Chapter I General Provisions Article 1 In order to regulate the city's large-scale mass activities safety management, maintenance of public order and public **** safety, according to the State Council, "Regulations on the Safety Management of Large-scale Mass Events," and other laws and regulations, combined with the city's actuality, the formulation of the provisions of this regulation. Article 2 The large-scale mass activities referred to in these provisions, refers to the legal person or other organizations for the public to publicly host the following activities for the expected number of participants per session of more than 1,000 people, but shopping malls, pedestrian streets, theaters, concert halls, parks, plazas, recreation venues, swimming pools, etc., except for the activities held within the scope of their daily business:

(a) sports activities.

(ii) Literary and artistic performance activities.

(iii) Exhibitions, fairs, exchanges and other activities.

(4) flower markets, worship, garden tours, lantern festivals, ascension, fireworks, temple fairs, festivals, food festivals and other activities.

(v) Job fairs, promotional fairs, and lottery sales activities with on-site draws.

(F) public welfare and charitable activities. Article III of the provisions of this regulation applies to the safety management of large-scale mass events held within the administrative area of the city. (E) Food and Drug Administration is responsible for the supervision and management of food safety of large-scale mass events.

(F) meteorological authorities are responsible for the timely provision of meteorological and disaster information related to the event.

Water supply, power supply, gas, communications and other units in accordance with their respective rights to the activities of the area and the surrounding equipment and temporary erection of facilities for safety supervision and inspection, eliminate potential hazards in a timely manner, to ensure the normal operation of equipment and facilities. Chapter II Safety Management Article VII of the public security organs of large-scale mass events to implement the security licensing system. Joint hosting agreement should include the security of the organizer and the division of security responsibilities, safety inspection system, accountability system.

(c) large-scale mass events program and its description. Including the time, location, content, participants, process, vehicle parking arrangements, functional areas, site plan, audience seating plan and the number of audience seats.

(D) large-scale mass events safety program.

(E) site rental agreement or event venue managers agree to provide proof of the event site; site owners of the unit's legal proof.
