First, the connotation of the responsibility of the Quartet.
"Four-party responsibility" refers to the full implementation of the four-party responsibility of territories, departments, units and individuals during the epidemic period, and the establishment of the prevention and control system of the whole society. To implement the "four-party responsibility", it is required that the party Committee and government in the jurisdiction define the territorial responsibility, the industry departments are in charge of the responsibility, all units consolidate the main responsibility, and individuals do a good job in self-management.
1, Territorial Responsibility: Local Party committees and governments take overall responsibility for territorial prevention and control work, supervise and inspect epidemic prevention and control work within their jurisdiction, and ensure that prevention and control work does not leave a dead end.
2. Departmental responsibilities: All relevant departments shall, according to their respective responsibilities, do a good job in the prevention and control of their own industries and systems.
3. Unit responsibility: Enterprises, institutions and other organizations shall establish and improve the responsibility system and management system for prevention and control, equip with necessary protective articles and facilities, and implement various prevention and control measures.
4. Personal responsibility: individuals assist, cooperate and obey the prevention and control work, do a good job of self-protection, accept relevant prevention and control measures such as investigation, sample collection, testing and isolation treatment according to law, and provide relevant information truthfully.
Second, how to fulfill the responsibilities of the Quartet?
1. Territoriality: strengthen organizational leadership, establish an efficient and orderly prevention and control command system, organize the formulation of territorial prevention and control plans and emergency response plans, conduct training and drills, and ensure personnel, facilities and materials; Scientifically judge the epidemic situation, adopt the strategy of epidemic prevention and control according to local conditions, strictly implement the inspection and management services for personnel in entry and domestic high-risk areas, supervise and inspect the epidemic prevention and control work within the jurisdiction, and ensure that the prevention and control work does not leave a dead end.
2. Department: strengthen overall planning, supervision and guidance, formulate epidemic prevention and control plans and technical guidelines suitable for the characteristics of the industry, guide the industrial units under their jurisdiction to implement various prevention and control measures according to laws and regulations, and continuously strengthen supervision over epidemic prevention and control work in industries and fields.
3. Units: organs, enterprises and institutions should implement the main responsibility, adhere to the "five haves" requirements for epidemic prevention and control (there are epidemic prevention and control guidelines, prevention and control management systems and responsible persons, appropriate protective materials reserves, guidance and support from local medical and health forces, preparation of isolated places and transportation arrangements), designate special personnel to take charge of epidemic prevention and control in their own units, do a good job in health monitoring of employees' daily temperature and symptoms, and urge people with abnormal health to see a doctor in a medical institution. Actively carry out epidemic prevention and control work, do a good job in the investigation and registration of employees living in high-risk areas in China within 14 days, report to local communities in time, and implement measures such as nucleic acid detection and isolation.
4. Individuals: Any individual should assist, cooperate and obey the prevention and control work organized by government departments. People should be the first responsible person for their own health, adhere to personal protection, wear masks scientifically, and always wear masks in closed places such as buses and elevators. Maintain personal hygiene, wash your hands frequently, cover up when coughing or sneezing, keep a social distance above 1 m, and strengthen indoor ventilation, cleaning and disinfection. Take timely protection when symptoms such as fever appear, and go to a nearby fever clinic for treatment. /kloc-people who have lived in high-risk areas in China within 0/4 days should take the initiative to report to the community, accept prevention and control measures such as infectious disease investigation, sample collection, detection and isolation treatment according to law, and provide relevant information truthfully.

Article 42 In the event of an outbreak or epidemic of infectious diseases, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control in accordance with the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, the following emergency measures can be taken and announced after being approved by the people's government at the next higher level: (1) restricting or stopping performances in markets, theaters or other places where people gather; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases.
Article 45 In the event of an outbreak or epidemic of infectious diseases, the State Council has the right to urgently mobilize personnel or reserve materials and temporarily requisition houses, vehicles and related facilities and equipment throughout the country or across provinces, autonomous regions and municipalities directly under the Central Government.
