Article 2 These Measures shall apply to the hygiene supervision and management of swimming places within the administrative area of this Municipality.
The term "swimming places" as mentioned in these Measures refers to all kinds of indoor and outdoor swimming pools and water parks that are artificially built, open to the public and engaged in swimming activities.
Article 3 The municipal and municipal people's governments shall strengthen the leadership over the sanitary management of swimming places and establish and improve the working mechanism of sanitary management of swimming places.
Changzhou Economic Development Zone Management Committee is responsible for the sanitary management of swimming places within its jurisdiction.
Article 4 The municipal and local health authorities shall be responsible for the health supervision and management of swimming places within their respective administrative areas, and their subordinate health supervision institutions shall bear specific health supervision responsibilities.
Other departments shall, according to their respective functions and duties, assist the competent health department to do a good job in health supervision and management of swimming places.
Article 5 The municipal and state people's governments and relevant departments shall strengthen the publicity and education of swimming places, popularize health knowledge and enhance the public's awareness of swimming health.
The news media shall publicize the health laws and regulations and health knowledge of swimming places for public welfare, and supervise the health management of swimming places by public opinion.
Sixth swimming places should implement the health permit system according to law, and swimming places that have not obtained the health permit shall not be open to the public.
The legal representative or person in charge of the swimming place is the first person responsible for the health and safety of the swimming place, and is fully responsible for the health and safety work of the swimming place.
Swimming places should establish and improve the health management system and health management files, equipped with full-time health management personnel, specifically responsible for the health management of swimming places.
Seventh swimming places should establish a health training system, organize employees to learn relevant health laws and regulations and health knowledge of swimming places and assess them. Only after passing the exam can they take up their posts.
Health supervision institutions shall regularly carry out health laws and regulations and health knowledge training for health management personnel in swimming places.
Article 8 Swimming places shall implement the main responsibility for the prevention and control of infectious diseases, establish and improve the prevention and control responsibility system and management system, cooperate with disease prevention and control institutions and medical institutions to carry out the investigation, inspection, sample collection, isolation and treatment of infectious diseases, and do a good job in the prevention and control of infectious diseases according to law.
Article 9 A swimming place shall organize employees to have an annual health check-up, and employees shall not take up their posts until they have obtained valid health certificates.
Persons suffering from dysentery, typhoid fever, viral hepatitis A, viral hepatitis E, active pulmonary tuberculosis, suppurative or exudative dermatosis and other diseases that hinder public health shall not engage in the work of directly serving swimmers until they are cured.
Article 10 A swimmer shall be responsible for his own health, respect the health rights and interests of others, and shall not harm the health of others and public interests.
Swimming places implement the swimmer's health commitment system. Swimmers should make a health commitment and truthfully inform their personal health status.
Swimming places should set up health warning signs at the entrance, dressing rooms and other eye-catching positions, and patients suffering from viral hepatitis A, viral hepatitis E, sexually transmitted diseases, infectious skin diseases, severe trachoma, acute conjunctivitis, otitis media, intestinal infectious diseases, heart disease, mental illness and other diseases are prohibited from entering. And alcoholics and other people who are not suitable for swimming swim from swimming places.
Swimming places should discourage and stop people who are not suitable for swimming from swimming in the water.
Eleventh swimming places should control the number of swimming pools by adjusting the number of lockers, setting the upper limit of the number of swimming pools, and draining by time to ensure that the per capita area of swimming pools meets the national hygiene standards.
Twelfth swimming places should set up cleaning, disinfection, cleaning, washing and other facilities and public toilets according to the scale of operation, and use public appliances for swimmers to clean, disinfect and clean according to the national hygiene standards. Public articles and appliances provided by swimming places to swimmers shall ensure hygiene and safety, and those that can be reused shall be replaced by one guest. Reuse of disposable articles and appliances is prohibited.
Thirteenth swimming places should be equipped with circulating purification, disinfection, water replenishment, foot bath and other facilities and equipment. And regular maintenance. When problems are found, they should be repaired in time to ensure their normal operation, and they should not be dismantled, modified or used for other purposes without authorization.
Article 14 The water quality of raw water, swimming pool water and bathing water in swimming places shall meet the national hygiene standards.
Swimming places should use qualified water treatment agents. Purchasing water quality treatment agent shall obtain the inspection certificate of water quality treatment agent products; If the water treatment agent belongs to disinfection products, it shall also obtain the hygiene license and hygiene safety evaluation report of the production enterprise in disinfection products.
Fifteenth swimming places should be in accordance with national health standards and norms, the water quality, indoor air, microclimate, lighting, lighting, noise, central air conditioning and ventilation system, public goods and appliances, etc., and issue a test report, the test is not less than once a year; If the test results do not meet the national health standards and norms, it shall be rectified in time. Swimming places do not have the ability to detect, you can entrust testing. Seasonal open swimming places should be inspected before opening, and can only be opened after passing the inspection.
Swimming places should be equipped with water quality testing equipment. During the opening period, the daily detection of water quality indicators such as free residual chlorine, pH value and temperature should be organized. The detection frequency should meet the requirements of health standards, and the detection results should be publicized in a prominent position in swimming places and updated in time.
Swimming places should carry out online monitoring of swimming pool water quality in accordance with national health standards, and encourage qualified swimming pools to publish test data online.
Sixteenth swimming places should formulate emergency plans for health accidents in swimming places, and conduct emergency drills every year to find and eliminate hidden dangers that endanger public health in time.
The health hazards of swimming places include the epidemic of infectious diseases caused by water pollution in swimming places, collapse shock caused by indoor air failing to meet national health standards, infectious diseases caused by pollution of public goods or sanitary facilities, and accidents that endanger public health caused by skin diseases, disinfectants or other chemical substances poisoning.
When a sanitary accident occurs in a swimming place, the swimming place shall immediately stop its business, rescue the victim from the scene according to the principle of proximity, urgency and meeting professional needs, and send the victim to a medical institution for treatment to prevent the harm from expanding, and report to the municipal health department in time, and shall not conceal, delay or make a false report.
Seventeenth health authorities shall, in accordance with the relevant health standards and norms, take on-site inspection, sampling, consulting and copying documents, asking and other ways to supervise and inspect swimming places.
Eighteenth health authorities should promote swimming pools to carry out automatic monitoring of swimming pool water quality, and promote the combination of on-site supervision and off-site supervision of swimming pools.
Health credit rating management shall be implemented in swimming places, and publicity shall be made in swimming places.
Nineteenth health authorities and relevant departments should establish information sharing and law enforcement cooperation mechanism, carry out joint law enforcement of health supervision in swimming places according to law, and regularly disclose law enforcement information to the public.
Twentieth in violation of the provisions of article ninth of these measures,
If the employees who have not obtained valid health certificates arrange swimming places to directly serve the swimmers, the competent health department shall order them to make corrections within a time limit, give them a warning and impose a fine of more than 5,000 yuan in 500 yuan; If no correction is made within the time limit, a fine of not less than 5,000 yuan but not more than 15,000 yuan shall be imposed.
Twenty-first in violation of the provisions of article thirteenth of these measures, swimming places are not equipped with facilities and equipment such as circular purification, disinfection, water replenishment and foot bathing. Or facilities and equipment can not operate normally, or are dismantled, modified or used for other purposes without authorization.
The competent health department shall order it to make corrections within a time limit; If no correction is made within the time limit, a warning shall be given and a fine of 1000 yuan or more and 1 10,000 yuan or less shall be imposed.
Twenty-second in violation of the provisions of the fourteenth paragraph of these measures, the quality of raw water, swimming pool water and bathing water in swimming places does not meet the national hygiene standards.
The competent health department shall order it to make corrections within a time limit and give it a warning, and may also impose a fine of more than 1000 yuan and less than 1 10,000 yuan.
Twenty-third in violation of the provisions of the fifteenth paragraph of these measures, the indoor air, microclimate, lighting, lighting, noise, central air conditioning ventilation system, public appliances and other sanitary quality of swimming places do not meet the national hygiene standards.
The competent health department shall order it to make corrections within a time limit and give it a warning, and may also impose a fine of more than 1000 yuan and less than 1 10,000 yuan.
In violation of the provisions of the second paragraph of Article 15 of these Measures, the swimming place fails to carry out daily inspection and publish the inspection results,
The competent health department shall order it to make corrections within a time limit; If no correction is made within the time limit, a warning shall be given and a fine of 1000 yuan or more and 1 10,000 yuan or less shall be imposed.
Article 24 Departments and their staff responsible for health supervision and management of swimming places who, in violation of the provisions of these measures, abuse their powers, neglect their duties or engage in malpractices for selfish ends shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Twenty-fifth acts in violation of the provisions of these measures, laws and regulations have been punished, from its provisions.
The administrative punishment prescribed in these Measures shall be implemented in accordance with the law or exercised by the town, in accordance with the relevant provisions.
Article 26 These Measures shall come into force as of August 6, 2022.
