The Measures for the Graded Management of Hospitals (Draft for Trial Implementation) (Ministry of Health of the People's Republic of China)
Chapter I. General Provisions
Article 1 For the purpose of improving and strengthening the macroscopic management of health care, adjusting and improving the three-tiered medical and preventive system, making full and rational use of health resources, improving the scientific level of hospitals and the quality of health care services, and better safeguarding the health of the people, these Measures are hereby formulated. Services, and hereby formulate these measures.
Second, the establishment of hospital accreditation system. According to the hospital's functions, tasks, facilities, conditions, technical construction, quality of medical services and scientific management of the comprehensive level of hospitals, the implementation of hierarchical management.
Article 3 of the hospital setup and grading, should be in urban and rural health care network to ensure a rational structure and overall function of the principle of unified planning by the health administrative department according to the local government "regional health planning".
Chapter 2: Grading and Classification of Hospitals
Article 4: Hospitals are classified into three levels: primary, secondary and tertiary, according to their functions and tasks:
First-level hospitals: Primary hospitals and health centers that provide preventive, medical and health care services and rehabilitation services directly to the community of a certain population.
Second-level hospitals: regional hospitals that provide comprehensive medical and health services to multiple communities and undertake certain teaching and research tasks.
Tertiary hospitals: regional hospitals that provide high-level specialized medical and health services and perform higher teaching and research tasks to several regions.
Enterprises and public institutions and collective, individual hospitals organized by the level, can be delineated mutatis mutandis.
Article V hospitals at all levels after review, in accordance with the hospital grading and management standards are determined to be A, B, C, three levels, three-level hospitals to add a special level, *** three levels of ten.
Article VI in the planning and guidance of the health administrative department, the first, second and third level hospitals should be established and improved between the two-way referral system and the relationship between the technical guidance level by level.
Chapter III Hospital Accreditation Committee
Article 7 The Hospital Accreditation Committee is a professional organization independently engaged in hospital accreditation under the leadership of the health administrative department at the same level.
Article VIII of the Hospital Accreditation Committee is divided into ministerial-level accreditation committees, provincial accreditation committees, local (municipal) level accreditation committees at three levels.
1. Ministerial Accreditation Committee: organized by the Ministry of Health, is responsible for accreditation of three-level hospitals, the development and revision of hospital grading and management standards and implementation of the program, and the results of the review of the local levels of the necessary spot checks and reviews.
2. Provincial Accreditation Committee: organized by the provincial, autonomous regions and municipalities directly under the Central Health Department (Bureau), responsible for the evaluation of the second and third class A, B, C hospitals (including the second and third class hospitals in the cities under the single-listed plan). 3. Local (city) level review committee: organized by the local (city) Department of Health, responsible for reviewing the first class A, B, C hospitals.
The accreditation committees at all levels shall regularly submit work plans and work reports to the health administrative departments at the same level.
Article IX Accreditation Committee by the same level of health administration to hire experienced hospital management, medical education, clinical, medical technology, nursing and finance and other relevant aspects of the experts composed of a number of its members must be decent style, integrity and fairness, without favoritism, good health, and can personally participate in the assessment work.
The evaluation committee set up an office, responsible for the daily work.
Article X of the evaluation committee at all levels to formulate the constitution, establish and improve the work system. To strictly abide by national laws and regulations relating to honesty, diligence and thrift.
Chapter IV Accreditation Procedures
Article 11 Self-examination declaration. Hospitals at all levels should first self-examination in accordance with the hospital grading and management standards, that meet the standards, fill out the "Hospital Accreditation Application" in several copies, to the appropriate accreditation committee to apply.
Article XII Qualification Assessment. The Accreditation Committee shall conduct a preliminary examination of the hospital's application in a timely manner according to the application form and confirm the eligibility to participate in the accreditation.
Article XIII Appraisal and Inspection. The Hospital Accreditation Committee shall carry out a combination of normal focused spot checks and cycle assessment for the hospitals. The results of the daily appraisal are used as part of the cyclic accreditation. Cyclic accreditation shall be based on the accreditation standards combined with self-reported materials for on-site examination, including listening to reports, discussions with managers, comprehensive inspections, spot checks, retrospective surveys, and reception of internal and external visits to the hospital, etc., and finally take the scoring or mathematical modeling approach to the hospital to make a comprehensive evaluation. During the evaluation process, the hospital shall provide the evaluation committee with all kinds of real information and situations needed.
Article XIV Conclusion of Accreditation. The accreditation committee shall make conclusions on the level and grade of the accredited hospitals and submit an official report to the health administrative department at the same level.
Anyone who declares a third-class hospital shall first be reported to the provincial accreditation committee to pass the accreditation of the third-class hospital, and then the provincial accreditation committee shall decide whether to recommend it to the ministerial accreditation committee to take part in the accreditation of the third-class hospital based on the results of the accreditation.
Article 15 Approval. Based on the report of the accreditation committee and the conclusions of the accreditation, it shall be finalized and approved by the health administrative department at the corresponding level.
The approval authority of hospitals at all levels is as follows:
1. Grade 3 hospitals are approved by the Ministry of Health;
2. Grade 2 and 3 A, B and C hospitals are approved by the health departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government.
3. First-class A, B, C hospitals are approved by the local (municipal) health bureau.
Article XVI Application for review. Hospitals have different opinions on the evaluation conclusions, may within one month of receiving the official notice of the evaluation conclusions to the Accreditation Committee to request a review. Any request for review, must provide sufficient reasons and justifications, the Accreditation Committee to study and report to the same level of health administration department to decide whether to review, the review is limited to one time only.
Article XVII Accreditation Fee. Apply for accreditation (including review) of the hospital, should pay the accreditation fee. Accreditation fee standards by the provinces, autonomous regions, municipalities directly under the Central Health Department reported to the price department for approval.
Revenue from accreditation fees can only be used to carry out hospital accreditation activities and normal expenses.
Article XVIII review cycle. Each accreditation cycle for three years. The hospital shall apply and submit information eighteen months before the end of the accreditation cycle. After receiving the application, the Accreditation Committee shall complete the evaluation three months before the end of the current accreditation cycle.
Chapter V: Results of Accreditation
Article 19: Hospitals that have undergone accreditation shall be issued certificates in a nationally standardized format by the approving authority and the accrediting authority shall announce the results of accreditation on an annual basis.
Article 20 After the implementation of hospital hierarchical management, medical charges shall be differentiated according to the results of the assessment. Each region can be based on the unified deployment of the national price reform, combined with the actual situation in the region, according to the level of hospitals, in the last one or two years can be the first trial of outpatient registration, inpatient bed charges appropriate to pull the grades. Specific adjustments and charges by the provinces, autonomous regions and municipalities directly under the central health, pricing departments.
Article 21 of the Hospital Accreditation Committee at all levels and the health administrative departments of the existence of more problems in the hospital to put forward the views of the deadline for correction or re-assessment of their hospitals for three consecutive years do not declare the assessment or do not meet the basic standards of the hospital. All hospitals are classified as out-of-equality hospitals, and the health administrative departments at the same level will strengthen their management and rectify or even close down the hospitals according to the situation.
Chapter VI Supplementary Provisions
Article 22 Provinces, autonomous regions and municipalities directly under the Central Health Department (Bureau) can be based on these measures to develop implementation details. Do not yet have the conditions to participate in the national hospital review of poor areas, may refer to these measures to develop regional standards and implementation measures, not to participate in the national review.
Article 23 The People's Liberation Army system hospitals, according to the Ministry of Health of the General Logistics Department of the deployment of the implementation of hierarchical management and accreditation.
Article 24 The right to interpret these measures lies with the State Ministry of Health.
