Procedures and Measures for Handling Campus Emergencies
Chapter 1 General Provisions
Article 1: In order to actively prevent and properly handle campus emergencies and protect the legitimate rights and interests of students and schools, the present measures have been formulated in accordance with the "Law of the People's Republic of China on Education", the "Law of the People's Republic of China on the Protection of Minors", "Regulations on the Prevention and Handling of Personal Injuries to Primary and Secondary School Students in Jiangsu Province" and other relevant laws, administrative regulations and relevant provisions. Injury Accident Prevention and Handling Regulations of Jiangsu Province", "Measures for Handling Student Injury Accidents" and other relevant laws, administrative regulations and relevant provisions, the formulation of these measures.
Article 2: These Measures shall be applied to the emergencies occurring in the educational and teaching activities implemented by the school or the off-campus activities organized by the school, as well as in the school buildings, grounds, other educational and teaching facilities, and living facilities for which the school has the responsibility of management.
Article 3: Schools shall provide school buildings, grounds, other educational and teaching facilities and living facilities that meet safety standards.
Article 4: the school shall provide the necessary safety education and self-protection and self-help education for students; shall, in accordance with the provisions of the establishment of a sound safety system, take appropriate management measures to prevent and eliminate the existence of safety hazards in the educational and teaching environment; when an injury occurs, it shall take timely measures to rescue the injured teachers and students.
Article 5: The school shall not assume guardianship over minor students. Students shall consciously abide by the rules and discipline of the school, obey the management of the school, and shall avoid and eliminate the corresponding dangers according to their age, cognitive ability and legal capacity.
Article 6: The school shall take various measures to avoid the occurrence of emergencies as far as possible. After an incident occurs, it shall be handled in a timely and appropriate manner.
Chapter 2: Procedures and Measures for Handling Accidents
Article 7: Procedures and Measures for Handling Accidents Involving Students:
(1) If a student suffers an injury in the classroom, the teacher (class teacher) shall immediately organize to send him/her to the school doctor's office or notify the school doctor to come to deal with the accident; in the absence of the school doctor or if the situation is more serious, the teacher shall report the injury immediately to the grade department, the Student Guidance Office or the school director and send him/her to the school doctor as appropriate. The school nurse is not available or the situation is serious, should immediately report to the grade department, the student guidance office or the school leader and send to the hospital for emergency treatment.
Fractures or more serious conditions, must notify the 120 emergency center professionals to come to carry treatment.
(b) If it is necessary to send to the hospital, the relevant teachers (responsible teachers, class teachers, school nurse, members of the Student Guidance Office) should be organized in a timely manner to send to, and timely notification of the person's parents or other guardians to the hospital to look after.

Article 8: If an accident occurs during an off-campus activity organized by the school, the leader of the team and the teacher should not only rescue the injured person in time, but also contact the public security department, the provider of the activity site and the means of transportation, etc. in time to deal with the accident.
Article 9: In the event of chicken pox, mumps, acute conjunctivitis (pink eye) and other infectious diseases, the classroom teacher and the first person to discover the case should immediately work with the school doctor to organize timely treatment; if the condition is serious, the parents should be notified or personally send the students to the hospital for resuscitation. Relevant places (classrooms, laboratories, etc.) should be stopped immediately and disinfected in a timely manner. Schools should promptly report to the health epidemic prevention department and education authorities, and effectively do a good job of morning inspection.
If a student suffers from a suspected infectious disease at home, the class teacher should remind the parents to bring the child to the Infection Department of the hospital and inform the class teacher of the result of the consultation.
After recovering from an illness, students must report to the school nurse's office with a certificate of recovery from a community healthcare organization and be cleared before entering class.
In the event of food poisoning, food samples need to be retained for inspection and reported promptly to the health epidemic prevention department, the education department, and the public security department as appropriate.
Article 10: In the event of fire or liquefied petroleum gas leakage, water pipe burst and other emergencies, the person concerned and the first discoverer shall immediately organize to extinguish the fire or shut off the valve, and promptly report to the logistic service department or the principal in charge. Logistic service department shall immediately organize repair.
When the situation is critical, the class teacher and teachers should evacuate the students to the safe area in a safe and orderly manner according to the predetermined route.
Article 11: In case of blizzard, ice weather, the janitor and other logistics management personnel should be in time before the students arrive at school, in the organization of clearing the snow on the roads inside and outside the campus; class teachers, members of the offices and the school nurse should be ahead of time to inspect the situation in the school, and to do a good job of safety protection, education of the students, and classroom inspections and so on.
Article 12: Campus construction, should be the principle of safety first. Construction units should use instruments and equipment in line with safety norms and do a good job of protection; student guidance office should work with the grade department and classroom teachers to do a good job of student safety education in a timely manner; logistics service office to strengthen safety patrols, to eliminate campus safety hazards. In case of sudden safety accidents, the school should contact the construction unit and report to the higher education authorities, and if necessary, also report to the safety supervision and other departments. The procedures and methods of treatment for the injured shall be the same as the provisions of Article 7 of these Regulations.
Article 13: In the event that people outside the school impact on the normal teaching order in the school, the janitor and the staff at the scene should do a good job in a timely manner to divert and persuade the work; the situation is serious, it should be immediately reported to the school or to the public security departments; if necessary, the scene should be videotaped and photographed. If the situation is serious or causes significant consequences, the school shall promptly report to the education department and the public security department.
Article 14: other emergencies are handled carefully in accordance with the principles of timely, effective and standardized.
Chapter III of the accident and compensation for damages
Article 15: school accidents, and the school is responsible for the seriousness of the situation, the school's directly responsible for the personnel in charge and other directly responsible personnel, respectively, to give the appropriate administrative sanctions; the responsible person's behavior violates the criminal law, the school actively cooperate with the judicial organs to investigate and deal with.
Article 16: Violation of school discipline, the students responsible for causing student injuries, the school shall be given appropriate sanctions; offenses against the criminal law, the judicial organs shall be investigated for criminal responsibility.
Article 17: Organizations or individuals responsible for accidents causing injuries to students shall, in accordance with the relevant provisions of laws and regulations, bear the corresponding responsibility for damages.
Article 18: In case of student injury accidents caused by teachers or other school staff in the performance of their duties intentionally or through negligence, the school may hold the responsible persons liable for compensation and give them appropriate treatment.
Article 19: The school will give appropriate treatment to the responsible persons for any significant impact caused by the failure to deal with the situation in a timely manner.
Article 20: If a minor student is responsible for a student injury accident, his/her guardian shall be held liable for compensation according to law.
Article 21: If the school is responsible for the student injury accident, according to the size of the responsibility, the school shall pay the appropriate financial compensation, but it will not be responsible for the settlement of household registration, housing, employment and other matters not directly related to the relief of injured teachers and students and compensation for the corresponding economic losses.
Chapter IV Supplementary Provisions
Article 22: The "persons directly responsible for accidents on campus" in these Measures refer to:
(1) If an accident occurs in a classroom (including experimental courses and courses conducted outdoors) due to negligence of duty, the teacher of the course shall be the first one to be responsible for the accident.
(2) Due to negligence, the accident occurred in the special classroom, laboratory, library, warehouse, the special classroom and other management personnel as the first responsible person.
(c) Circuit safety, the electrician is the first responsible person.
Article 23: If the above provisions are contrary to the relevant laws and regulations, national laws and regulations shall prevail.

Three, organization and management

Four, the handling of emergencies
