations. Internal supervision is an important internal force to promote the benign development of non-governmental organizations. The establishment of internal supervision mechanism can promote the optimization of internal management of non-governmental organizations.
Secondly, strengthen the capacity building of non-governmental organizations. Non-governmental organizations should fully tap their own characteristics and advantages, and take corresponding measures to enhance their own capabilities.
Third, increase the proportion of personnel. Non-governmental organizations are short of professionals. Therefore, in order to strengthen the professional ability of non-governmental organizations, the proportion of personnel should be fully increased.
(D) Vigorously develop non-governmental organizations and give full play to their roles.
Over the past 30 years of reform and opening up, great changes have taken place in China's social system, and many social contradictions have also arisen. As a supplementary role, non-governmental organizations have a very important function in filling government vacancies, meeting social needs and solving social contradictions. Therefore, in order to complete the establishment of a harmonious society in China as soon as possible, we should give full play to the coordinating role of non-governmental organizations and eliminate all unfavorable factors that hinder development. Cultivating non-governmental organizations and promoting their benign development is an important task at present. Healthy non-governmental organizations are of great significance for relieving government pressure and promoting and establishing society.
(5) Improve the social supervision system of non-governmental organizations.
Non-governmental organizations, like government organizations, need to rely on social supervision as a constraint, which is also an important social guarantee to promote the benign development of non-governmental organizations. Especially for the middle-combined non-governmental organizations, because they have developed into the backbone of non-governmental organizations, they are likely to be outside the scope of government supervision in the process of development. At the same time, when their internal management mechanism is flawed, they are easy to be outside the scope of their own supervision and social supervision. A few years ago, the lack of government supervision led to a series of consequences, some of which are well known, such as the Hope Project Foundation and the China Red Cross. Later, it was gradually brought back to the right track through the participation and supervision of society, the masses and the media. It can be concluded that social supervision can not only have a strong influence, but also greatly reduce the cost of supervision.
In strengthening social supervision, measures can be taken from two aspects:
First, push NGOs to strengthen openness and transparency. The openness and transparency of NGOs can be enhanced by building a network platform. On the network platform, the financial status, tax status and related management status of the daily operation of the institution should be disclosed, and the public can obtain the financial statements and cost revenue and expenditure that they are concerned about through the network platform. At the same time, non-governmental organizations should also release the information involved in the form of briefings through the media and accept public supervision.
Secondly, a set of monitoring and evaluation mechanism should be established. The social supervision system includes two aspects: on the one hand, the subject supervision system, such as social organizations and news media, and on the other hand, the technical supervision system, such as information release system and information collection system. The establishment of performance evaluation system plays an important role in strengthening the development of non-governmental organizations.
