Article 1 In order to prevent the introduction of infectious diseases by foreign countries or from the country, the implementation of the State Border Sanitary and Quarantine, the protection of human health, this Law is enacted.
Article 2 In the ports and airports of the People's Republic of China, as well as in the ports of the land borders and the rivers of the national boundaries (hereinafter referred to as the ports of the national boundaries), there shall be set up sanitary and quarantine authorities at the national boundaries, which shall carry out the quarantine of contagious diseases, the monitoring and the hygienic supervision in accordance with the provisions of this Law.

Article V. When the sanitary and quarantine authorities at the state border discover a quarantine infectious disease or a suspected quarantine infectious disease, in addition to taking the necessary measures, they must immediately notify the local administrative department of health, and at the same time report to the administrative department of health of the State Council by the fastest method, not exceeding twenty-four hours at the latest.
