The "120" network hospital as mentioned in these regulations refers to a medical institution that undertakes the "120" emergency task determined by the municipal public health administrative department in accordance with the conditions and procedures stipulated in these regulations. Article 3 These Regulations shall apply to social emergency medical activities within the administrative area of this Municipality. Fourth social emergency medical care follows the principle of unified command and dispatch and rapid treatment. Article 5 Social emergency medical care is a non-profit public welfare undertaking sponsored by the government and an important part of the public health system.
The municipal and district people's governments shall, according to the needs of national economic and social development, incorporate social emergency medical care into the development plan of health undertakings at the corresponding level to ensure its synchronous and coordinated development with the social economy.
The Municipal People's Government shall formulate the development plan of emergency medical care in this Municipality and announce it to the public. Article 6 The municipal public health administrative department shall be responsible for the management of social emergency medical treatment within the administrative area of this Municipality, and organize the implementation of these Regulations.
Under the guidance of the municipal health administrative department, the health administrative departments of all districts are responsible for the management of social emergency medical work within their respective administrative areas.
The finance, civil affairs, public security and other relevant departments of the municipal and district people's governments shall, in accordance with their respective duties, assist the health administrative departments at the same level to do a good job in social emergency medical care. Seventh municipal and district health administrative departments should take various forms to carry out publicity and education on first-aid medical knowledge and skills for communities, schools, enterprises and other units, so as to enhance the public's awareness of first aid and the ability of self-help and mutual rescue. Eighth newspapers, television, radio, Internet and other media should publicize the spirit of saving lives to the public, and popularize the knowledge of disaster and accident rescue, self-help and mutual rescue.
Schools at all levels and of all types should take various forms to publicize and educate the teaching staff and students about first aid knowledge and skills.
Residents' committees, villagers' committees and property service enterprises shall carry out publicity and education on first aid knowledge to raise the awareness of first aid among community and rural residents. Chapter II Social Emergency Medical Network Article 9 The social emergency medical network of this Municipality consists of emergency medical command institutions and "120" network hospitals. Tenth emergency medical command institutions in this Municipality include Guangzhou Emergency Medical Command Center and emergency medical command sub-centers established according to actual needs.
Guangzhou Emergency Medical Command Center and Emergency Medical Command Sub-center set up "120" telephone to accept emergency medical help within the administrative area of this Municipality. Eleventh Guangzhou emergency medical command center shall perform the following duties:
(a) responsible for the organization, command and dispatch of social emergency medical care in this Municipality;
(two) the management of the city's social emergency medical network, to ensure the normal operation of social emergency medical network;
(three) the implementation of a 24-hour duty system, at any time to accept calls for help;
(four) responsible for the registration, summary, statistics, storage and reporting of social emergency medical information, and accept the application for inquiry;
(5) Organizing the training of "120" emergency medical team, and carrying out the scientific research of "120" emergency work and the publicity and education of first aid knowledge and skills;
(six) responsible for the supervision and deployment of the city's "120" emergency vehicles;
(seven) to assist the government or the administrative department of health in organizing emergency medical security and emergency medical rescue for major festivals, celebrations and large-scale social activities;
(eight) other duties as prescribed by laws and regulations.
The emergency medical command sub-center is responsible for all the work specified in the preceding paragraph within its jurisdiction. Twelfth medical institutions with the following conditions, the municipal health administrative department can be included in the "120" hospital network:
(a) to meet the standards of general hospitals above grade two;
(2) Having an emergency department, and being equipped with practicing doctors and practicing nurses with emergency professional knowledge and skills in accordance with regulations;
(three) equipped with ambulance, vehicle equipment and first-aid drugs, equipment to meet the configuration standards, and equipped with a stretcher;
(4) Having a sound emergency medical management system;
(five) other conditions that should be met to undertake the "120" first aid task.
The specific conditions of "120" network hospital shall be formulated by the Municipal People's Government in accordance with the provisions of the preceding paragraph and announced to the public.
In areas where emergency medical resources are in short supply in this Municipality, the municipal public health administrative department may, according to actual needs, determine the local medical institutions that meet the conditions specified in the second, third and fourth paragraphs of the first paragraph of this Article to temporarily undertake the "120" emergency task. Article 13 The municipal public health administrative department shall, according to the development plan of emergency medical care in this Municipality and the conditions stipulated in Article 12 of these regulations, organize experts to conduct evaluation, determine the "120" network hospital, and announce it to the public. Fourteenth "120" network hospital shall perform the following duties:
(1) Establish a professional "120" emergency team and implement a 24-hour consultation system;
(two) obey the command and dispatch of emergency medical command institutions, and do a good job in the registration, summary, statistics, storage and reporting of "120" emergency medical information;
(three) the implementation of emergency medical operation norms;
(four) in accordance with the relevant provisions of the state, province and city, the daily management of the "120" emergency vehicle and its emergency medical drugs, instruments, emergency equipment and medical personnel;
(five) strictly implement the price of emergency medical services stipulated by the price department, and publicize the charging items and standards;
(six) to establish and implement the pre-job and post-job training and education system for emergency doctors and nurses, and to regularly train medical personnel in first aid knowledge and skills;
(seven) take measures to encourage health technicians to engage in "120" emergency medical work;
(eight) other duties as prescribed by laws and regulations.
