In March 2018, the first session of the 13th National People's Congress voted to adopt the Decision on the Institutional Reform Program of the State Council, establishing the National Medical Security Bureau of the People's Republic of China*** and the State.
The State Medical Security Bureau has the following internal organizations:
(1) Office. It is responsible for the daily operation of the organization and undertakes the work of security and confidentiality, letters and visits, open government affairs and international cooperation and exchange.
(2) Planning, Finance and Supervision Division. Organize and formulate medical security work plan. It undertakes the budgeting, organ finance, asset management and internal auditing of the organs and units directly under it, and promotes the construction of medical security informationization. It organizes the drafting of draft laws, regulations, rules and standards, undertakes the review of the legality of normative documents, and undertakes administrative reconsideration and administrative appeals.
(3) Treatment and Security Division. To formulate policies on medical insurance financing and treatment, and to coordinate urban and rural medical insurance treatment standards. Comprehensively promoting the construction of a multi-level medical insurance system. It establishes a sound system for the transfer and continuation of medical insurance relations. It organizes the formulation and implementation of a reform plan for the long-term care insurance system.
(4) Medical service management department. Formulate medical insurance directories and payment standards, establish a dynamic adjustment mechanism, formulate rules for negotiating access to medical insurance directories and organize their implementation. Formulate medical insurance agreement and payment management for designated medical institutions, and management methods and settlement policies for medical treatment in other places. Organizing and promoting the reform of medical insurance payment methods. Organize the economic evaluation of drugs, medical consumables and medical technology.
(5) Drug prices and bidding and procurement Division. Formulates and implements policies on the prices of drugs and medical consumables, medical service programs and charges for medical service facilities, and establishes a system for monitoring and releasing price information. It formulates and supervises the implementation of policies on bidding and procurement, distribution and settlement management of drugs and medical consumables, and promotes the construction of bidding and procurement platforms.
(6) Fund Supervision Department. To formulate supervision and management measures for the medical insurance fund and organize its implementation. It establishes and improves the safety prevention and control mechanism of the medical insurance fund, and establishes and improves the medical insurance credit evaluation system and information disclosure system. Supervision and management of medical service behavior and medical expenses included in the scope of payment of medical insurance, standardize the medical insurance operation, investigate and deal with violations of law in the field of medical insurance in accordance with the law.
(7) Party Committee (Personnel Department). Responsible for the Beijing Municipal Organs and directly under the work of the party group. Undertakes personnel management, organization setting, education and training, and team building. Organs and directly under the unit.
