Chapter 1 General Provisions

Article 1 This charter is formulated in accordance with the relevant provisions of the "Standardization Law of the People's Republic of China" .

Article 2 In order to give full play to the role of experts in production, use, scientific research, teaching, supervision and inspection, distribution, etc., and better carry out standardization work in various professional and technical fields, the standardization administrative department of the State Council has unified planning and the establishment of the National Professional Standardization Technical Committee (referred to as the Technical Committee, the same below).

Article 3 The technical committee is a technical work organization engaged in national standardization work in a certain professional field. It is responsible for the centralized standardization work in this professional technical field. The professional and technical fields it is responsible for are governed by the State Council Standardization Committee. The administrative department shall determine together with the relevant administrative departments.

Article 4 Technical committees that are comprehensive, basic and involve many departments are led and managed by the standardization administrative department of the State Council; product-related technical committees are entrusted by the standardization administrative department of the State Council The relevant competent departments are responsible for leadership and management. The standardization administrative department of the State Council may adjust the entrusted competent department when necessary based on the work of the relevant competent department’s leadership and management technical committee.

Chapter 2 Work Tasks

Article 5: Follow relevant national guidelines and policies and propose guidelines, policies and technologies for standardization work in this major to the standardization administrative department of the State Council and relevant administrative departments Suggestions for measures.

Article 6: In accordance with the principles of national formulation and revision of standards, as well as the policy of adopting international standards and advanced foreign standards, be responsible for organizing the formulation of the standard system table of this major, and propose the formulation and revision of national standards and industry standards for this major planning and annual plan recommendations.

Article 7: Assist in organizing the formulation, revision and review of national standards and industry standards in this profession according to plans approved by the standardization administrative department of the State Council and relevant administrative departments.

Article 8: Organize the review of drafts of national standards and industry standards in this profession, be responsible for the technical content of the standards, put forward review conclusions, and put forward suggestions for mandatory standards or recommended standards.

Article 9: Entrusted by the standard-setting department, be responsible for organizing the publicity and interpretation of national standards and industry standards in the profession; investigate and analyze the implementation of the promulgated standards in the profession, and make written reports; Propose suggestions for reward projects for standardization achievements in this major to the standardization administrative department of the State Council and relevant administrative departments.

Article 10: Entrusted by the standardization administrative department of the State Council, undertake the standardization technical business work corresponding to the corresponding technical committees such as the International Organization for Standardization and the International Electrotechnical Commission, including statements on international standard documents, review of my country's proposals and international Standard Chinese translations, as well as suggestions for carrying out standardized technical exchange activities with external parties, etc.

Article 11: Entrusted by the relevant administrative departments of the State Council to undertake product quality standard level evaluation within the scope of professional standardization in product quality supervision, inspection, certification and excellence evaluation.

Article 12 On the premise of completing the above tasks, the technical committee can carry out standardization work in this profession for the society, accept the entrustment of relevant provinces, municipalities and enterprises, and be responsible for the formulation, development and implementation of local standards and enterprise standards in this profession. Article 13: Be entrusted by the standardization administrative department of the State Council and relevant administrative departments to handle other matters related to the standardization work of this major.

Chapter 3 Organizational Structure

Article 14 The composition of the technical committee shall be composed of scientific and technological personnel in production, use, scientific research, distribution, etc., among which administrative management at all levels Generally, the number of scientific and technological management personnel of an institution shall not exceed one-eighth, and the number of scientific and technical personnel in the field of use and distribution shall not be less than one-fourth.

The term of each technical committee member is five years.

The composition plan of the technical committee shall be reviewed and approved by the standardization administrative department of the State Council.

Article 15 The technical committee generally has about 25 members, and the sub-technical committee has about 20 members, including one chairman, one to three vice-chairmen, and one secretary-general, if necessary. There may be one deputy secretary-general. The chairman and deputy chairmen, the chief and deputy secretaries-general, and members should be current staff members. The chairman of a sub-technical committee should generally be a member of the technical committee. When necessary, one to three experts and scholars with a high reputation in the field can be hired to serve as consultants to the technical committee.

Article 16 Members of the Technical Committee (referred to as members, the same below) should have a high theoretical level and rich practical experience in production, use, distribution, scientific research, teaching, supervision and inspection in their own profession, and be familiar with and enthusiastic about standardization work, can actively participate in standardization activities, and should be held by scientific and technological personnel with intermediate technical titles or above. The appointment of the chairman and deputy chairman, deputy secretary-general, committee members and consultants shall be recommended by the relevant administrative department of the State Council. Among them, one chairman, deputy chairman and deputy secretary-general shall each be recommended by the unit where the secretariat is located, and shall be appointed after review by the standardization administrative department of the State Council. Issue a letter of appointment. Members may be re-appointed and re-elected. For those who fail to perform their duties, fail to participate in the activities of the technical committee for more than two times without any reason, or are often unable to participate in the activities of the technical committee and are not suitable to continue to serve as members due to job changes, the technical committee may request the relevant competent authorities to re-recommend candidates and report them to the standardization administrative department of the State Council for separate approval. Appointment.

Members should actively participate in the work of the technical committee (such as review of technical standards in this profession, opinions on international standard proposals, etc.). Members have voting rights within this technical committee and the right to obtain information and documents of this technical committee.

Article 17 The technical committee may have unit members. The number of unit members shall be included in the total number of members, but shall not exceed one-third of the total number of members.

Among the enterprises and institutions related to this profession, those with strong technical strength and outstanding standardization work can apply to serve as unit committee members. Their representatives must be recommended by the relevant administrative departments of the State Council and appointed by the State Council. The standardization administrative department shall review, appoint and issue letters of appointment.

Unit committee members should select technical personnel with intermediate professional titles or above who are engaged in professional work as representatives to participate in the work of the technical committee. Representatives of unit members have voting rights in this technical committee and have the right to obtain information and documents of the technical committee.

Article 18 The technical committee may also have corresponding members. Corresponding members shall apply for application from enterprises and institutions related to the major, and shall be approved by the technical committee. There is no limit to the number of communication members.

Representatives of corresponding members may be invited to attend meetings of the Technical Committee to express opinions and make suggestions, but do not have the right to vote. Corresponding members shall have access to information and documents of this Technical Committee.

Article 19 Unit members and corresponding members shall pay information and data fees to the technical committee. The payment method shall be stipulated by each technical committee and approved by the competent department of the technical committee.

Article 20 The technical committee shall have a secretariat.

The secretariat should be located in the unit responsible for standardization technology in this major, or in a unit capable of undertaking the work of the secretariat. This unit is entrusted by the administrative department of standardization and the technical committee of the State Council to lead and manage the work of the Secretariat, assign staff to serve as secretaries, and provide necessary working conditions for the Secretariat. The work of the secretariat should be integrated into the work plan of the unit.

The Secretariat, under the leadership of the Chairman and Secretary-General of the Technical Committee, is responsible for handling the daily work of the Technical Committee. The seals of the technical committee and the secretariat are issued by the standardization administrative department of the State Council. When necessary, the competent department of the technical committee and the standardization administrative department of the State Council may adjust the units responsible for the secretariat.

Article 21 Technical committees with wider professional scope may establish sub-technical committees. For the establishment and formation of sub-technical committees, the competent department of the technical committee shall negotiate with the relevant administrative departments of the State Council to propose a plan and submit it to the standardization administrative department of the State Council for approval.

Sub-technical committees shall abide by this charter. The appointment letter for members of the sub-technical committee shall be issued by the standardization administrative department of the State Council. The seal of the sub-technical committee and the secretariat shall be issued by the competent department of the technical committee.

The work of each sub-technical committee is led and coordinated by the technical committee.

The sub-technical committee shall report its work regularly to the competent department and the technical committee.

Article 22: Based on work needs, the technical committee may establish a standard formulation working group (referred to as the working group, the same below) to be responsible for the specific work of standard formulation and revision.

Article 23 The administrative department for standardization under the State Council and the department in charge of the technical committee shall send liaison officers to maintain contact with the technical committee.

Technical committees whose professional scopes overlap or whose professional scopes are closely related can send liaison officers to each other to participate in the activities of the technical committees to strengthen the coordination of each other's work.

Chapter 4 Working Procedures

Article 24 The technical committee shall propose national standards or Suggestions on industry standard development and revision plan projects. Plan suggestions for industry standards should be reported to the industry standards department and relevant administrative departments, and then included in the industry standard formulation and revision plan after coordination by the industry standards department. The plan proposals for national standards are submitted to the competent department of the technical committee, the relevant administrative departments of the State Council and the standardization administrative department of the State Council. After coordination, they are included in the national standard formulation and revision plan.

Article 25 The technical committee shall, in accordance with the plans issued by the standardization administrative department of the State Council and relevant administrative departments, assist in organizing the implementation of the plan, guide and supervise the sub-technical committees, working groups or the main drafting units of standards Carry out the formulation and revision of standards.

Article 26 The working group or the unit mainly responsible for drafting the standard shall, on the basis of investigation, research and experimental verification, propose a draft standard (including attachments) and distribute it to relevant members of the technical committee and representative representatives. Units and individuals are solicited for opinions, and the period for soliciting opinions is generally two months. After the working group or the unit mainly responsible for drafting the standard conducts a comprehensive analysis of the opinions raised, it will revise the standard, propose a draft of the standard for review, and submit it to the secretariat.

Article 27: After the secretariat sends the standard draft to the chairman for preliminary review, it will be submitted to all members for review (can be reviewed at a meeting or by letter).

The secretariat should submit the standard draft (including attachments) to the reviewers one month before the meeting or two months before the vote. In principle, consensus should be reached during the review. If a vote is required, it must be approved by more than three-quarters of all members before it can be passed (those who did not attend the meeting during the joint review and did not explain their opinions, and those who did not vote within the prescribed time during the letter review will be counted as abstentions).

For standards or clauses on which there are divergent opinions, there must be evidence from different viewpoints.

The voting status of the review standards shall be recorded in written materials as an attachment to the description of the standard review opinions.

Article 28 The draft of the standard that has passed the review will be revised by the working group or the unit responsible for drafting the standard based on the review opinions, and the draft of the standard and its attachments will be submitted as required and sent to the Secretariat of the Technical Committee .

The working group or the unit primarily responsible for drafting the standard shall be responsible for the technical content and writing quality of the standard draft for approval.

Article 29 The standard draft for approval shall be reviewed by the Secretariat and signed by the Secretary-General before being sent to the Chairman or the Deputy Chairman entrusted by him for review and signature and submitted to the competent department that issued the standard project plan for review. National standards are reported to the standardization administrative department of the State Council, and industry standards are reported to the industry standards department for approval and release.

The standard submission for approval reviewed and approved by the technical committee shall be sent to the secretariat of the technical committee for processing in accordance with the procedures stipulated in this article.

The technical committee has the right to put forward reconsideration and modification opinions on the draft standards reviewed and approved by the sub-technical committee.

Article 30 The Technical Committee generally holds an annual meeting every year (which can be held in conjunction with the review standards) to summarize the work of the previous year, arrange the plan for the next year, and inspect the use of funds, etc. The technical committee shall report its work in writing to the standardization administrative department of the State Council and its competent departments once a year.

Chapter 5 Funds

Article 31 Funds for the activities of the Technical Committee shall be raised and spent in accordance with the principle of earmarked funds.

The activity funds of the Article 32 Technical Committee are provided by the following aspects:

(1) The activity funds provided by the standardization administrative department of the State Council and relevant administrative departments;

(2) Fees paid by unit committee members and corresponding members;

(3) Income from consulting and service work on standardization of the profession;

(4) Related Support the standardization work of this major.

Article 33 The funds of the Technical Committee are used in the following areas:

(1) Funds for technical committee meetings and other activities;

(2) Fees required for providing information to members;

(3) Subsidies may be provided for the formulation and revision of standards if conditions permit;

(4) Standard writing and review fees.

Article 34 The funds required for formulating and revising standards shall be handled in accordance with the relevant regulations of the Ministry of Finance, and the necessary standard subsidy fees shall mainly be provided by the competent department of the planning project.

Article 35 The Secretariat of the Technical Committee shall designate a dedicated person to manage the funds of the Technical Committee. The budget and final accounts of funds shall be reviewed and approved by the Technical Committee and executed by the Secretariat. The secretariat shall report on the income and expenditure of funds to all members every year, and report in writing to the competent department of the technical committee and the standardization administrative department of the State Council.

Article 37: Each technical committee may formulate the charter of the professional technical committee and the working rules of the secretariat as well as internal rules and regulations based on this charter and combined with the specific conditions of the profession.

Article 38 The State Administration of Technical Supervision is responsible for the interpretation of this Article.

Article 39 This Article of Association shall come into effect from the date of promulgation. The "Charter of the National Professional Standardization Technical Committee" issued by the former National Bureau of Standards on October 15, 1986 will be abolished.
