Announcement of the Ministry of Construction on the Release of the Industry Standard "Technical Specification for Sanitary Landfill of Domestic Waste"

The Technical Specification for Sanitary Landfill of Domestic Waste is hereby approved to be an industry standard, numbered CJJ17-2004, and shall be implemented from June 1, 2004 onwards. Among them, Article 3.0.2, 4.0.2, 6.0.1, 8.0.1, 8.0.3, 8.0.5, 8.0.6, 10.0.5, 11.0.3 are mandatory and must be strictly enforced. The original industry standard "Sanitary Landfill Technical Specification for Municipal Domestic Waste" CJJ17-2001 is repealed at the same time.

This specification by the Ministry of Construction, Institute of Standards and Quotas, organized by the China Construction Industry Publishing House for publication and distribution.

Technical Specification for Sanitary Landfill of Domestic Waste (CJJ17-2004)*** There are 90 articles, of which there are 9 mandatory provisions, mainly related to safety and environmental protection.

Introduction of mandatory provisions (9):

3.0.2 It is strictly prohibited to mix hazardous waste and radioactive waste in the landfill.

4.0.2 Landfills should not be located in the following areas:

1 Groundwater centralized water supply sources and recharge areas;

2 Floodplains and floodways;

3 Landfill storage area and sewage treatment area boundaries from the residential areas or human and animal water supply points in the area within 500m;

4 Landfill and sewage treatment area boundaries from the river and lake Within 50m from rivers and lakes;

5 Landfills and sewage treatment areas within 3km from civil airports;

6 Active collapse zones, unmined underground mines, tuff pits, and caverns;

7 Protected areas for precious animals and plants, and national and local nature reserves;

8 Parks, scenic spots, tourist areas, and cultural relics and ancient monuments.

8 Parks, landscapes, sightseeing areas, cultural relics and monuments areas, archaeological, historical and biological research and study areas;

9 Military strongholds, bases, military industrial bases and state secret areas.

6.0.1 Landfills must be impermeable to prevent pollution of groundwater and surface water, and also to prevent groundwater from entering the landfill area.

8.0.1 The landfill must set up effective landfill gas conduction and drainage facilities, landfill gas is strictly prohibited from natural aggregation, migration, etc., to prevent causing fire and explosion. Landfill does not have landfill gas utilization conditions, should take the initiative to export and use the water flare method of centralized combustion treatment. The old landfill has not reached a safe and stable landfill should be set up effective landfill gas conduction and treatment facilities.

8.0.3 In addition to the landfill storage area should be produced according to the classification of fire danger in the class E fire zone to take fire prevention measures, but also in the landfill should be set up fire cisterns, equipped with sprinkler trucks, reserves of dry powder fire extinguishing agent and extinguishing sand. 10.0.5 Land use after landfill closure must comply with the following provisions:

1 When landfill operation reaches the requirements of design closure conditions, if it is necessary to close, it must be appraised and approved by the competent administrative department of environmental protection and environmental sanitation of the local people's government at or above the county level of the place where it is located;

2 Landfill heap reaches the stabilization and safety period before the land use can be carried out. Site identification and use planning must be made before use;

3 without sanitation, geotechnical, environmental protection professional and technical appraisal before the landfill site is strictly prohibited as a permanent building (structures) land.

11.0.3 The environmental pollution control index of the landfill shall meet the requirements of the current national standard "Pollution Control Standards for Domestic Waste Landfill" (GB16889).

Other main provisions of the introduction (20):

3.0.3 Landfills should be measured, counted and calibrated according to weight tonnage.

3.0.4 The water content, organic content, and dimensions of the landfill shall be in accordance with the requirements of the specific landfill process design.

4.0.3.3 The capacity of the reservoir should ensure that the life of the landfill is more than 10 years, and under special circumstances should not be less than 8 years.

5.0.3 The layout of the main facilities in the general plan of the landfill shall include: metering design, foundation treatment and seepage control system, surface water and groundwater conduction and drainage system, site roads, garbage dams, leachate conduction system, leachate treatment system, landfill gas conduction and treatment system, closure works and monitoring facilities.

5.0.4 Landfill supporting works and auxiliary facilities and equipment should include: access roads, preparation site, power supply and distribution, water supply and drainage facilities, living and management facilities, equipment maintenance, fire and safety and sanitation facilities, vehicle washing, communications, monitoring and other ancillary facilities or equipment. Landfill is appropriate to set up environmental monitoring room, parking lot, and it is appropriate to set up emergency facilities (including temporary storage of garbage, emergency lighting and other facilities).

5.0.5 Life and management facilities should be centrally located and upwind of the summer wind direction, and landfill storage area should be set up between the green isolation zone. Life, management and other ancillary buildings (structures) composition and its area, should be determined according to the size of the landfill, process and other conditions.

6.0.2 The permeability coefficient of the natural clay type liner and modified clay type liner should not be greater than 1.0×10-7cm/s, and the thickness of the bottom of the field and the four walls of the liner should not be less than 2m.

6.0.3 In the bottom of the landfill repository and the four walls of the high-density polyethylene (HDPE) geomembrane as an anti-seepage liner, the thickness of the membrane should not be less than 1.5mm, and should comply with the Landfill impermeable material performance and the requirements of the current national standards.

6.0.4.1 The seepage control system of artificial synthetic lining should adopt composite lining seepage control system, the seepage control system located in groundwater-poor areas can also adopt single-layer lining seepage control system, and in the areas of special geological and environmental requirements are very high, the bottom of the reservoir area should adopt double-layer lining seepage control system.

7.0.8 Leachate should be treated and discharged. Priority should be given to discharging into the city sewage treatment plant treatment program, the discharge standard reaches the "landfill pollution control standards for domestic waste" (GB 16899) in the third level of indicators. Do not have to discharge into the city sewage treatment plant conditions should be built to support the perfect sewage treatment facilities.

8.0.2 Landfill gas conduit facilities should comply with the following provisions:

1 landfill gas conduit facilities should be used in vertical wells (tubes), can also be used in horizontal pipe (ditch) or horizontal and vertical connected to the conduit facilities.

2 Vertical wells can be used perforated pipe centered gabions, perforated pipe is appropriate to fill the outside with graded stone and other materials. The shaft should be set up and connected in sections according to the elevation of the landfill operation layer; the horizontal spacing of the shaft set up should not be more than 50m; the pipe mouth should be more than 1m above the site. Should consider the garbage decomposition and settlement process of the heap body changes on the gas conduction and drainage facilities, strictly prohibit the facilities blocked, broken and lost the conduction and drainage function.

8.0.8 Landfill should prevent landfill gas in the local gathering. The bottom of the landfill storage area and the slope of the soil layer 10m deep range of fissures, cavities and other cavity structures should be filled and compacted. Uneven settlement in the landfill body caused by the fissure should be filled in a timely manner.

9.1.1 Landfill operators should be trained in technology and safety education, familiar with the requirements of landfill operations and landfill gas safety knowledge. Operation management personnel should be familiar with landfill operation process, technical indicators and landfill gas safety management.

9.2.2 Landfill should be used unit, layered operation, landfill unit operation process should be unloading, layered paving, compaction, to reach the required height should be covered, then compaction.

9.2.3 The paving thickness of each layer of garbage should be determined according to the compaction performance of the landfill operation equipment, the number of times of compaction and the compressibility of the garbage, the thickness should not be more than 60cm, and it is appropriate to pave from the bottom to the top of the slope of the unit of operation; the density of the garbage compaction should be more than 600kg/m3.

9.2.4 The height of the garbage in each unit should be 2-4m, and it should not be more than 6m at most. The width of unit operation is determined according to the width of landfill operation equipment and the number of vehicles operating at the same time during the peak period, and the minimum width should not be less than 6 m. The slope of the unit should not be greater than 1:3.

9.2.5 After completion of the operation of each unit, it should be covered, and the thickness of the cover layer should be determined according to the cover material, and the thickness of the large cover layer should be 20 - 25cm; the completion of each operation area should be covered; the density of waste compaction should be greater than 600kg/m3. 25cm; after the completion of the stage height of each operation area, temporarily not continue to landfill on it, should be covered in the middle, the thickness of the cover layer is appropriate to determine according to the cover material, the thickness of the soil cover layer is appropriate to be greater than 30cm.

9.2.6 Landfill landfill operations to reach the design elevation, should be timely closed and ecological environment restoration.

10.0.4 After the landfill is closed, operation and management of landfill gas, leachate treatment and environmental and safety monitoring should be continued until the landfill pile is stabilized.

11.0.2 The landfill shall be equipped with groundwater background monitoring wells, pollution diffusion monitoring wells, and pollution monitoring wells. The landfill shall carry out background monitoring and operational monitoring of water, gas, soil and noise, and follow-up monitoring shall be carried out after closure until the landfill is stabilized. Monitoring wells and sampling points of the layout, monitoring projects, frequency and analysis methods should be in accordance with the current national standards "domestic waste landfill pollution control standards" (GB 16889) and "domestic waste landfill environmental monitoring technical requirements" (GB/T18772) implementation.

"Municipal sanitary landfill operation and maintenance of municipal waste technical regulations" (CJJ93-2003) *** there are provisions of 147, of which there are 18 mandatory provisions, the same are related to safety and environmental protection.

2.1.5 The power supply voltage exceeds the rated voltage plus or minus 10%, shall not start the motor equipment.

2.1.8 Landfills shall not receive hazardous waste for disposal.

2.3.5 Smoking is strictly prohibited in the control room, laboratory, transformer room, landfill area and other production and operation areas, and work under the influence of alcohol is strictly prohibited.

2.3.9 Maintenance of machinery and equipment, shall not be arbitrarily connected to the temporary power line. Because of the real need to ensure the safety premise, can be temporarily connected to the power line; the use of the process should be a full-time electrician on-site management, the use of the finished should be immediately dismantled.

2.3.10 Belt drive, chain drive, couplings and other transmission components must have a cover, not bare running. The hood should be installed firmly and reliably.

2.3.14 site closed, semi-closed places, must maintain ventilation, dust removal, deodorization facilities and equipment intact.

2.3.16 Strictly prohibit vehicles with fire into the site, landfill area is strictly prohibited fireworks, the site should be set up within the obvious fire signs.

3.1.7 The operator should randomly check the composition of the incoming garbage, and strictly prohibit it from entering the field when prohibited materials are found mixed in the domestic garbage.

4.3.1 The landfill site area is strictly prohibited to pick up waste products.

4.3.3 The landfill area must be equipped with fire-fighting equipment in accordance with the regulations, and should be kept in good condition.

4.3.6 No closed buildings or structures shall be erected in the landfill operation area.

5.1.1 The landfill shall be equipped with operation and maintenance gas collection system in accordance with the design requirements.

5.3.3 When the concentration of methane gas in the field is greater than 1.25%, corresponding safety measures should be taken immediately.

6.1.1 Surface water outside the landfill shall not flow into the landfill.

6.1.5 The groundwater collection system in the landfill area shall be kept intact, and the groundwater shall be smoothly discharged off-site.

8.1.4 The landfill area and other mosquito and fly-intensive areas should be eliminated on a regular basis, and the situation of mosquitoes, flies, rodents, etc. should be inspected on a monthly basis throughout the entire site, and the degree of danger and efficiency of elimination should be evaluated, and the problems found in a timely manner to adjust the elimination program.

8.3.1 Fly and rodent extermination drugs should be managed in accordance with the provisions of dangerous goods.

9.1.3 Landfill environmental monitoring programs should include leachate, atmosphere, odor, landfill gas, groundwater, surface water, noise, fly density.

In order to implement the "People's Republic of China **** and the State Law on Prevention and Control of Environmental Pollution by Solid Wastes", and to prevent secondary pollution caused by landfill disposal of domestic wastes, this standard is formulated.

This standard is issued for the first time this time, on January 01, 1998 began to implement.

1 subject content and scope of application

This standard from the need to protect the environment provides for domestic waste landfill site requirements, engineering design requirements, landfill entry requirements, landfill operation requirements, closure requirements and pollutant emission limits and environmental monitoring requirements.

3 Environmental Protection Requirements for the Siting of Domestic Waste Landfills

(1). Domestic waste landfill site selection should be in line with the requirements of the local urban and rural construction master plan, and should be consistent with the local air pollution prevention and control, water resource protection, nature protection.

(2). Domestic waste landfill should be located in the local summer dominant wind direction downwind, 500 meters away from the point of inhabitation in livestock.

(3). Domestic waste landfill shall not be built in the following areas:

a. Nature reserves, scenic spots, domestic drinking water sources and other areas in need of special protection designated by the State Council and the relevant authorities of the State Council as well as the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

b.Densely populated residential areas.

c.Areas directly connected with waterways.

f. Active collapse zones, fracture zones, underground mineral-containing zones, lime pits and dissolved rock cave areas.

4 Environmental Protection Requirements for Domestic Waste Landfill Engineering Design

(1). The design of domestic waste landfill shall include seepage control engineering, waste leachate transmission, collection and treatment system.

(2). The permeability coefficient of the impermeable layer of the domestic waste landfill K<=10cm/s.

(3). The seepage control project shall adopt the process of combining horizontal seepage control and vertical seepage control.

(4). The base of the landfill is a smooth layer that is resistant to compression and should not be deformed at the bottom of the site due to the subsidence of decomposing garbage.

(5). The lowest part of the landfill bottom should be equipped with a collection tank (and), which should be equipped with a main pipe to the ground and 100 centimeters above the ground in order to pump out the garbage leachate.

(6). The landfill design shall include gas transmission, collection and discharge treatment systems.

(7). The gas conduction system shall be provided with horizontal and vertical exhaust pipes, and the main exhaust pipe shall be 100 centimeters above the ground for gas collection and treatment.

(8). The combustible gases generated by the landfill to reach the combustion value to collect the role; the combustible gases that can not be collected and utilized should be burned and emptied to prevent fires and explosions, landfill design, should be equipped with appropriate facilities.

(9). Buildings should be well ventilated to prevent combustible gases from accumulating in case of open flame explosion.

(10). Landfill design, should be equipped with diversion dams and smooth water ditches, the natural precipitation will be discharged off-site or into the reservoir.

5 Landfill Entry Requirements

(1) The landfill material entering the landfill shall be domestic waste.

(2) It is strictly prohibited to mix domestic garbage and hazardous waste together; it is strictly prohibited to enter the domestic landfill with toxic and hazardous waste such as explosive, flammable, leaching toxicity, corrosive, infectious and radioactive waste.

6 Domestic waste landfill air pollutant emission control projects and their limits

(1) Domestic waste landfill air pollutant control projects: particulate matter (TSP), ammonia, hydrogen sulfide, methyl mercaptan, odor concentration.

(2) Air pollutant emission limits

The air pollutant emission limits of domestic waste landfill are the] control of unorganized emission sources. Particulate matter field boundary emission limits <=1.0 mg/m3. Ammonia, hydrogen sulfide, methyl mercaptan, odor concentration field boundary emission limits:

Based on the area where the domestic waste landfill is located, respectively, in accordance with GB14554-93 "Emission Standards for Odor Pollutants" Table 1 of the corresponding level of the index value.

7 Domestic waste landfill waste leachate emission control items and their limits

(1) Domestic waste landfill waste leachate emission control items are: suspended solids (SS), chemical oxygen demand (COD), biochemical oxygen demand (BOD5) and coliform bacteria values.

(2) Other items, depending on the composition of the waste in each place, determined by the local administrative department of environmental protection.

(3) Domestic garbage leachate emission limits

7.2.1 Domestic garbage leachate shall not be discharged into GB3838-88 in the Ⅰ, Ⅱ type of water and Ⅲ type of water in the drinking water source protection zone and GB3097-82 a class of sea.

7.2.2 For domestic garbage leachate discharged into GB3838-88 Class III waters or GB3097-82 Class II waters, the discharge limit value of the implementation of Table 1 in the second level of the index value.

7.2.3 For GB3838-88 Ⅳ, V waters or GB3097-82 three types of marine leachate discharged into domestic waste, the discharge limit value of the implementation of Table 1 in the second level of the target value.

7.2.4 Domestic waste leachate discharged into the installation of secondary sewage treatment plant in the city, the emission limit value of the implementation of the third level of indicators in Table 1.

The specific limits can also be negotiated with the environmental protection department and municipal departments.

8 Requirements for Discharge of Wastewater from Domestic Waste Landfill Cisterns

The wastewater from the cisterns should be treated in the leachate treatment facilities before discharge. If it is discharged separately, it should be treated appropriately before it is discharged. The emission control items and their limit values are implemented in accordance with the emission requirements for leachate.

9 Domestic waste landfill noise control limits

Life waste landfill noise control limits, according to the area where the domestic waste landfill, respectively, in accordance with GB12348-90 industrial enterprise factory noise standards for the implementation of the corresponding level of the index value of the implementation.

10 Evaluation standards for domestic waste landfill groundwater pollution

Landfill leachate should not cause groundwater pollution. Groundwater pollution evaluation indexes and their limit values of domestic waste landfill are implemented in accordance with GB/T14848-93 groundwater quality standards.

For special projects with high background content of groundwater due to geo-chemical structure, water quality indexes of upstream observation wells of groundwater in the site should be used as reference indexes.

11 Environmental Protection Requirements for Landfill Operation and Closure

a. Landfill construction shall be carried out as a unit of landfill, compacted as it is poured, compacted in layers, and covered on the same day, and the thickness of filled waste shall be determined by the actual situation of the locality.

b.When the dust precipitation is too high at the operation site, water shall be sprinkled to reduce dust, or the water purified in the cistern shall be sprayed back to the surface of the landfill.

c. When the landfill is closed, the ground surface should be well treated and covered with natural soil 30 centimeters thick, on top of which 15 to 20 centimeters thick clay should be covered and compacted to prevent precipitation from seeping into the body of the landfill.

d. The surface of the final field should be inclined to one side with a certain slope to discharge the precipitation when the field is closed.

e. The landfill is not allowed to be used as a building site before it is stabilized.

12 Monitoring

12.1 Atmospheric Monitoring

1. Sampling

The number of sampling points for particulate matter and the setting of sampling points are in accordance with the provisions of Appendix C of GB16297-1966 "Comprehensive Emission Standards for Air Pollutants".

Odor pollutants sampling points, sampling frequency in accordance with GB14554-93 "Emission Standards for Odor Pollutants" in the provisions of 6.2.

2. Monitoring items and analytical methods

3. Noise Monitoring

Noise monitoring of landfill boundaries of domestic waste is carried out in accordance with the provisions of GB12349-90 "Noise Measurement Methods for Plant Boundaries of Industrial Enterprises".

4. Groundwater monitoring

a. Layout of sampling points

Landfill groundwater sampling points should be laid out at five points:

One well: located in the landfill groundwater flow upstream of the 30-50 meters.

Two pollution diffusion wells: 30 to 50 meters on each side of the landfill.

Two pollution monitoring wells: one at 30 meters and one at 50 meters downstream of the landfill groundwater flow.

b. Sampling method

Extracting water samples with special small buckets, it is strictly prohibited to pump water samples, each sample collection of 2000 milliliters, the amount of sampling and fixing method of special projects in accordance with the requirements of the analytical method of the project it monitors.

c. Sampling frequency

Monitoring the background level once before the landfill is put into use; in the process of using the landfill once a year according to the dry, abundant and flat water period, until the landfill reaches stabilization.

d. Monitoring project and analysis method

12.3.4.1 The groundwater background level monitoring project before the landfill into use, in accordance with the GB/T14848-93 groundwater quality standards for the project, the use of the monitoring process, according to the local composition of the garbage to choose the monitoring project.

12.3.4.2 The analyzing method is carried out according to the relevant national water quality determination methods.

12.4.1 Layout of sampling points

The sampling points are located at the discharge point of the landfill leachate treatment facilities (i.e., the landfill wastewater discharge point).

12.5 Reservoir discharge monitoring (when discharged separately)

12.5.1 Layout of sampling points

Sampling points are located in the reservoir discharge.

12.5.2 Monitoring items and analytical methods

Same as Table 3, but should increase the monitoring of dissolved oxygen (DO - iodometric method, GB7489-87).

13 Standards Implementation Supervision

This standard by the people's governments at or above the county level, the administrative department of environmental protection is responsible for supervision and implementation.
