In order to effectively maintain the social order during the epidemic prevention and control in our region and ensure the safety of people's lives and property, according to the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on Emergency Response and the Law of People's Republic of China (PRC) on Infectious Diseases Prevention and Control. If it constitutes an illegal act in violation of public security administration, it shall be severely punished according to law; If the case constitutes a crime, criminal responsibility shall be strictly investigated according to law.
1. People from areas with high epidemic risk are identified as close contacts or sub-close contacts, who do not report, conceal or lie about information related to the epidemic, such as residence history, contact history and whereabouts, and do not cooperate with epidemic prevention and control, isolated observation, epidemiological investigation and follow-up, which hinders epidemic prevention and control;
2. In communities, administrative institutions, factories, mines and other key areas where closed management measures are taken, those who refuse to implement epidemic prevention and control measures such as personnel registration, identity verification, body temperature detection, health code, boarding code inspection and vehicle inspection do not wear masks as required: by means of deliberate evasion, malicious obstruction and threats of violence, they refuse or hinder medical rescue workers, epidemic prevention and control personnel, people's police and staff of other relevant departments from implementing according to law.
3. Obstruct medical ambulance personnel, epidemic prevention and control personnel, people's police and other relevant departments from taking prevention and control measures such as epidemic prevention, quarantine, compulsory isolation and blockade, or forcibly rush into control areas such as warning tape, warning areas and epidemic prevention and control service points;
4. Being identified as a close contact or a sub-close contact, refusing to observe in isolation or leaving the isolation area without authorization before the expiration of the isolation period; * * * There are working and living personnel identified as secret recipients or sub-secret recipients who refuse to cooperate with the closed management and preventive measures of their units and communities;
5. Forge, alter, buy, sell or use forged or altered nucleic acid detection certificates and other supporting documents;
6. Spreading rumors, making false reports about epidemic situation and police situation or intentionally disturbing public order by other means, fabricating and spreading false information to create panic and disturb social order;
Seven, disrupting the order of medical and epidemic prevention work, infringing on the personal safety of medical personnel and prevention and control personnel, deliberately damaging medical and epidemic prevention property and facilities, disrupting the order of medical places;
Eight, under the guise of epidemic prevention and control, the implementation of fraud, extortion, or posing as a national staff, medical personnel and other false identities;
Nine, the production and sale of counterfeit masks, protective clothing, disinfectants and other protective supplies, medical and health supplies, or the production and sale of counterfeit drugs and inferior drugs for epidemic prevention and control;
Ten, refused to implement the decisions and orders issued by the people's government on epidemic prevention and control, or other illegal and criminal acts, disrupting social and political stability and epidemic prevention and control work.
The public security organs encourage the masses to actively report clues about illegal crimes involving epidemic prevention and control, and maintain social order.
