Design of the construction project 5. 1 When organizing the feasibility demonstration of the construction project, the technical department should carry out occupational safety and health certification on the occupational hazard factors, preventive measures and expected effects of the construction project, which will be audited by the production department. 5.2 Large and medium-sized construction projects should entrust qualified institutions (except design units) to conduct pre-evaluation of labor safety and health according to the Management Measures for Pre-evaluation of Labor Safety and Health of Construction Projects (Projects) issued by the former Ministry of Labor 10, and submit the outline and report of pre-evaluation of labor safety and health to the administrative department in charge of production safety supervision and management. For construction projects that may cause occupational hazards, qualified institutions shall be entrusted to conduct pre-evaluation of occupational hazards, and the pre-evaluation report of occupational hazards and the feasibility demonstration report of construction projects shall be submitted to the health administrative department. 5.3 When preparing the construction project plan, the corresponding investment required for labor safety and health should be included in the plan and prepared at the same time. The funds needed for labor safety and health facilities lacking in construction projects shall be supplemented by the original appropriation department. The original labor safety and health measures for imported technical equipment shall not be reduced. After the joint review by the production department, the technical department must also submit the preliminary design documents of the construction project, the preliminary design approval form of labor safety and health and relevant drawings to the relevant departments. 5.5 In the technical and construction design, it is necessary to constantly improve the labor safety and health facilities in the preliminary design, and implement the labor safety and health opinions put forward in the joint review of the preliminary design from the design point of view.
