Shaanxi Provincial Government Procurement Network is sponsored by the Ministry of Finance of People's Republic of China (PRC), relying on the Ministry of Finance, covering the national government procurement information websites. It is a government procurement network system developed to cooperate with the national government procurement system known as "trading under the sun".
In order to meet the needs of the socialist market economic system, standardize government procurement behavior, maintain fair competition order, strengthen financial expenditure management, improve the efficiency of fund use, introduce competition mechanism into the use of public expenditure, and improve the transparency of procurement activities. Open competition is the core of the government procurement system, which accords with the taxpayers' desire that the government should do more with less money. Open, fair, just and free competition can not only reduce procurement costs, but also strengthen supervision, which is of great significance to anti-corruption and market regulation.
In order to standardize the bidding management of local governments in Shaanxi Province, Shaanxi Bidding Network has formulated the Interim Measures for the Supervision and Management of Government Procurement Activities of Provincial Units in Shaanxi Province in combination with the actual bidding situation in this region. The basic contents include: (1) general provisions (2) bidding entrustment (3) organizing bidding (4) bid opening, bid evaluation, bid selection and other relevant management regulations, among which the bidding entrustment contents are as follows:
Article 4 A purchaser shall designate a specialized agency or full-time personnel to be specifically responsible for the government procurement work of his own department and unit.
Article 5 Where public bidding, inviting bidding or competitive negotiation are adopted for procurement, the purchaser shall sign an entrustment agreement with the procurement agency (hereinafter referred to as the agency) to determine the entrusted matters according to law and stipulate the rights and obligations of both parties.
Article 6 Where an agency is entrusted to purchase, the purchaser shall sign an entrustment agreement with the agency and report it to the government procurement supervision and management department of the Provincial Department of Finance (hereinafter referred to as the procurement supervision department) for the record. The contents of the entrustment agreement include:
(a) The responsibilities and obligations of the buyer and the agency respectively;
(2) Authorized representative and authority of the buyer;
(3) List of procurement contents;
(four) technical parameters and main configuration;
(5) calibration procedure;
(six) the proportion of agency fees;
(seven) other matters that need to be explained.
Article 7 A purchaser shall, according to the procurement catalogue published every year, determine the procurement agency according to the following principles:
(a) belongs to the government procurement catalog of general equipment procurement projects, must be entrusted to the provincial government procurement center to organize the implementation. The second negotiation of the agreed supply project is still organized and implemented by the provincial government procurement center.
(two) the special equipment that belongs to the centralized procurement of departments can be entrusted to the provincial government procurement center or other institutions to organize the implementation.
(three) maintenance, renovation and expansion projects and service procurement projects shall be entrusted to the provincial government procurement center to organize the implementation.
An agency may not entrust procurement projects again. If the existing staff can't complete the procurement task due to the complex technology and urgent time requirements, the procurement plan will be returned after being approved by the government procurement supervision department, and the purchaser will entrust other institutions to organize the implementation.
