(a) by the individual or more than two people to start a partnership;
(b) by the authorities, organizations, schools (except medical institutions attached to the medical school) and enterprises and institutions;
(3) by the establishment (i.e., all the people, groups and enterprises and institutions, as well as the planning and location of the army) medical institutions and foreign units or individuals to cooperate;
(4) the troops stationed in Guangzhou outside the establishment of medical institutions. Article III of the social medical institutions should be to save lives, prevention and treatment of disease, for the people's health services for the purpose of abiding by the code of medical ethics, to ensure the quality of medical services, and in accordance with the provisions of the corresponding social obligations. Article 4 All social medical institutions set up in the administrative area of the city must comply with the provisions of this regulation. Article 5 Guangzhou Municipal Health Administration is responsible for the management of the city's social medical institutions, and organization and supervision of the implementation of these provisions.
District and county-level municipal health administrative departments are responsible for the management of social medical institutions within their jurisdiction.
Public security, industry and commerce administration, family planning and other relevant departments in accordance with their respective responsibilities, in cooperation with the administrative department of health to implement these provisions. Chapter II set up the approval of Article 6 to set up social medical institutions, must meet the city's "medical institutions set up the requirements of the planning" and the State Council health administrative department of the basic standards for medical institutions; to obtain "set up the approval of medical institutions," before the relevant departments for other formalities. Article 7 To apply for setting up a social medical institution, the unit shall have legal personality and its location shall be within the administrative area of Guangzhou City; the individual shall hold an urban and rural household registration of the city, have a fixed place of practice, obtain the Certificate of Qualification for Practicing as a Health Technician in Social Medical Institutions of Guangzhou City (hereinafter referred to as the Certificate of Qualification for Practicing as a Health Technician), and be a physician engaging in the clinical work of the same specialty for more than five years.

Article 8 shall not apply for the establishment of a social medical institution under any of the following circumstances:
(1) a unit that cannot independently assume civil responsibility and an individual who does not have the full capacity for civil behavior;
(2) a unit whose "license to practice in a medical institution" has been revoked, and a person whose "certificate of practicing health technicians" has been revoked;
(3) a medical personnel who is in service, retired due to illness (C) medical personnel in service, retired due to illness, or on leave without pay;
(D) medical personnel who have been involved in medical accidents of grade two or above for less than five years;
(E) medical personnel who have been dismissed from public office or have left the service without authorization for less than five years. Article 9 Qualified units or individuals applying for the establishment of social medical institutions shall submit the following information to the administrative department of health:
(1) the name of the institution, the subjects to be opened, and the number of beds;
(2) the curriculum vitae of the legal representative, including the certificate of academic qualifications or qualifications for professional and technical positions, household register, identity card, and the "Certificate of Qualification for Practicing as a Health Worker";
(3) the roster of health personnel;
(4) the name of the institution, the subjects to be opened, and the number of beds. (C) the roster of health technicians, academic certificates or qualification certificates of professional and technical positions, ID cards, "health technician practicing qualification certificates";
(D) medical personnel must submit the medical examination form issued by the hospitals in this city or above the county level;
(E) departed and retired medical personnel must submit the original work unit issued by the departure and retirement documents;
(F) Business property rights certificate or lease contract, floor plan, etc.
(vii) Major medical equipment and credit certificate;
(viii) Relevant rules and regulations.
Applications for the establishment of a social medical institution by a partnership of two or more persons shall also be submitted with a letter of agreement signed by both parties. Article 10 The naming of social medical institutions must comply with the principles set forth in the Regulations on the Administration of Medical Institutions, with the name of the establishment or individual as the identifying name.
Social medical institutions shall not be named after provinces, cities, counties, districts, towns, streets and other administrative regions; shall not use "center" as the common name.
The troops stationed in Guangzhou outside the establishment of medical institutions, shall not use the unit code, number or the name of the troops; plaque and seal shall not have military insignia. Article XI set up social medical institutions, shall perform the approval procedures in accordance with the following procedures:
(1) individual clinics without beds, by the local district or county-level municipal health administrative departments for approval, reported to the Guangzhou Municipal Health Administration for the record;
(2) set up less than 100 beds in the medical institutions, by the Guangzhou Municipal Health Administration for approval, reported to the Provincial Health Administration for the record;
(3) medical institutions outside the establishment, shall not use the unit code or name of the troops; plaques and seals shall not be military emblems. p>
(3) the establishment of medical institutions with more than 100 beds, after examination by the Guangzhou Municipal Health Administrative Department, shall be reported to the Provincial Health Administrative Department for approval;
(4) the establishment of off-site medical institutions for the armed forces must be examined and agreed upon by the competent health department of the highest leading authority of each branch of the armed forces stationed in Guangzhou, and then go through the relevant formalities in accordance with the provisions of items (2) and (3) of this Article.
