Article 1 In order to strengthen the construction and management of civil air defense, effectively organize civil air defense, and protect the safety of people's lives and property, in accordance with the "Civil Air Defense Law of the People's Republic of China" and the "Jilin Province Implementation of the People's Republic of China *** and the National Civil Air Defense Law>Measures and other laws and regulations, combined with the actual situation of the autonomous prefecture, these regulations are formulated. Article 2 All organizations and individuals within the administrative region of the autonomous prefecture must abide by these regulations. Article 3 The people's government of the autonomous prefecture and the Yanbian Military Division shall lead the civil air defense work of the entire prefecture, and the people's government of the county (city) and the military organs at the same level shall lead the civil air defense work of the county (city).
The civil air defense departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the management of civil air defense work in their respective administrative regions.
The township (town) people's governments, sub-district offices and important protection target units shall carry out civil air defense work in their respective jurisdictions and units in accordance with the law.
Departments and units such as development and reform, construction (planning), finance, public security, civil affairs, transportation, land and resources, education, health, radio and television, communications, etc. shall perform civil air defense work in accordance with their respective responsibilities and laws. Article 4 The competent departments of civil air defense in autonomous prefectures shall perform the following duties:
(1) Implement national and provincial civil air defense laws, regulations, guidelines and policies, and supervise and inspect the construction of civil air defense in key urban targets in accordance with the law;
(2) Study and formulate the medium- and long-term development plans and annual plans for civil air defense construction across the state, and organize their implementation;
(3) Organize the construction of civil air defense projects, communications, and alarms , management and development and utilization;
(4) Organize and formulate urban air-raid prevention plans, population evacuation plans, wartime civil air defense medical rescue, supplies of materials, water and electricity, and other support plans;
(5) Guide the construction of mass air defense organizations, organize and train professional civil air defense teams, and organize civil air defense exercises;
(6) Train civil air defense cadres and technicians, and organize civil air defense scientific research;

(7) Carry out air defense publicity, education and training to citizens;
(8) Organize and direct the people to fight against air strikes during wartime, eliminate the consequences of air strikes, cooperate with urban defense, and air defense operations in key areas , and assist relevant departments to restore production and living order;
(9) Implement the national civil air defense engineering protection standards and quality standards;
(10) Undertake the state people's government, Yanbian Army Divisional and other matters assigned by the State Defense Mobilization Committee. Article 5 The competent departments of civil air defense in autonomous prefectures and their affiliated supervisory agencies are responsible for the supervision and inspection of civil air defense in their respective administrative regions. Article 6: Civil air defense funds are jointly borne by state, county (city) people's governments and social organizations.
The civil air defense funds borne by the people's governments of autonomous prefectures and counties (cities) shall be arranged according to the financial situation and the development needs of civil air defense undertakings, and shall be included in the fiscal budget at the same level.
The civil air defense funds borne by the society shall be implemented in accordance with the relevant regulations of the national and provincial people's governments. Article 7 The People's Government of the Autonomous Prefecture and the Yanbian Military Division shall commend and reward units and individuals that have made outstanding achievements in civil air defense work. Article 8 The civil air defense department of the county (city) people's government shall, together with relevant departments, organize the preparation of urban civil air defense project construction plans based on the needs of national defense construction.
The county (city) urban planning department should incorporate the civil air defense project construction plan into the city's overall plan; when formulating detailed plans, the content and requirements of the civil air defense project construction should be taken into overall consideration to ensure that the civil air defense project construction is in line with the city's overall planning. Construction develops simultaneously. Article 9 The county (city) people's government shall organize relevant departments and units to establish mass air defense organizations based on the needs of civil air defense.
(1) Departments and units such as construction and electric power industry shall set up emergency repair teams to be responsible for the emergency repair of engineering, roads, bridges, reservoirs, water supply and drainage, electricity, gas and other public facilities, as well as the rescue personnel and Materials and other work;
(2) Health, medicine and other departments and units set up medical rescue teams to be responsible for field rescue, transportation, treatment of the wounded, organization of epidemic prevention and sterilization, and guidance of the masses in self-rescue;
(3) The public security department establishes a security team and a fire brigade to be responsible for fire observation, fire prevention and extinguishing, cooperation in eliminating chemical contamination, maintenance of social security, traffic control, maintenance of traffic order, protection of key targets, supervision of light control, etc.
(4) Health, environmental protection, foreign affairs, chemical industry and other departments and units shall establish chemical prevention and epidemic prevention teams to be responsible for observing, detecting and testing the sight and effects of nuclear weapons, chemical weapons and biological weapons attacks , disinfect, eliminate contamination, and provide relevant knowledge education to the masses;
(5) Departments and units such as postal and telecommunications should set up communications teams to be responsible for monitoring wired, wireless, mobile communications and other equipment and facilities. Carry out emergency repairs and ensure smooth communication;
(6) The transportation department sets up a transportation team to be responsible for population evacuation, the operation of materials and equipment, and the repair of transportation vehicles.
The Red Cross organizes rescue work in accordance with the law.
Mass air defense organizations shall conduct professional training in accordance with the training syllabus and training plan formulated by the civil air defense authority. The organizing unit shall be responsible for training activities and required equipment, equipment, and funds. Article 10: The competent department of civil air defense in autonomous prefectures is responsible for organizing and formulating civil air defense education plans, stipulating educational content, compiling teaching materials in both Korean and Chinese languages, and training key personnel.
Civil air defense education for school students shall be organized and implemented by the education authorities and civil air defense authorities at all levels.
The township (town) people's governments and sub-district offices should take various forms to popularize air defense knowledge among the masses.
Autonomous prefecture and county (city) civil air defense authorities shall promptly organize departments and units such as agencies, schools, commercial outlets, communities, and key targets to carry out air defense and disaster prevention emergency drills.
Departments and units such as press, publishing, radio and television, and culture should assist the civil air defense authorities in carrying out civil air defense education.
