City and county (District) people's governments shall ensure the investment in water pollution prevention and take measures to prevent and control water pollution.
Township (town) people's governments and sub-district offices shall do a good job in drinking water safety, prevention and control of water pollution in agriculture and rural areas, and construction and operation of environmental infrastructure. City, county (District) people's government water, housing and urban and rural construction, development and reform, industry and information technology, finance, planning and natural resources, transportation, agriculture and rural areas, health, public security, emergency management and other departments within the scope of their respective duties, do a good job in water pollution prevention and control. Sixth city and county (District) people's governments and their relevant departments should strengthen the publicity and education of water environmental protection, enhance the awareness of water pollution prevention and control in the whole society, and guide the public to participate in water environmental protection.
Encourage and support scientific and technological research on water pollution prevention and control and the popularization and application of advanced and applicable technologies. Chapter II Supervision and Administration Article 7 The discharge of water pollutants shall not exceed the national or local pollutant discharge standards and the total discharge control targets of key water pollutants.

Article 9 A pollutant discharge unit that has obtained a pollutant discharge permit according to law shall discharge water pollutants according to the type, concentration, total amount and discharge direction required by the pollutant discharge permit. Key pollutant discharge units shall install automatic monitoring equipment for water pollutant discharge, network with the monitoring equipment of the competent department of ecological environment, and ensure the normal operation of the monitoring equipment.
Units and other producers and operators that discharge toxic and harmful water pollutants listed in the list of toxic and harmful water pollution shall monitor the sewage outlets and the surrounding environment, conduct environmental risk assessment, investigate potential environmental safety hazards, and disclose information on toxic and harmful water pollutants. The Municipal People's Government shall, according to the needs of improving the quality of water environment, determine the task of water pollution prevention and control, formulate evaluation indicators, regularly evaluate the completion of the county (District) people's government, and announce it to the public.
For counties (districts) that have exceeded the control target of total discharge of key water pollutants or failed to reach the improvement target of water environment quality, the Municipal People's Government and the competent department of ecology and environment will interview the main person in charge of the people's government of the county (district) and suspend the examination and approval of the environmental impact assessment documents of new construction projects involving the discharge of water pollutants in the county (district). Interview and suspension of examination and approval shall be made public.
