The district health committees are responsible for forwarding these measures to the medical and health institutions within their respective jurisdictions. Since the date of implementation of the document, the special seal for Beijing nurse registration, which was made by the former Municipal Health Bureau and numbered by the original district health bureaus, has ceased to be used.

Measures of Beijing Municipality on the Administration of Nurse Practice Registration
Chapter I General Provisions
Article 1 In order to standardize the management of nurses' practice registration, these Measures are formulated in accordance with the Nurses' Regulations, the Measures for the Administration of Nurses' Practice Registration and the Decision of the State Council Municipal Government on Cancellation and Decentralization of a Number of Administrative Licensing Matters (Guo Fa [2019] No.6), combined with the actual situation of this Municipality.
Article 2 The term "nurse's practice registration" as mentioned in these Measures refers to the act that nurses who have obtained the "People's Republic of China (PRC) Nurse Qualification Certificate" and meet the requirements for practice registration apply for practice registration or filing in medical and health institutions within the administrative area of this Municipality.
Article 3 A nurse may engage in nursing work according to the registered practice place only after obtaining the nurse's practice certificate through practice registration.
Those who have obtained the "Nurse's Practice Certificate" without practice registration shall not engage in nursing activities stipulated in the technical specifications for diagnosis and treatment.
Article 4 The health administrative departments at the municipal and district levels are the competent departments in charge of nurse practice registration, and are responsible for the management of nurse practice registration within their respective administrative areas in accordance with the principle of "who approves and registers".
Article 5 This Municipality implements regional registration of nurses. The practice place of registered nurses in this city is Beijing. Nurses who have been registered before the implementation of the regional registration of nurses in this Municipality and are still in the period of validity are regarded as Beijing.
Article 6 Nurses practicing in medical and health institutions in this Municipality shall determine a medical and health institution as their main practicing institution and file all practicing institutions with the administrative department of health. Nurses with only one practice institution are regarded as their main practice institutions.
Article 7 This Municipality implements the management of electronic registration of nurses. Nurses can log in to the electronic registration management system of nurses in Beijing, register users and carry out identity authentication before they can handle matters related to nurse practice registration. The audit form of nurse practice registration application is automatically generated by the system according to the application category submitted by nurses.
Chapter II Practice Registration
Article 8 To apply for nurse practice registration, the following conditions shall be met:
(1) Having full capacity for civil conduct;
(2) Having completed ordinary full-time courses such as nursing and midwifery prescribed by the state administrative department of education and health in secondary vocational schools and institutions of higher learning for more than 3 years, including completing clinical nursing practice in teaching and general hospitals for more than 8 months, and obtaining corresponding academic certificates;
(3) Having passed the national nurse qualification examination.
Article 9 To apply for nurse practice registration, the applicant shall meet the following health standards:
(a) No history of mental illness;
(two) no color blindness, color weakness, binaural hearing impairment;
(three) no disease, disability or dysfunction that affects the performance of nursing duties.
The health status of nurses should be confirmed by the medical and health institutions to be practicing.
Article 10 To apply for nurse practice registration, the following materials shall be submitted to the registration department of the medical and health institution to be practiced:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant;
(three) in the past six months, the color of the front bareheaded white background is less than 2 inches.
Eleventh applications for registration in practical nurse shall be filed within 3 years from the date of passing the nurse qualification examination; If an application is filed within the time limit, in addition to the materials specified in Article 10 of these Measures, it shall also receive three months of clinical nursing training in the teaching and general hospitals specified in this Municipality, and obtain the certificate of clinical nursing training assessment issued by Beijing Nursing Workers Association.
Article 12 The administrative department of health shall examine the materials submitted by the applicant within 12 working days from the date of accepting the application. Those who pass the examination are allowed to register and issue a nurse's practice certificate; If it does not meet the prescribed conditions, it shall not be registered, and the reasons shall be explained in writing.
Thirteenth nurses practice registration is valid for 5 years.
Chapter III Registration Items such as Continuation, Alteration and Cancellation
Fourteenth nurses need to continue to practice after the expiration of the validity period of the practice registration, and shall submit the following materials to the registration departments of major practice institutions 30 days before the expiration of the validity period:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant.
Article 15 The registration department shall conduct an examination within 12 working days from the date of accepting the application for renewal of registration. Those who pass the examination will be updated.
Article 16 The registration shall not be renewed under any of the following circumstances:
(a) does not meet the health standards stipulated in Article 9 of these measures;
(2) The penalty period for being suspended from practicing activities has not expired.
Seventeenth in any of the following circumstances, before practicing in a medical and health institution, it shall apply for re-registration:
(a) the registration period expires without renewal;
(2) Two years from the date of revocation of the nurse's practice certificate.
Article 18 To apply for re-registration, the following materials shall be submitted to the registration department of the medical and health institution to be practiced:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant;
(three) in the past six months, the color of the front bareheaded white background is less than 2 inches.
Those who have interrupted nursing practice for more than 3 years and re-applied for registration should also receive 3 months of clinical nursing training in the teaching and general hospitals designated by this Municipality, and obtain the certificate of clinical nursing training assessment issued by Beijing Nursing Workers Association.
If it is planned to re-register due to the punishment of revoking the Nurse's Practice Certificate, it shall be proposed after 2 years from the date of revocation.
Article 19 If a nurse is transferred from other provinces, the armed forces and the armed police to Beijing to practice during the validity period of practice registration, she shall submit the following materials to the registration department of the medical and health institution to be practiced:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant.
The registration department shall handle the change formalities for it within 7 working days from the date of acceptance.
Twentieth nurses in the practice registration period, intends to change the main practice institutions within the scope of this city, add or cancel other practice institutions, should be filed in the Beijing electronic registration management system for nurses.
With the approval of major professional institutions, nurses who undertake tasks such as health protection, consultation, advanced studies, academic exchanges and matters assigned by the government, participate in free clinics approved by the health administrative department, and practice in institutions that sign rescue or custody agreements do not need to go through filing.
Twenty-first registered nurses in any of the following circumstances, the original registration department to cancel the practice registration:
(a) the registration period expires without renewal;
(2) Being punished by revoking the nurse's practice certificate;
(3) The nurse dies or loses the capacity for civil conduct.
Article 22 A nurse who applies for cancellation shall submit an application for cancellation online and upload her identity certificate.
If the practice is suspended or the nurse's practice certificate is revoked, the health administrative department that made the punishment decision shall enter the punishment result into the electronic registration management system of nurses in Beijing within 5 working days. The original registration department shall suspend or cancel the practice.
If a nurse dies or loses capacity for civil conduct, the medical and health institution shall submit a scanned copy of the original death certificate or capacity for civil conduct certificate of the cancelled person online.
Article 23 If a nurse practicing in a medical and health institution in this Municipality loses her nurse's practicing certificate and needs to reissue it, she shall submit the following materials to the registration department of the main practicing institution:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant;
(three) in the past six months, the color of the front bareheaded white background is less than 2 inches.
The validity period of the reissued certificate remains unchanged.
Twenty-fourth teachers engaged in clinical nursing teaching and teaching practice in secondary health schools and medical colleges within the administrative area of this Municipality may be registered as nurses in teaching hospitals with the consent of their teaching hospitals.
Article 25 A nurse is registered with a valid military officer's card (military officer's card, civilian card, soldier's card, police officer's card, etc.). ) After retirement, I will change my registration in the local medical and health institutions, and I will not renew my new certificate. I will only change my valid certificate number in the Beijing nurse electronic registration management system to the resident ID number, and indicate the relevant information after the change on the remarks page of the original nurse practice certificate.
Chapter IV Responsibilities of Medical and Health Institutions
Twenty-sixth major practice institutions are responsible for confirming the health status of nurses, and checking and confirming the application information submitted by nurses such as practice registration, renewal registration, re-registration and change registration. The application materials for nurse practice registration shall be printed by the main practice organization, and the place where signature and seal are required shall be signed and stamped with the official seal. After receiving the "Certificate Completion Notice", the nurse will bring the identity certificate and paper application materials to the registration department of the main practice institution to receive or print the certificate.
Twenty-seventh medical and health institutions shall submit the power of attorney signed by the client and the identity certificate of the client when collecting or printing certificates for the nurses they employ collectively.
Twenty-eighth medical and health institutions shall not allow the following personnel to engage in nursing activities stipulated in the technical specifications for diagnosis and treatment in this institution:
(a) personnel who have not obtained the "Nurse Practice Certificate";
(2) Nurses who have not gone through the registration or filing procedures of their practice places in accordance with the regulations;
(three) the validity period of the nurse's practice registration expires and the practice registration is not renewed.
Personnel engaged in nursing clinical practice in teaching and general hospitals should carry out relevant work under the guidance of nurses.
Chapter V Supervision and Administration
Twenty-ninth health administrative departments shall, after receiving the application materials submitted by the applicant, properly keep them in accordance with the relevant provisions of the state administrative licensing archives management.
Thirtieth health administrative departments in any of the following circumstances, shall be ordered to make corrections, and the directly responsible person in charge or other directly responsible personnel shall be given administrative sanctions according to law:
(a) to do not meet the conditions for the registration of nurses, and to grant the registration of nurses;
(2) Those who meet the requirements for registration as nurses shall not be registered as nurses.
Article 31 If an applicant for nurse practice registration conceals relevant information or provides false materials to apply for nurse practice registration, the health administrative department shall not accept or refuse the nurse practice registration and give a warning; If it has been registered, its registration shall be cancelled.
Thirty-second municipal and district health administrative departments shall establish good and bad records of nurses' practice within their respective administrative areas, and record them in the electronic registration management system of nurses in Beijing.
The good record of nurses' practice includes the commendation and awards that nurses have received and the completion of government mandatory tasks. Bad practice records of nurses include cases where nurses are subject to administrative penalties and sanctions in violation of these regulations and other health management laws, regulations, rules or medical technical specifications.
Chapter VI Supplementary Provisions
Article 33 These Measures shall apply to personnel from Hongkong, Macao Special Administrative Region and Taiwan Province Province who have completed their nursing and midwifery studies in the Mainland.
Thirty-fourth these Measures shall apply to nurses in blood collection and supply institutions, disease prevention and control institutions and family planning technical service institutions in this Municipality.
Article 35 These Measures shall come into force on June 1 day, 2065. Where the previous provisions are inconsistent with these Measures, these Measures shall prevail. 20 13 On July 25th, Beijing Municipal Health Bureau formulated the "On Printing and Distributing"
