Current Situation and Development Prospects of SINOPEC Yanshan Petrochemical Company's Enterprise Talent Team

SINOPEC Yanshan Petrochemical Company has long been implementing the "people-oriented" human resource development strategy, and has taken the introduction, use, training, development and management of human resources as the basis for the development of the company. 36 years ago, it has cultivated a large number of nationally renowned specialists in petrochemical technology and management as well as thousands of job-holders and technological champions. Major human resource policies:

(1) Initial treatment. The initial treatment for undergraduates is 1500 RMB/month, and the initial treatment for master's degree students and double degree students is 1700 RMB/month. Through the salary survey, the average total income of undergraduates during the internship period reaches RMB 2200/month, and that of postgraduates reaches RMB 2500/month. For graduate students (double-degree) and undergraduates who are recruited from national "211 project" key universities and major in Yanshan Petrochemical Company, upon approval of the company, the initial treatment can be increased by 200 yuan/month and 100 yuan/month respectively.

(2) Starting from 2002, graduates who come to work in Yanshan Petrochemical Company will be given a one-time living subsidy at the rate of RMB 1,000/person for undergraduates, RMB 1,500/person for double bachelor's degree students, RMB 3,000/person for master's degree students, and RMB 5,000/person for doctoral degree students.

(3) For the introduced doctoral students, the agreement salary is implemented and housing is settled. Up to now, the agreement salary has been implemented for 5 PhDs introduced to Yanshan Petrochemical Research Institute. For each introduced doctoral student, upon the application of his/her unit, the company helps to solve a set of two-bedroom housing (rented), so as to facilitate the life and work of the doctoral students.

(4) The company constantly increases the development of human resources training, making full use of education and training centers, simulation training centers and other training bases, and insisting on holding two off-duty English intensive courses, various professional training courses, information system training courses, simulation training classes and development training training and other training every year. The company also insists on cooperating with domestic universities to hold three master's degree courses every three years, focusing on oil refining and chemical engineering, electromechanical instrumentation and business management respectively.

(7) In order to consolidate the foundation of production practice for new employees, the company has formulated the "Management Measures for University Graduates to Work in Frontline Positions", which requires that newly-introduced graduates should generally have three years or more working experience in frontline positions before they can compete for managerial and professional and technical positions. During the period of front-line work, graduates can participate in vocational skills appraisal and vocational skills competitions, as well as participate in professional and technical qualification assessment (examination) to obtain the corresponding vocational skills level and professional and technical qualifications.
