China's first law to protect rivers

People's Republic of China (PRC) Yangtze River Protection Law. As the first river basin law in China, the Yangtze River Protection Law needs to coordinate the relationship between the upper, middle and lower reaches, between the central and local governments, between different industries and between different laws. There is no precedent for reference, so it is difficult to legislate. On the basis of in-depth study and full grasp of the characteristics of river basin legislation and the Yangtze River, the Yangtze River Protection Law was promulgated. The Yangtze River Basin involves 19 provinces, autonomous regions and municipalities directly under the Central Government, and spans three major plates in China. In order to form a joint protection force, the law stipulates that the state shall establish a coordination mechanism for the Yangtze River basin, give unified guidance and overall coordination to the Yangtze River protection work, review major policies and plans for the Yangtze River protection, coordinate major issues across regions and departments, and supervise and inspect the implementation of important work for the Yangtze River protection. At the same time, the Yangtze River Protection Law insists on protecting and restoring the ecological environment in the Yangtze River basin in an overwhelming position. By stipulating higher protection standards and stricter protection measures, the overall protection and systematic restoration of lakes and grasses in landscape forests and fields will be strengthened. 3. The interaction with other ecosystems is complex. On the one hand, climate, vegetation and human disturbance intensity have great influence on river ecosystem; On the other hand, the river ecosystem obviously affects the formation and evolution of coastal ecosystems (especially estuaries and bays);

4. Strong self-purification ability and quick recovery after interference. The biota of healthy river ecosystem mainly includes plankton and zooplankton, attached biota, staggered biota and benthic biota. Plankton and swimming biota refer to plankton or swimming organisms in flowing water in river aquatic biota. Only when the growth rate of phytoplankton in the river reaches the level that the population can increase exponentially when the current stays, can its population be maintained. Zooplankton and zooplankton are very sensitive to the changes of river hydrological conditions, such as velocity, water temperature and riverbed erosion, and toxic substances entering the river.
