People's Republic of China (PRC) Basic Medical Care and Health Promotion Act;
The Basic Medical Care and Health Promotion Law of People's Republic of China (PRC) is the first basic and comprehensive law in the field of health in China, which was implemented on June 1 2020.
The legislative purpose of this Law is to develop medical and health undertakings, ensure citizens to enjoy basic medical and health services, improve citizens' health level and promote the construction of a healthy China. From the basic medical and health services, medical and health institutions, medical and health personnel, drug supply security, health promotion, funding security, supervision and management, legal responsibility and other chapters specific norms.
Introduction process:
On September 7th, 20 18, the 13th the National People's Congress Standing Committee (NPCSC) promulgated the legislative plan (*** 1 16 pieces), and the basic medical and health promotion law of People's Republic of China (PRC) belongs to the first category: a relatively mature draft law that will be submitted for deliberation during its term of office.

Basic medical and health services:
Article 15 Basic medical and health services refer to services such as disease prevention, diagnosis, treatment, nursing and rehabilitation that are necessary for maintaining human health, are compatible with the level of economic and social development, are accessible to citizens, and are provided through appropriate drugs, technologies and equipment.
Basic medical and health services include basic public health services and basic medical services. The state provides basic public health services free of charge.
Article 16 The state shall take measures to ensure that citizens enjoy safe and effective basic public health services, control risk factors affecting health and improve the level of disease prevention and control.
The national basic public health service items shall be determined by the health department of the State Council in conjunction with the finance department and the traditional Chinese medicine department of the State Council. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, on the basis of the national basic public health services, supplement and determine the basic public health services in their respective administrative regions, and report them to the health authorities in the State Council for the record.
Article 17 The people's governments of the State Council and provinces, autonomous regions and municipalities directly under the Central Government may incorporate services for key areas, key diseases and specific groups into basic public health services and organize their implementation.
