Regulations of Guangyuan Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful, harmonious and civilized working and living environment in the city, these Regulations are formulated in accordance with the Regulations of the State Council on the Management of City Appearance and Environmental Sanitation, the Regulations of Sichuan Province on the Comprehensive Management of Urban and Rural Environment and other relevant laws and regulations, and combined with the actual situation of Guangyuan City. Article 2 These Regulations shall apply to urban built-up areas within the administrative area of this Municipality and other areas where urbanization management is implemented. The specific scope shall be delineated and promulgated by the people's governments of cities and counties (districts). Article 3 The management of city appearance and environmental sanitation adheres to the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. Fourth city and county (District) people's government department in charge of city appearance and environmental sanitation is responsible for the administrative area of city appearance and environmental sanitation management.

Natural resources, housing and urban and rural construction, ecological environment, development and reform, economy and informatization, public security, market supervision, transportation, water conservancy, culture, radio, film and television tourism, health, education, finance, commerce and other relevant departments and institutions shall be responsible for the management of city appearance and environmental sanitation according to their respective responsibilities.

Township (town) people's governments and sub-district offices are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions. Fifth city appearance and environmental sanitation management work to implement the responsibility area management system, the responsible person in the responsibility area is determined in accordance with the relevant provisions.

The specific scope of the area of responsibility for city appearance and environmental sanitation shall be designated by the competent department of city appearance and environmental sanitation of the city and county (district) jointly with the people's government of the township (town) and the subdistrict office; The township (town) people's government and sub-district offices shall sign a letter of responsibility with the responsible person, clarify the specific scope and responsibility requirements of the responsible area, and clarify the rights and obligations of both parties.

City, county (District) competent department of city appearance and environmental sanitation shall give professional guidance to the responsible person, and supervise and inspect the performance of the city appearance and environmental sanitation responsibility. Article 6 The people's governments of cities and counties (districts) shall incorporate the work of city appearance and environmental sanitation into the national economic and social development plan.

The people's governments of cities and counties (districts) shall include the funds needed for city appearance and environmental sanitation into the financial budget, improve the city appearance and environmental sanitation facilities and improve the public service level. Seventh city and county (District) people's government should promote the use of advanced technology and equipment and management methods, the city appearance and environmental sanitation work into the urban intelligent management system, the implementation of grid management, improve the level of intelligent management. Article 8 The competent department of city appearance and environmental sanitation of the people's government of the city or county (district) and the relevant departments of culture, radio, television, tourism, education, health, and other media, such as radio, television, newspapers and the Internet, and the managers of public places such as stations, airports and tourist attractions should strengthen the publicity of city appearance and environmental sanitation and enhance citizens' awareness of maintaining city appearance and environmental sanitation. Ninth city, county (District) people's government department in charge of city appearance and environmental sanitation can establish a joint law enforcement mechanism with the public security, natural resources, urban and rural housing construction, ecological environment, market supervision and other departments. Tenth city appearance and environmental sanitation staff should standardize their operations and abide by professional ethics.

All units and individuals shall respect the work of city appearance and environmental sanitation staff, and shall not hinder or obstruct the work of city appearance and environmental sanitation staff. Eleventh units and individuals should consciously safeguard the city appearance and environmental sanitation, and have the right to stop and report acts that damage the city appearance and environmental sanitation and damage the environmental sanitation facilities.

City and county (District) people's governments shall establish a system of reporting, complaining, handling and feedback on city appearance and environmental sanitation. Twelfth units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation shall be commended and rewarded in accordance with the relevant provisions of the state. Chapter II Urban Appearance Management Article 13 The construction and renovation of buildings (structures) shall conform to urban and rural planning and urban appearance standards.

No unit or individual may build buildings or other facilities in urban roads, squares and other public places, as well as on the roofs and platforms of houses. Fourteenth buildings (structures) should be kept in good condition, clean, incomplete, defaced and affect the city appearance, and should be renovated and cleaned in time, and the renovation shall not change the original planning and design requirements.

Exclusive areas such as public green spaces, roofs, balconies, platforms, outer corridors, lighting (ventilation) channels and windows shall not be illegally erected, stacked or hung with items that affect the appearance of the city; Various ancillary facilities should be standardized. Fifteenth any unit or individual shall have the following acts:

(a) unauthorized occupation of urban roads, squares, green spaces and other public places to engage in construction operations, build buildings (structures) and pile up materials;

(two) unauthorized occupation of urban roads, squares, green spaces and other public places to set up parking lots (spots), delimit parking spaces or set up vehicle traffic facilities;

(three) unauthorized occupation of roads, squares, bridges, green spaces and other public places to set up stalls, engage in business activities and hold cultural and recreational activities;

(four) street shopping malls, shops, restaurants and other operators beyond the doors and windows, external walls put business facilities, goods engaged in business activities;

(five) in the city roads, bridges, guardrails, signs, telephone poles, lampposts, trees, hedges and other places to dry, hang clothes and other items;

(6) Occupy motor vehicle and non-motor vehicle parking lots, and dismantle, move, block, damage or alter parking facilities, equipment and signs without authorization;

(seven) other acts that affect the city appearance prohibited by laws and regulations.
