Article 29
When consigning radioactive materials, the shipper shall hold a certificate of production, sale, use or Valid certificate for disposal of radioactive items, packaging in transport containers suitable for the type of radioactive items being consigned, equipped with necessary radiation monitoring equipment, protective supplies and anti-theft and anti-vandal equipment, and preparation of transportation instructions, nuclear and radiation accident emergency response Guide, loading and unloading operation methods, safety protection guide.
The transport instructions shall include the product name, quantity, physical and chemical forms, hazard risks, etc. of the radioactive items.
Article 30
When consigning Class I radioactive items, the shipper shall entrust a qualified radiation monitoring agency to monitor its surface contamination and radiation levels, and the radiation monitoring agency shall issue a Radiation Monitoring Report.
When consigning Class II or III radioactive items, the shipper shall monitor their surface contamination and radiation levels and prepare a radiation monitoring report.
If the monitoring results do not meet the national safety standards for the transportation of radioactive items, they shall not be checked.
Article 31
To transport radioactive items, transport qualifications prescribed by the state must be obtained. The qualification management of carriers shall be carried out in accordance with relevant laws, administrative regulations and the provisions of the transportation, railway, civil aviation and postal authorities of the State Council.
Article 32
Shippers and carriers shall provide training on transportation safety and emergency response knowledge to staff directly engaged in the transportation of radioactive materials, and conduct assessments; Those who are qualified shall not engage in related work.
Shippers and carriers should set warning signs on radioactive material transport containers and vehicles in accordance with national radioactive material transportation safety standards and relevant national regulations.
The state uses satellite positioning systems to conduct online monitoring of the transportation process of Class I and Class II radioactive items. Specific measures shall be formulated by the nuclear safety regulatory department of the State Council in conjunction with relevant departments of the State Council.
Article 33
Shippers and carriers shall, in accordance with relevant national regulations on the prevention and control of occupational diseases, conduct personal dose monitoring for staff directly engaged in the transportation of radioactive materials and establish personal dose Records and occupational health surveillance records.
Article 34
The shipper shall submit transportation instructions, radiation monitoring reports, nuclear and radiation accident emergency response guidelines, loading and unloading operation methods, and safety protection guidelines to the carrier. People should inspect and store it. If the documents submitted by the shipper are incomplete, the carrier shall not carry the goods.
Article 35
When consigning Class I radioactive items, the shipper shall prepare a nuclear and radiation safety analysis report for the transportation of radioactive items and submit it to the nuclear safety regulatory department of the State Council for review and approval .
The nuclear and radiation safety analysis report for the transportation of radioactive items shall include the name, quantity, transport container model, mode of transportation, radiation protection measures, emergency measures, etc. of the radioactive items.
The nuclear safety regulatory department of the State Council shall complete the review within 45 working days from the date of acceptance of the application, and issue a nuclear and radiation safety analysis report approval letter to those that meet the national radioactive material transportation safety standards; to those that do not meet the If the national radioactive material transport safety standards are met, the applicant shall be notified in writing and the reasons shall be explained.
