1.4 Implementation and Operation

In order to ensure the realization of HSE policies and objectives, CNPC implements the development strategy of continuous improvement in the operation of the HSE management system, integrates HSE requirements comprehensively into planning and production activities, and develops a series of procedural documents (see Table 2) to give a positive response to external or internal HSE changes.

All relevant units and departments are responsible for the implementation of the Group's corporate HSE policies and strategies, which are implemented as shown in Figure 2. According to the HSE policy, an overall action framework for HSE performance is formulated and quantitative performance targets are defined and followed. Specific targets are developed annually and used as a basis for one step improvement.

After setting specific objectives, continuous improvement of HSE is ensured through clarification of responsibilities, development of documentation, risk management, training exercises, exchange of information, monitoring of performance, implementation of audits, and refinement of mechanisms.
