The technical cooperation projects include projects in which the Chinese side sends technical personnel to provide technical guidance, technical cooperation and technical services to the recipient countries, and projects in which the Chinese side cooperates with the recipient countries in management and operation. Article 2 Basis for Internal Settlement
The provisional regulations only provide reference for bidding units to participate in the bidding of foreign aid technical cooperation projects, and the internal settlement is based on the contract price stipulated in the general contract. When bidding, each unit may decide on the standard of fees and charges within a reasonable range according to its own operation and management level, but it shall not be higher than the standard mentioned in these regulations. Article 3 Composition of Fees
I. Chinese Experts' Fees
1. Technical service subsidy, which shall be given to the unit of the dispatched personnel;
2. Domestic travelling expenses, domestic transportation and lodging expenses before and after going abroad;
3. Clothing subsidy for going abroad;
4. Personnel insurance;
5. Sleeping gear expenses;
6. Foreign allowance;
7. Other expenses, such as medical expenses provided by the Chinese side with a large amount;
8. Hardship allowance;
9. International travel expenses, including international airfare and transit costs.
2. Equipment and material costs, which refers to the costs incurred for the supply of equipment and materials, maintenance parts, work tools and fuel (excluding domestic fuel) procured from domestic or local sources or re-exported by China, as stipulated in the agreement between the two governments.
Three, local labor costs, refers to the wages and benefits of local workers who must be employed for production, as stipulated in the agreement between the two governments.
Fourth, the management fee refers to the expenses incurred for organizing and managing Chinese experts, organizing the supply of equipment spare parts and raw materials, including passport fee, visa fee, medical checkup and epidemic prevention fee for the personnel who go abroad, logistic and management fee, office fee, domestic transportation and travel fee for the management personnel, labor protection fee, and the reasonable income of the general contracting unit.
V. Unforeseeable expenses, in principle, will not be made up after the signing of the general contracting contract, but the technical service subsidies, clothing allowance abroad, foreign allowances and subsidies for difficult areas in the event of policy adjustments, in principle, according to the adjusted standards can be negotiated separately. Article 4 Fees and Charges
I. Chinese Experts' Fees
1. Technical Service Allowance: Domestic salary base calculated in accordance with the relevant provisions of (94) Caiwai Zi No. 412×2.5×number of persons×(number of months of actual work abroad+leave). Technical service allowance is not paid to foreign aid workers sent by administrative units and active-duty military personnel performing technical cooperation tasks under the Economic Assistance Program (EAP). The duration of the leave is: one month for a period of up to one year (including one year) abroad, and two months for a period of more than two years (including two years).
2. Domestic travel expenses: each bidding unit will quote its own price according to the shortest time and the nearest route.
3. Clothing allowance for going abroad: RMB 2,000 per person for the head and deputy head of the team, and RMB 1,500 per person for other personnel.
4. Life insurance fee: 500 yuan per person per year.
5. The cost of bedding; all bedding is to be taken care of by the experts themselves. If the agreement stipulates that the Chinese side is responsible for the accommodation, the other bedding costs will be quoted according to the actual needs.
6. Foreign allowance: calculated according to the standard stipulated in (94) Caiwai Zi No. 412. The allowance includes meal expenses (including fuel costs), private car, heat preservation and cooling costs, cultural and recreational expenses, night meals, personal bedding, personal baggage at home and abroad, personal study materials and appliances, and incidental expenses on the way out and back to the country.
7, other: according to the actual needs and the relevant provisions of the offer.
8. Hardship allowance: calculated according to (94) Caiwai Zi No. 412.
9. International Travel Expenses:
A: International airfare, each bidding unit will ask for quotations from the relevant airlines and take the lowest price.
B: Transit cost: not more than 6 days for round trip to Asia and South Pacific countries, and not more than 8 days for round trip to Africa and Latin America countries. Meals will be paid by the experts themselves, and transportation, accommodation and airport fees will be calculated according to the standard of temporary departure of the country (region) through which they are traveling.
Technical service subsidies, clothing subsidies abroad, foreign allowances, and subsidies for difficult areas are calculated according to the new regulations if the state promulgates new regulations in the future.
In order to safeguard the interests of the experts abroad, the bidding units shall not reduce the bidding price of the 3rd, 6th and 8th cost standards of this article; the other items can be quoted within the scope of the provisions of this article.
Two, equipment and materials: including the original price of equipment and materials and transportation and insurance fees to the site.
Third, local labor cost: calculated according to the local labor cost standard provided by the inspection team or the Economic and Commercial Office of our embassy in the recipient country. It will not be used as the basis for calculation of management fee and unforeseeable fee.
Fourth, the management fee, as the sum of A + B, calculated as follows:
A: China's expert fee 1-7 items as the base, the rate is:
1-5 people 21%
6-10 people 18%
11 -20 people 15%
21-40 people 12%
41 people or more 9%
B: Equipment and material costs are used as the base, and the rate is 5%.
If the base amount is RMB, the management fee is paid in RMB; if the base amount is incurred in foreign currency, the management fee is paid in foreign currency accordingly.
V. Unforeseeable expenses: the rate is 2% based on the sum of the above expenses (minus the cost of clothing allowance abroad, foreign allowance and hardship allowance).
