Article 3 The term "special operations" as mentioned in these Provisions refers to operations that are prone to accidents and may cause great harm to the safety and health of operators and others as well as the safety of equipment and facilities. The scope of special operations shall be specified in the catalogue of special operations.

The term "special operations personnel" as mentioned in these Provisions refers to employees directly engaged in special operations.

Article 4 Special operators shall meet the following conditions:

(a) at least 65438 08 years of age, and not more than the national statutory retirement age;

(2) Having passed the physical examination in the community or medical institution at or above the county level, and having no diseases and physical defects such as organic heart disease, epilepsy, Meniere's disease, dizziness, hysteria, paralysis agitans, psychosis, dementia, etc. that hinder the corresponding special operations;

(3) Having a junior high school education or above;

(four) have the necessary knowledge and skills of safety technology;

(five) other conditions stipulated in the corresponding special operations.

2. The Regulations on Safety Supervision of Special Equipment stipulates that the operators of boilers, pressure vessels, pressure pipes, elevators, hoisting machinery, passenger ropeways, large amusement facilities and special motor vehicles and their related management personnel (hereinafter referred to as special equipment operators) in the field (factory) shall pass the examination by the safety supervision and management department of special equipment in accordance with the relevant provisions of the state and obtain the certificate of special operators in a unified national format before engaging in corresponding operations or management. The local bureau of quality and technical supervision under the General Administration of Quality Supervision, Inspection and Quarantine issued the certificate of special equipment operators.

3. The Ministry of Construction's Regulations on the Management of Special Operators in Construction stipulates that special operators in construction refer to those who engage in operations that may cause great harm to themselves, others and the surrounding equipment and facilities during the construction of houses and municipal projects.

Construction special operations personnel must pass the examination of the competent construction department and obtain the Operation Qualification Certificate for Construction Special Operations Personnel (hereinafter referred to as the Qualification Certificate) before they can take up their posts and engage in corresponding operations.

Special operations personnel must undergo special safety technical training and pass the examination, and obtain the People's Republic of China (PRC) Special Operations Operation Certificate (hereinafter referred to as the Special Operations Operation Certificate) before taking up their posts.

Special operations personnel shall receive theoretical training and practical training on safety technology corresponding to their special operations.

The safety technical training, assessment, certification and review of special operations personnel shall follow the principles of unified supervision, graded implementation and separation of teaching and examination.

State administration of work safety (hereinafter referred to as the General Administration of Safety Supervision) guides and supervises the safety technical training, assessment, certification and review of special operations personnel throughout the country; The safety production supervision and management departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the safety technical training, assessment, certification and review of special operations personnel within their respective administrative areas.

The validity period of the special operation certificate is 6 years, and it will be reviewed once every 3 years. It needs to be re-examined after 6 years. Special operators who have been engaged in this type of work continuously for more than 10 years within the validity period of the special operation certificate, and strictly abide by the relevant laws and regulations on production safety, may extend the review time of the special operation certificate to every 6 years 1 time with the consent of the original assessment and certification authority or the assessment and certification authority of their unit.

Special operators who work across provinces, autonomous regions and municipalities directly under the Central Government shall accept the supervision and management of the examination and certification authorities at the place where they work.

Special operators shall not forge, alter, lend, transfer, falsely use or use forged special operation certificates.

Definition of special operations:

Personnel directly engaged in special operations are called special operations personnel.

The scope of special operations and personnel includes:

(1) Use electricity to do homework. Including power generation, transmission, substation, electrician, electrical equipment installation, operation, maintenance (maintenance) and testing personnel, mine electrical assembler.

(2) Metal welding and cutting operations. Including welders and cutters.

(3) Operation of hoisting machinery (including elevator). Including crane (including elevator) drivers, cable workers, signal conductors and installation and maintenance workers.

(4) driving an enterprise motor vehicle. Including drivers of all kinds of motor vehicles driving in production and operation areas and construction sites such as docks and freight yards of enterprises.

(5) Climbing and erection work. Including erection, demolition and maintenance workers who climb more than 2 meters, and surface cleaning workers of high-rise buildings (structures)

(6) Boiler operation (including water quality test). Including pressure boiler operators and boiler water quality testers.

(7) Pressure vessel operation. Including pressure vessel canning workers, inspection workers, transport escorts and large air compressor operators.

(8) Refrigeration operation. Including refrigeration equipment installers, operators and maintenance workers.

(9) Blasting operation. Including ground engineering blasting and underground blasting workers.

(10) Mine ventilation operation. Including main fan operators, gas extraction workers, ventilation safety monitoring workers, wind and dust measurement workers. (1 1) Mine drainage operation. Including mine main drainage pump workers and tailings dam workers.

(12) Mine safety inspection. Including safety inspectors, gas inspectors and explosion-proof inspectors of electrical equipment.

(13) mine hoisting transportation operation. Including winch worker, winch worker (going up and down the mountain), belt fixing mechanic, signal worker and can (hook) worker.

(14) mining (stripping) operation. Including shearer drivers, roadheader drivers, rock harrow drivers and rock drill drivers.

(15) Mine rescue operation.

(16) handling of dangerous goods. Operators, transport escorts and storekeepers carrying dangerous chemicals, civil explosives and radioactive substances.

(17) Other operations approved by the State Administration of Work Safety.
