1. Admissions Principles The admissions work of ordinary colleges and universities in our district implements fair competition, fair selection, openness and transparency, comprehensive assessment, comprehensive evaluation, and merit-based admission in terms of morality, intelligence, physical beauty, etc., and separate admissions for ethnic minority candidates in the district. 2. Registration
(1) Registration conditions
1. Those who abide by the Constitution and laws of the People's Republic of China, have graduated from a senior secondary education school or have equivalent academic qualifications, are in good health, and meet the following conditions can apply to participate in the admissions examination for general colleges and universities:
(1) Cadres and employees in our district (including cadres who aid Tibet), cadres and employees who have worked in Tibet, urban residents, and children of farmers and herdsmen whose household registration is in Tibet.
The registered permanent residence of the children of formal cadres and employees of offices in the mainland that comply with the provisions of Article 3 (5) of Document No. 〖2006〗 issued by the Tibetan Affairs Office is in Tibet.
Children of official cadres and employees of the Tibet Autonomous Region People's Government Office in Golmud and Tibet University for Nationalities.
(2) In compliance with the provisions of Article 3 (3) of the Tibetan Affairs Office Document No. 〖2006〗 for employing (appointing) children of persons and the provisions of Article 3 (4) of the registration in Tibet Children of investors who have been operating industrial and commercial enterprises for more than one year must have their household registration moved to Tibet before July 31, 2005, and obtain a Tibetan senior secondary education school (referring to high school, technical secondary school, and secondary vocational school, the same below) before March 20, 2006. Those whose household registration moved to Tibet after July 31, 2005, and obtained high school registration in Tibet before March 20, 2006, are only allowed to apply for general colleges and universities in the Tibet Autonomous Region.
(3) According to Document No. 〖2006〗 issued by the Tibetan Government Office, only candidates who can apply for ordinary colleges and universities in the region or non-key ordinary colleges and universities outside the region must move in before July 31, 2005. Those whose household registration has been moved to Tibet after July 31, 2005, and who obtained high school registration in Tibet before March 20, 2006 and are currently enrolled in the school, are only allowed to apply for general colleges and universities in the Tibet Autonomous Region.
(4) Past students whose household registration is in Tibet have participated in the general college entrance examination in our district in the past three years and have been verified by the prefecture (city) admissions office to be true.
2. The following people are not allowed to apply:
(1) Current students of colleges and universities with higher educational qualifications;
(2) Current students of non-fresh graduates of senior secondary education schools;

(3) Those who have been subject to compulsory measures by relevant departments or are serving sentences for violating criminal laws.
3. Foreign nationals who have settled in our district and apply for admission to ordinary colleges and universities must register at the Lhasa Admissions Office with the "Foreign Residence Permit" issued by the public security organ of our district.
4. Fresh graduates from secondary vocational and technical schools (including secondary normal schools) can either sign up for the admissions examination for higher vocational colleges and universities (hereinafter referred to as the "counterpart higher vocational schools"), or they can register for the unified national examination for admissions into general colleges and universities (hereinafter referred to as "the corresponding higher vocational schools"). (2) Registration time and location

(3) Registration method
1. When registering, candidates must submit the original and photocopy of their ID card and household registration card, as well as 8 recent, front-facing, bareheaded, same negative, color, ID photos (headshots) of 1-inch size. 2. The registration for fresh graduates from secondary vocational and technical schools (including secondary normal schools) to participate in the "Counter Vocational Higher Vocational School" admissions examination shall be carried out at the same time as the registration for the "National Unified Examination".
3. Fresh graduates from high schools in the region who register to participate in the "National Unified Examination" shall go through the collective registration procedures through their high schools. Military and Armed Police candidates shall go through the collective registration procedures through the Tibet Military Region, the Armed Police Tibet Corps, the Air Force Stationed in Tibet, the Autonomous Region Public Security Department and other relevant departments. 4. Outstanding fresh graduates from secondary vocational and technical schools (including secondary normal schools) and "2(3)+2" candidates studying in technical secondary schools (including secondary normal schools) and higher vocational schools register to take the "counterpart higher vocational" admissions examination, which will be handled collectively by the school where they are located. 5. This year our district is still setting up test borrowing centers at Tibet University for Nationalities and Chengdu. Candidates who are borrowing exams must go through the registration procedures at the place where they have their registered permanent residence. Candidates must submit a written application for borrowing to the admissions office of the city where their household registration is located, and fill in the "Registration Form for Borrowing Candidates for the Admissions Examination of General Colleges and Universities in the Tibet Autonomous Region" (referred to as the "Borrowing Form") accurately and in detail.
6. When registering, candidates must fill in the relevant forms for collecting registration information and sign a letter of commitment to the integrity examination.
7. Candidates must pay the registration fee and examination fee according to regulations when registering. Candidates who borrow candidates must also pay the examination fee. According to the Tibetan Price Document No. 〖2001〗 No. 32, the registration fee is 25 yuan per student, the examination fee is 10 yuan per student per subject, and the examination fee is 150 yuan per student.
(4) Collection of registration information
1. The basic information of candidates will be entered, proofread, modified, and printed by the admissions office of each locality (city), and the candidates will sign and confirm, forming a local (city) registration basic information database.
2. Candidate image information is collected using electronic digital photography. It must be ensured that the candidate's image is consistent with his or her candidate number and name to ensure the quality of the image information.
3. Candidates must carefully proofread their registration information and sign on the proofreading form for confirmation if it is accurate; the candidates themselves are responsible for the consequences caused by their own mistakes in filling in the form.
4. The admissions offices of each locality (city) are responsible for collecting and summarizing the information of all local (city) candidates (including loan candidates). After verification, the registration information will be made into a CD before April 25th and signed on the CD with an oil-based pen. Confirm and report to the Admissions Office of the Autonomous Region.
5. The Autonomous Region Admissions Office will return the information after arranging the examination rooms to the local (municipal) admissions offices before May 10, and the local (municipal) admissions offices will print the candidates' admission tickets and examination forms, etc.
6. Candidates can collect their admission tickets at the place where they borrow the exam with their original ID cards and household registration cards. Each borrowing center must effectively strengthen the management of borrowing candidates, strictly review ID cards, household registration cards, and "borrowing forms", and "three comparisons" with the candidates themselves to prevent the occurrence of disciplinary violations on behalf of the candidates.
3. Examination
(1) Examination subjects
The national unified examination subjects for admissions to ordinary colleges and universities in our district are set as "3+ Liberal Arts Comprehensive/Science Comprehensive". Among them, "3" refers to Chinese (Chinese and Tibetan), mathematics (pen, science), and foreign languages. "Liberal Arts Comprehensive" refers to the synthesis of politics, history, and geography. "Science comprehensive"
refers to the synthesis of physics, chemistry, and biology. The full score for each subject test paper in Chinese, Mathematics, Foreign Language, Chinese, and Tibetan is 150 points, and the full score for the comprehensive liberal arts/science comprehensive test paper is 300 points, with a total score of 750 points.
"3+ Liberal Arts Comprehensive" is referred to as liberal arts, and "3+ Science Comprehensive" is referred to as science. Each candidate must choose one of the liberal arts and science categories to fill in, and may not apply for both subjects at the same time. Once the application subjects are filled in, they cannot be changed.
The foreign languages ??of the national unified examination subjects are divided into six languages: English, Russian, Japanese, French, German, and Spanish. Candidates can choose any one. Candidates taking foreign language exams in languages ??other than English must take the exam in Lhasa.
Candidates applying for foreign language majors should take the foreign language oral test. The questions for the foreign language speaking test are set by the autonomous region admissions office, and the tests are organized by the local (municipal) admissions offices.
All candidates who use the "Chinese Language" test paper must take the "Tibetan Language" test, and their "Chinese Language" and "Tibetan Language" scores will be calculated at 50% into the total score.
Except foreign languages ??and Tibetan, all other subjects must be answered in Chinese characters. Mathematics, liberal arts comprehensive, and science comprehensive are all Chinese character papers.
(2) Examination time

(3) Arts and Sports Professional Examinations
Candidates who apply for art and sports exams can choose to take the exam in any one of the liberal arts and science categories, and must take the professional plus exam. try.

IV. Ideological and political moral assessment, physical examination and file management
(1) Ideological and political moral assessment
1. The ideological and political moral assessment mainly assesses the actual performance of the candidates themselves. (2) Physical examination
1. All candidates applying for admission to ordinary colleges and universities are required to undergo a physical health examination.
2. The physical examination is organized and implemented by the admissions office of each locality (city) in conjunction with the local health administrative department. Candidates' physical examination must be conducted at a designated Grade II A or above hospital or corresponding medical unit. The examining physician should be a doctor with a title of deputy chief physician or above and a strong sense of responsibility. 3. 4. Military inspection is divided into initial inspection and re-inspection. The initial examination will be conducted simultaneously with the physical examination for admission to ordinary colleges and universities, and the re-examination will be conducted in early July. 5. Candidates taking the exam must take the physical examination at the place where they take the exam.
6. Physical examination fees are collected by the physical examination hospital in accordance with relevant regulations.
(3) File Management
1. Candidate files are the main basis for the inspection and admission of new students by ordinary colleges and universities. They are divided into two parts: candidate electronic files and paper media files.
The content of candidates’ electronic files mainly includes candidate registration information (including ID number, ideological and political moral assessment appraisal or comments, etc.), physical examination information, volunteer information, performance information and candidates’ integrity records in participating in national education examinations ( It mainly refers to five parts including the brief facts and handling results of examination violations. Candidates' electronic files must be consistent with the corresponding parts of the candidate's registration form, physical examination form, school (major) application form (card), and candidates' test scores for each subject. Candidates must have complete high school student status files (or personnel files). The specific methods for establishing candidates’ electronic files and paper media files shall be implemented in accordance with the relevant regulations of the Ministry of Education and the Autonomous Region Education Department.
2. Materials such as awards and admissions in candidates’ files must be screened and confirmed by the Admissions Office of the Autonomous Region in conjunction with relevant departments; the qualification review and information collection should be completed before the end of May, and no applications will be accepted after the deadline.
3. Candidates' paper files (excluding personnel files) are established and managed by the admissions offices of various regions (municipalities). The file creation work should be completed before the end of May. Overdue applications will no longer be accepted.
4. Those who do not have files or whose files do not meet the specified requirements will not be admitted. The consequences caused by this shall be borne by the relevant responsible person (or unit).
5. Admitted candidates should go to the local (city) admissions office to collect their paper files with their admission notice and admission ticket. When new students register, they must bring their admission notice and paper files, and go through relevant procedures in accordance with the time and relevant requirements specified by ordinary institutions of higher learning.
5. Fill in the volunteer form
1. Candidates should choose the school and major they wish to apply for in the subjects they apply for based on the enrollment plan announced by the Admissions Office of the Autonomous Region, and fill in the application in accordance with relevant regulations and requirements.

2. Candidates must fill out the form and collect their applications at the admissions office of the city where their registered residence is located.

6. Admission Policy
(1) Candidates who meet one of the following conditions can add appropriate scores to the total score of the candidate's unified examination, and the admissions school will review the admission. Each candidate can only enjoy one bonus point item. Those who meet two or more of them will only enjoy the one with the most bonus points.
1. Fresh graduates of ordinary high schools who are rated as "Three Good Students" and Outstanding Student Cadres at the Tibet Autonomous Region level during high school (limited to those assessed within the Tibet Autonomous Region) will receive an additional 10 points;
2. 11. For the Monba, Lhoba and Sherpa people, 20 points will be added;

7. Handling of violations
1. Candidates who obtain examination qualifications or admission qualifications by falsely reporting, concealing or forging or altering relevant materials or other fraudulent means, or due to favoritism by admissions staff or other personnel, will have their examination qualifications or admission qualifications for that year revoked; candidates who have been admitted or For students who have obtained student status, the institution of higher learning will cancel their admission qualifications or student status and return them to their place of residence.

2. Admissions staff or other relevant personnel who commit any of the following acts will have their admissions duties revoked by the unit where the offenders work, their qualifications will be cancelled, or they will be given administrative sanctions:

3. Anyone who commits any of the following acts will be punished by judicial authorities in accordance with relevant national laws and regulations, depending on the severity of the case:
(1) Stealing or leaking test questions, answers, and scoring references (including scoring) within the confidentiality period Detailed rules) and answer sheets;
(2) Deliberately disrupting the order of the test center, examination room, marking place and admission place, threatening the personal safety of staff;

4. For schools that seriously violate enrollment regulations, they will be suspended from enrollment in the next year in accordance with the "Interim Measures for the Implementation of Educational Administrative Punishments", "Regulations on the Establishment of Ordinary Colleges and Universities" and "Interim Measures of the Ministry of Education on Implementing the Responsibility System and Accountability for the Enrollment of Colleges and Universities", etc. Penalties will be imposed; school leaders who seriously violate enrollment regulations will be held accountable. 8. Supplementary Provisions
1. Some ordinary colleges and universities admit students through independent examinations, pilot independent selection, and enroll students in military academies, public security colleges, art colleges (professional), and sports colleges (professional); as well as ordinary colleges and universities enroll students from Hong Kong, Macao, Taiwan, and overseas Chinese. The regulations for recommended students, high-level athletes, and students with artistic talents shall be implemented in accordance with the relevant regulations of the Ministry of Education.
2. Active-duty military personnel who apply for admission to general colleges and universities must follow the relevant regulations of the General Political Department of the People's Liberation Army.
3. National defense students trained for the military must comply with relevant requirements.
4. The application of military students to ordinary colleges and universities in our region shall be handled in accordance with the "Opinions on Further Strengthening the Recruitment of Military and Police Soldiers in Tibetan Local Universities" (Tibetan Recruitment Committee No. [2000] No. 12) and other relevant documents.
5. Outstanding fresh graduates from secondary vocational and technical schools (including secondary schools) and students studying in the "2(3)+2" continuous study program in technical secondary schools (including secondary normal schools) and higher vocational schools can participate in the enrollment registration process for corresponding higher vocational schools in general colleges and universities. Candidates who fill out the teacher recruitment plan of the Tibet Autonomous Region must meet the professional physical examination and interview standards for teachers of the Autonomous Region Education Department. After new students register, they will be re-examined by the school where they were admitted. Those who fail will be disqualified from admission. The consequences will be borne by the candidates.
7. The Department of Education of the Autonomous Region is responsible for the interpretation of these regulations.
