Ninth new construction, renovation and expansion of kindergarten construction area and architectural design, in addition to comply with the provisions of Article 7 and Article 8 of these measures, must also comply with the relevant provisions of the state and this Municipality. (a) the kindergarten director shall have graduated from the preschool normal school (including the preschool education major of the vocational school) or obtained the professional qualification certificate of the kindergarten teacher, and have more than three years of practical experience in kindergarten work;

(three) the kindergarten health care personnel should have a high school diploma, and after more than one year of health care training;
(4) Kindergarten nurses should have junior high school education or above and have received vocational training in nursing. Eleventh kindergarten staff must conduct a comprehensive physical examination before taking up their posts. People suffering from chronic infectious diseases or mental illness are not allowed to work in kindergartens. Chapter III Examination and Approval Procedures for Establishing Kindergartens Article 12 Any unit or individual must apply for registration in accordance with the following provisions:
(a) in urban areas, counties, independent industrial zones, two months before the establishment, to the district (county) Education Bureau to apply.
(two) in the suburbs, townships (towns) and villages to hold kindergartens, two months before the establishment, apply to the local township (town) people's government. Thirteenth district (county) Education Bureau and township (town) people's government shall make a decision within fifteen days from the date of receiving the application, and grant registration to qualified kindergartens; Kindergartens that do not meet the set conditions shall not be registered, and the reasons shall be explained. Fifteenth kindergartens need to be closed, must apply to the original registration department three months ago, and go through the cancellation procedures after being approved by the district and county education bureaus. Chapter IV Conservation and Education of Kindergartens Article 16 Kindergartens must implement the principle of combining conservation and education, create a harmonious environment suitable for child care and education, and guide the healthy development of children's personality. Kindergartens should protect children's health, cultivate children's good life, health habits and moral behavior, and promote children's intellectual development. Seventeenth children must have a physical examination in accordance with the health care system before entering the park, and only those who pass the examination can enter the park. Eighteenth kindergartens should establish and improve the health examination system:
Regular physical examination of children and establishment of health cards;
(two) every morning must check the physical condition of children, timely treatment of problems found. Nineteenth kindergartens shall, according to the provisions of the administrative department of education, formulate a daily routine system to cultivate children's good living and health habits.
Kindergarten should ensure that children drink water, the interval between meals is not less than three and a half hours, and the number and time of defecation are not limited. Twentieth kindergartens can arrange and choose educational content and methods according to the actual situation of the kindergarten, but they shall not engage in activities that violate the laws of early childhood education and are harmful to the physical and mental health of young children.
One-day activities in kindergartens should be alternately static and dynamic, and games should be the basic form of activities. Non-boarding kindergartens should arrange for children to participate in outdoor activities for not less than two hours every day; Boarding kindergartens should arrange for children to participate in outdoor activities for not less than three hours every day.
