Baggage regulations
A. Definition of baggage (BAGGAGE):
Baggage is the articles and other personal belongings carried by travelers for the purpose of wear, use, comfort or convenience during travel. Unless otherwise specified, it includes checked baggage and self-catered baggage of a traveler.
B, the classification of baggage:
The carrier carries baggage, according to the responsibility of transportation is divided into checked baggage and non-checked baggage. 1) checked baggage (CHECKED BAGGAGE). Checked baggage refers to the passenger to the carrier is responsible for the care and transportation and fill in the baggage ticket baggage. Carrier in the receipt of baggage, must fill in the baggage column of the ticket, the number of pieces of baggage and weight, and issued to the passenger as a baggage claim baggage with the identification of the baggage tag. The weight of checked baggage cannot exceed 50 kilograms per piece and the volume cannot exceed 40X60X100 centimeters per piece. Baggage exceeding the above requirements must be approved by the carrier in advance before checking. 2) Unchecked baggage (UNCHECKED BAGGAGE). Unchecked baggage refers to the carrier agreed by the passenger to bring into the cabin of the baggage responsible for their own care. Such as a certain amount of food, books and newspapers, cameras, coats, fragile items, valuables, diplomatic bags and other special items can be brought into the cabin by the passenger as unchecked baggage. The weight of non-checked baggage carried by each passenger generally cannot exceed 5 kilograms, and the volume of each piece cannot exceed 20X40X55 centimeters, and is required to be able to be placed in the luggage rack or under the seat without interfering with the cabin service and passenger activities. The non-checked baggage agreed by the carrier shall be combined with the checked baggage and counted, and then handed over to the passengers to bring into the cabin for their own management. Passengers holding first class tickets are allowed to carry 10 kilograms per person. Carry-on items exceeding the above weight and volume limits should be checked as checked baggage.
C. Free baggage allowance. Free baggage allowance is based on the price paid by the passengers, the class of travel and passengers traveling on the route to determine. Each passenger's free baggage allowance (including checked baggage and non-checked baggage) as follows:
1) free baggage allowance on domestic routes. The free baggage allowance for passengers holding adult or child tickets is as follows:
First Class: 40 kilograms
Business Class: 30 kilograms
Economy Class: 20 kilograms
The free baggage allowance for passengers holding infant tickets is 10 kilograms, and they can check in a folding stroller and some other necessary articles free of charge
. If space permits, they can be brought into the cabin with the permission of the cabin crew.
The free baggage allowance for stretcher passengers is 60 kg.
The free baggage allowance of each passenger is calculated according to the free lines of the applicable international routes for the domestic flight segments constituting international transportation.
2) Free baggage allowance for international routes. Passengers traveling on international routes, free baggage allowance is generally divided into:
(1) weight free baggage allowance
Holding adult or child tickets for free baggage allowance for passengers:
First Class: 40 kilograms
Business Class: 30 kilograms
Economy Class: 20 kilograms
Holding infant tickets for free baggage allowance for passengers 10 kg. The free baggage allowance for passengers with an infant ticket is 10 kilograms, plus a folding stroller and other essential items can be checked in free of charge
. If space is available in the cabin, they can be brought into the cabin with the permission of the cabin crew.
(2) free baggage allowance
1. Adult passengers who purchased tickets according to the applicable economy class fare can check in two pieces of baggage free of charge, the total length, width and height of each piece of baggage does not exceed 158 centimeters, but the total length, width and height of the two pieces of baggage shall not exceed 273 centimeters in aggregate; and the maximum weight of each piece of baggage shall not exceed 23 kilograms;
Infants can check one piece of baggage free of charge, the sum of the three sides of each piece (length + width + height) shall not exceed 115 centimeters, and the weight shall not exceed 23 kilograms. In addition, one fully foldable stroller or bassinet can be carried free of charge. If the cabin space allows, it can be brought into the cabin with the consent of the crew chief.
3. The free baggage allowance for stretcher passengers is 3 pieces, each piece shall not exceed 23 kilograms, and the sum of three sides of each piece of baggage shall not exceed 203 centimeters.
D. Provisions for the transportation of baggage of declared value.
1) is a domestic transport of checked baggage per kilogram value of more than 50 yuan or is an international transport of checked baggage per kilogram value of more than 20 U.S. dollars, the value of baggage declaration can be handled. The carrier shall declare the value of passengers in excess of the maximum compensation limit of five thousandths of the value of the declaration surcharge.
2) The value of the declaration surcharge to the unit of yuan, less than yuan should be rounded to the nearest dollar.
3) When the traveler declares the value of foreign currency, it should be converted into RMB according to the buying price announced by the bank on that day.
4) The maximum declared value of baggage for each passenger is RMB 8,000. The declared value of the baggage shall not exceed the value of the baggage itself. If the carrier disagrees with the declared value and the passenger refuses to accept the inspection, the carrier has the right to refuse to accept the transportation.
5) non-checked baggage and small animals do not handle baggage declaration value.
6) The declared value of baggage billing weight in kilograms, less than kilograms should be rounded up. However, the actual weight should be retained to one decimal place.
7) In addition to a special agreement with another carrier, generally only on the same carrier's flights for the declared value of baggage.
8) The weight of the baggage with declared value is not included in the free baggage allowance and should be charged separately.
9) The formula for calculating the surcharge for declared value of baggage: declared value surcharge = (declared value of baggage - maximum compensation per kilogram X declared value of baggage weight) X 5%%.
E. Special baggage transportation.
Passengers carrying baggage items beyond the definition of baggage, in general, the carrier can refuse to transport. However, some special baggage items agreed by the carrier, and according to the carrier's requirements, to take appropriate measures or subject to certain conditions, can be transported as baggage, these baggage items called special baggage.
Special baggage must be transported in accordance with national laws, regulations, and the carrier's transportation regulations, in order to ensure flight safety, personal safety, and ground safety under the premise of transport. This chapter describes the contents of the items that can not be transported as baggage, as well as restrictions on the transportation of baggage items, small animals and the handling of the diplomatic bag.1) items that can not be transported as baggage. The articles that can not be transported as baggage refer to the articles that can not be carried on the aircraft according to the regulations of CAAC and the prohibited articles stipulated by the state. Such as: flammable and toxic compressed gases, corrosive objects (acids, alkalis), pathogenic agents (infectious bacteria, viruses and substances with live pathogens), explosives (ammunition, fireworks, firecrackers and flares), flammable liquids and solids (fire starters, heaters and fuels, matches, substances that are prone to combustion), oxidizing agents (bleach, peroxides), drugs (heroin, opium), poisonous substances (potassium cyanide, arsenic, toxic pesticides, toxic chemicals, rodenticides), radioactive substances (radioisotopes, medical or research samples containing radioactivity), and so on. Under no circumstances shall the above items be transported as baggage or checked in as baggage, nor shall they be brought into the passenger cabin as unchecked baggage.
The carrier can refuse to accept or terminate the transportation at any time if the carrier finds that the baggage contains the above items which cannot be transported as baggage or clipped into the baggage before accepting the baggage or during transportation. 2) Restricted baggage items. Restrictions on the carriage of baggage items refers to certain baggage items carried by passengers, may jeopardize the safety of personnel and flight or exceed the carrier's transport regulations (such as exceeding the weight limit or exceeding the volume limit), these restrictions on the items such as taking some necessary measures or under certain circumstances, with the permission of the carrier, can be transported.
In accordance with the carrier's transportation regulations, no firearms and ammunition shall be carried in the passenger's carry-on articles and checked baggage; however, small arms and ammunition specially approved by the relevant authorities and used for sports may be checked as checked baggage with the consent of the carrier, generally not exceeding 5 kilograms.
Bicycles should generally be transported as goods, such as the consent of the carrier, can be transported as checked baggage, the wheels should be removed, tied to the body.
Medical oxygen cylinders, oxygen bags and small compressed carbon dioxide gases for the movement of prosthetic legs and arms used by invalid passengers shall be approved by the carrier in advance, and each invalid passenger may carry two bottles.
The total weight (including gross weight) of medicines and cosmetics, such as alcohol-containing medicines, hair conditioners, perfumes, etc., required by passengers for the journey shall not exceed 2 kilograms or 2 liters per passenger, and the net weight of each bottle shall not exceed 0.5 kilograms or 0.5 liters.
With the consent of the Carrier, each passenger shall not carry more than 2 kilograms of dry ice to be placed inside the articles to be frozen.
Beverages containing alcohol (e.g. liquor) may be carried by each passenger, but may not exceed 5 liters.
Passengers may carry hearing aids, cardiac pacemakers, and other electronic devices for human function that are necessary for the journey, and may also be used in the air. In order to avoid interfering with the electronic navigational and communication equipment in the aircraft, passengers may not carry electric devices such as portable radio receivers, transmitters, televisions, radios, and portable telephones to be used in the air.
Restricted items carried by passengers, such as kitchen knives, large scissors, large fruit knives, craft knives, knives and swords of ethnic minorities (excluding murderous weapons), as well as items that can be easily mistaken for murderous weapons, should be put into checked baggage for transportation. If there is no checked baggage or it is too late to put them into the checked baggage due to time constraints, passengers should take the initiative to hand over the restricted articles to the security check department and put them into the "Restricted Articles Storage Bag". The bag will be delivered to the crew chief for safekeeping and will be returned to the passenger upon arrival of the airplane.
When the security department accepts the restricted articles, it should fill in the "Restricted Articles Handover Sheet" with the passenger in triplicate; the first one is the passenger's copy, which will be handed over to the passenger; the second one is the stub copy, which will be retained at the departure station; and the third one is the arrival station copy, which will be handed over to the chief of crew with the restricted articles for safekeeping. After receiving the restricted articles, the passenger will return the passenger's copy of the "Restricted Articles Handover Sheet". If the passenger does not receive the restricted articles, the crew chief should transfer the restricted articles to the baggage inquiry department of the arrival station for safekeeping.
3) Transportation of Small Animals
Definition of Small Animals
Small animals are small dogs, cats and wild animals with strange shapes and sizes. Wild animals and animals with strange shapes or easy to hurt and other characteristics, such as snakes, wolf dogs, etc., do not belong to this scope.
General rules for small animals
(a) Passengers consigning small animals must be presented at the time of booking, and small animals carried by passengers shall not be brought into the cabin, and must be handled for consignment.
(b) Passengers should bring their small animals to the airport for check-in no later than 120 minutes before the flight departure time on the day of the flight.
(c) For international transportation of small animals, passengers must provide valid documents issued by the countries concerned during the transportation process for the exit, entry and transit of the transported small animals. Domestic transportation passengers must provide a valid "animal quarantine certificate" or other valid certificates issued by the animal health supervision.
(d) Arrangements should be made for direct or stopover flights to transport small animals.
(e) Passengers must read and fill in the "Application Form for Notification of Small Animal Transportation of Shenzhen Airlines Limited Liability Company" (see attached) and sign to confirm (required for both domestic and international flights).
(f) Small animals, their containers and the total weight of the food they carry, shall not be counted in the free baggage allowance of the passenger, and shall be charged according to the overweight baggage.
(g) Shenzhen Airlines does not handle small animals with declared value check-in.
Restrictions and Conditions for Transportation of Small Animals
(a) A maximum of two containers with small animals are allowed to be carried on each flight.
(b) A maximum of three small animals from the same litter up to 6 months of age may be transported in the same container. Two small animals each weighing less than 14 kilograms and capable of ****ing place may be transported in the same container. Small animals weighing more than 14 kg each shall be transported in separate containers.
(c) The combined weight of each individually packaged pet and kennel, including food and water in the kennel, shall not exceed 32 kilograms inclusive.
(d) Small animals unsuitable for air transport:
(1) Pregnant animals or animals that have just given birth within 48 hours prior to the departure of the aircraft (in exceptional cases, the receipt of such animals should be accompanied by a certificate from a veterinarian stating that the animal is suitable for transportation).
(2) If, in the judgment of the airline or its agent, the animal is likely to cause damage to other passengers or their baggage, or if the transportation by air is likely to cause harm to the animal.
(3) The following 27 breeds of dogs are prohibited for pet check-in as they are not suitable for air check-in as stipulated by SZ Air.

(e) SZ Air does not provide small animal consignment service in the following cases
(1) The preparation of small animal flight transportation that needs to be completed by the shipper is not completed, including the inability to provide a valid and complete proof of animal transportation, or the kennel fails to meet the carrier's requirements.
(2) The aircraft type is not suitable for the transportation of small animals. (e.g., there is no suitable space in the cargo hold of the airplane).
(3) Passengers do not recognize the conditions of pet transportation or the requirements of pet kennels, or refuse to fill in the pet transportation agreement.
(4) Failure to comply with special national regulations during certain periods of time. (e.g., during times of epidemic)
Requirements for Containers for Shipment of Small Animals
(a) Preventing the small animal from damaging, escaping from, and extending a part of its body out of the container to injure a person, baggage, cargo, or aircraft.
(b) Ensure that each animal in the container has sufficient space and is able to stand, turn around, or lie down in its natural position normally.
(c) Ventilation holes should be located in the upper third of the other three walls of the container box in addition to the door, with a minimum hole diameter of 25mm and a center distance of 100mm between the holes. the total area of the ventilation holes should be at least 16% of the total area of the container's four walls, and all the openings should be able to prevent the animals from sticking out their noses or claws. The top plate should be made from a full slab, and ventilation holes may be provided over the entire surface while ensuring the integrity and strength of the top plate.
(d) It shall be made of sturdy material, which may be fiberglass, metal, hard plastic (suitable for transporting most canine animals; large hard plastic containers shall have at least two safety door inserts), welded mesh, rigid wood panels, and plywood. The door of the container shall be designed to be located at the side end of the container and form one of the sides of the container, and shall be in the form of a sliding chain or hinge as a locking device for the door. Larger doors need to increase hinges or add two or three door inserts fixed to ensure safety.
(e) It is recommended that travelers use a special air box for transporting animals, which is lightweight and pressure-resistant, the style of which is shown in the image below:
(f) Container hardware (including nuts, latches, rivets, and locks, etc.) and fixing parts must be complete and effective.
(g) The bottom of the container must be smooth and able to be secured on a level surface without sliding. Containers with wheels should have wheel-locking fixtures so that they cannot be turned or removed to prevent them from sliding during transportation.
(h) The inner surface of the four walls of the container should be solid, smooth, and there should be no protruding objects that can damage the integrity of the container through scratching and biting by animals.
(i) Containers should have fixed handles or raised edges on both sides, so that sorting and loading and unloading process can be carried out properly.
(j) The bottom of the container should be made of a single, leak-proof board and contain a tray with an absorbent liner, such as a towel, blanket, or white paper, to prevent small animal waste from spilling out and contaminating the rest of the baggage. Absorbent liner shall not use articles containing toxic substances or straw.
(k) for cats, dogs and other pets, such as land animals, should be attached to the outside of its packaging container cloth or burlap fiber rope net cover, in order to prevent accidental breakage of the container, resulting in the escape of animals. (l) For animals that need to eat and drink, their containers should be fitted with eating utensils, water utensils or similar facilities, and food should not be spilled on the floor. If the container is airtight, the food and water utensils shall be located inside the container and may be refilled from the outside. If the container is not airtight, eating and water utensils may also be attached to the outside of the container in case of delays. The food served shall not be in contravention of the laws of the country concerned.
(m) Containers for experimental animals without specific pathogens should be adequately ventilated when filtered ventilation is used.
(4) Light bubble baggage transportation.
(1) Definition: some luggage whose weight is less than 6000 cubic centimeters per kilogram, known as low-density baggage (i.e., light bubble baggage), the weight of such baggage according to the standard of volume weight.
(2) Measurement:
Volume weight is calculated as follows:
a. Measure the maximum length, width and height of the goods
b. Rounding
If the unit of measurement is centimeters, according to the principle of rounding up to the nearest centimeter
Example: 40.2X59.5X99.7CM = 40X60X100CM
This is the first time that the volume weight of the baggage is calculated. 40X60X100CM
c. Conversion standard
6000 cubic centimeters = 1KG
d. Volumetric weight is rounded up according to the method of rounding up the actual weight:
E.g.318.15kgs = 318.5kgs
757.37kgs = 757.5kgs
e. If a passenger carries several light weight items, the volume will be rounded up according to the principle of rounding up and down. If a passenger carries more than one piece of light foam baggage, the volume of all the baggage should be calculated and then converted to volume weight
(3) Counter operation
In case a passenger carries light foam baggage, it is necessary to calculate the actual volume of the baggage first, and then the weight of the baggage according to the above calculation of volume weight and finally according to the general provisions of the baggage consignment receipt and shipment.
5) Dangerous goods transportation.
(1) Definition: Dangerous goods refers to the air transport in transit may bring harm to the lives of passengers, property or substances, can be divided into the following categories:
explosive substances
flammable gases, liquids, solids
corrosive substances
toxic gases, liquids, solids
radioactive substances
Polymerizable substances
Magnetic substances
Infectious substances
(2) Handling: All of the above substances are strictly prohibited to be brought on board as checked baggage or self-care baggage, and will not be accepted at the counter.
