4.2 Participating bodies

5. Home care service recipients:

6. Home care service entities:
6.1 Requirements for organizations

6.2 Quality of Personnel

7. Contents and Requirements of Home-Based Elderly Care Services:
7.1 Basic Requirements:
(1) Signing a service agreement with the service recipients, with a signing rate of 100%;

(3) Conducting regular inspections, and documenting the results of the inspections (including the contents, time, location, personnel, implementation, etc.);

7.2 Specific contents:
7.2.1. Life care services:

7.2.3. Home management services:

7.2.4. Emergency assistance services:

7.2.5. Spiritual comfort services:
(1) Spiritual support services: reading newspapers, patient listening, and the ability to talk and communicate with the elderly.
(2) Psychological guidance services: mastering the psychological characteristics and basic communication skills of the elderly, being able to observe the emotional changes of the elderly, and adjusting the psychological state of the elderly through psychological interventions.

7.2.6. Other:
Provide cultural and sports services, legal counseling services, and other services demanded by the elderly.
8 The process of home care services purchased by the government:
8.1 Application:
Elderly people who live alone, are widowed, have financial difficulties, or are of advanced age (over 80 years of age) who are unable to take care of themselves or are unable to take care of themselves completely are required to apply for home care services by themselves or by their family members (those who don't have any family members or who are in difficulty can entrust their communities (villages) or other relevant organizations) to the urban area where they have their household registration. The community (village) home care service station in the urban area where the household registration is located will submit an application for home care service and fill in the Application Form for Home Care Service in Hangzhou, as well as submit a copy of the ID card, a copy of the household registration book, and a certificate of low-income or low-income insurance.
8.2 Assessment:

Streets (townships) home care service centers in five working days to review the findings of the assessment and reported to the District Civil Affairs Bureau, the District Civil Affairs Bureau in five working days to review and sign. Upon completion of the audit, the applicant is issued a "community home care service notification letter" to determine whether or not to grant the government to purchase the service and the time of the service.

8.3 Provision of services:
For service recipients identified for government-purchased services, within 10 working days after the issuance of the "Notice of Community Home-Based Elderly Care Services," the home-based elderly care service entity will agree on specific service contents with the elderly, sign the home-based elderly care service agreement and select and assign qualified elderly care attendants to provide services to the service recipients.
The home-based elderly care service entities should keep records of service time, service frequency, service hours, service items, etc. in providing services as a basis for settlement.
8.4 Reporting:
District Civil Affairs Bureau of the District of the elderly home care of the purchase of services in a timely manner summarized, and monthly, semi-annual and annual reports will be timely reported to the Municipal Civil Affairs Bureau of the Social Welfare Department.

9.1 Establishment of a scientific and systematic information database on home care services:

9.3 Establishment of a comprehensive supervision and evaluation mechanism for home-based elderly care service entities:
(1) The Civil Affairs Bureau of each district shall promptly organize specialists or a third party to supervise and evaluate the quality of services provided by home-based elderly care service entities.
(2) Supervision and evaluation of the service quality of home-based elderly care service entities is mainly based on the satisfaction rate of the elderly (with the "Elderly Satisfaction Rate Questionnaire"), the accuracy of the service time, the completion rate of the service project, the completion rate of the effective complaints, and the improvement of the service files, etc., and the establishment of a hierarchical management and evaluation system of the home-based elderly care service entities.
(3) The services of the home care service entities shall achieve a satisfaction rate of ≥80% for the elderly.
(4) The District Civil Affairs Bureau shall, based on the evaluation, regularly adjust the home care service entities, and eliminate the home care service entities with low service evaluation.
10 Inspection and assessment:
