Insurance object
(1) Urban and rural non-employed residents, minor residents and newborns who have registered in Yangzhou;
(two) students within the administrative area of Yangzhou City (kindergarten children, primary and secondary school students, full-time students in institutions of higher learning and vocational and technical schools), students are not restricted by household registration, but they may not participate in insurance again;
(3) Non-employees who have obtained residence permits within the administrative area of Yangzhou City and are not registered in this Municipality;
(4) Other personnel who meet the requirements.
Insurance mode
(a) ordinary urban and rural residents and minor residents who are not insured (entrusted) shall go through the insurance registration procedures in their communities and administrative villages; Within 3 months from the date of birth of the newborn, the legal guardian shall go through the insurance registration formalities in the community and administrative village where the household registration is located (except for the five certificates that can be jointly handled through the "one-thing-to-one" system for newborn birth in designated hospitals); Non-employees who hold residence permits and are not registered in this Municipality shall go through the insurance registration procedures in the community or administrative village where they live.
(two) students in school by the school (nursery institutions) through the Jiangsu provincial national medical security public service platform for unified registration. In principle, eligible students with difficulties will be insured in their place of residence to reduce the burden of payment for students with difficulties. Local medical insurance agencies should strengthen communication and coordination with local schools and optimize the process of insurance payment.

There are four main payment methods:
Bank-side inquiry and payment, tax window centralized declaration and payment, online payment and self-service terminal payment.

Refers to the ordinary residents to apply for insurance registration, holding the ID card (residence permit) to the handling bank outlet window to handle the relevant payment procedures; Minor residents and newborns who are not enrolled in school (going to nursery school) shall go through the relevant payment procedures at the outlet window of the handling bank by presenting their ID card (residence permit) and the "Confirmation Sheet for Payment of Basic Medical Insurance for Urban and Rural Residents in Yangzhou" issued by communities and administrative villages.
(2) Centralized declaration and payment in the tax window,
Refers to the towns (streets), villages (communities), schools and other units that centrally handle the registration of medical insurance for urban and rural residents to apply for summary declaration and payment at the window of the local tax authorities. The agency shall provide the payer's name, ID number, payment period, payment amount and other detailed information in the prescribed format.
(3) online payment,
It means that the payer handles relevant payment through online channels such as WeChat and Alipay, and searches for Jiangsu tax and social security payment. The municipal medical insurance department will also expand online payment channels to further facilitate the insured through "My Yangzhou APP"-Medical Insurance Zone-2023 Medical Insurance Payment for Urban and Rural Residents.
(4) self-service terminal payment,
Refers to the payer who handles the relevant payment through self-service terminal equipment such as tax bank POS machines.
Financing methods and standards
Medical insurance for urban and rural residents shall be financed by combining individual contributions with financial subsidies, and individual contributions shall be subject to the annual payment system.
(A) individual payment standards
1. Ordinary urban and rural residents The individual payment standard for ordinary urban and rural residents in 2023 is 480 yuan/person. Medical insurance premiums paid by urban and rural residents will not be refunded after they enter the treatment enjoyment period (June 65438+1 October1to February 3, 20231) (except for repeated payment and wrong payment standard selection).
2. In 2023, the individual payment standard for students, children, underage residents (kindergartens) and newborns will remain the same as in 2022, and they will still be 260 yuan/person, enjoying the same enjoyment as ordinary urban and rural residents.
Newly enrolled students who are insured for the first time in this city will enjoy the corresponding medical insurance benefits for urban and rural residents from September 1 day, 2022, after they have obtained their school status and paid the medical insurance premiums for urban and rural residents in full on schedule (those who have been insured in other places and are within the treatment period).
(B) financial subsidy standards
The financial subsidy standard of medical insurance for urban and rural residents shall be implemented in accordance with the standards not lower than those stipulated by the state and the province.
(3) Financing standard for serious illness insurance
In 2023, the funding standard of serious illness insurance for urban and rural residents in the city is 100 yuan/person (paid from the medical insurance fund, and individuals do not pay).
(four) qualified personnel in difficulty
In the medical insurance for urban and rural residents, all individual contributions will be funded.
According to the relevant requirements of the "Implementation Opinions of the General Office of the Provincial Government on Improving the Medical Insurance Assistance System for Serious and Serious Diseases" (No.54 [2022] of Su Zhengban), eligible key medical assistance recipients, low-income people with established files and other people with difficulties within the administrative area of this Municipality will participate in individual contributions for medical insurance for urban and rural residents after being identified by relevant functional departments, and they will be fully funded by governments at all levels.
