Can Quanzhou cancel foreign motorcycles?

Foreign motorcycles that meet the national compulsory scrapping standards can be deregistered in Quanzhou, while foreign motorcycles that fail to meet the national compulsory scrapping standards need to be deregistered at the vehicle management office where the motor vehicle is registered.

I. According to the Regulations on Motor Vehicle Registration

Section 5? Cancel registration

Article 27 When selling a motor vehicle that meets the national compulsory scrapping standards to a motor vehicle recycling enterprise, the owner of the motor vehicle shall fill in an application form and submit the motor vehicle registration certificate, number plate and driving license. Motor vehicle recycling enterprises shall confirm and disassemble motor vehicles, and issue a certificate of recycling scrapped motor vehicles to the owners of motor vehicles. Scrapped school buses, buses, trucks and other operating vehicles shall be disintegrated under the supervision of the vehicle management office.

A motor vehicle recycling enterprise shall submit an application form, a motor vehicle registration certificate, a license plate, a driving license and a copy of the scrapped motor vehicle recycling certificate to the vehicle management office within seven days after the disintegration of the motor vehicle, and handle the cancellation of registration.

The vehicle management office shall, within one day from the date of acceptance, review the submitted documents and vouchers, recover the motor vehicle registration certificate, license plate and driving license, and issue a cancellation certificate.

Article 28? ? In addition to the circumstances stipulated in Article 27 of these Provisions, if a motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for cancellation of registration:

(1) The motor vehicle is lost;

(two) the motor vehicle is not used in China for some reason;

(3) Due to quality problems.

In any of the following circumstances, the registered motor vehicle shall be deregistered at the vehicle management office:

(a) the motor vehicle registration is revoked according to law;

(two) motor vehicles that meet the national compulsory scrapping standards shall be confiscated and compulsory scrapping according to law.

In case of any of the circumstances specified in Items (2) and (3) of the first paragraph of this article, the owner of a motor vehicle shall deal with the road traffic safety violations and traffic accidents involving the vehicle before applying for cancellation of registration.

Second, according to the Regulations on Compulsory Scrapping of Motor Vehicles

Article 4 A registered motor vehicle shall be scrapped under any of the following circumstances, and the owner of the motor vehicle shall sell the motor vehicle to the scrapped motor vehicle recycling and dismantling enterprise. By the scrapped motor vehicle recycling and dismantling enterprises in accordance with the provisions of the registration, dismantling, destruction and other processing, and the scrapped motor vehicle registration certificate, license plate, driving license to the traffic management department of the public security organ cancellation:

(1) Having reached the service life specified in Article 5 of these Provisions;

(two) after repair and adjustment, it still does not meet the relevant requirements of the national standards for motor vehicle safety technology in use;

(three) after the repair and adjustment or the use of control technology, the discharge of pollutants or noise into the atmosphere still does not meet the relevant requirements of the national standards for motor vehicles in use;

(four) after the expiration of the inspection period, the motor vehicle inspection mark has not been obtained within three consecutive motor vehicle inspection cycles.

Article 5 The service life of various types of motor vehicles is as follows:

(a) the use of small and micro taxis for 8 years, medium taxis for 10 years, and large taxis for 12 years;

(2) The leased passenger car has been used for 15 years;

(3) Use of small passenger cars 10 years, use of medium passenger cars 12 years and use of large passenger cars 15 years;

(4) The bus has been used for 13 years;

(5) Other small and micro buses are used 10 years, and large and medium buses are used 15 years;

(6) The service life of the special school bus is 15 years;

(seven) large and medium-sized non-operating buses (except large cars) for 20 years;

(8) Three-wheeled vehicles and low-speed trucks equipped with single-cylinder engines have been used for 9 years, and other trucks (including semi-trailer tractors and full-trailer tractors) have been used for 15 years;

(9) The service life of special operation vehicles with freight function is 15 years, and the service life of special operation vehicles without freight function is 30 years;

(10) Full trailers and dangerous goods transport semi-trailers are used 10 years, container semi-trailers are used for 20 years, and other semi-trailers are used 15 years;

(eleven) motorcycle use 12 years, other motorcycles use 13 years.

For small and micro taxi passenger cars (except pure electric vehicles) and motorcycles, the relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in light of local actual conditions, formulate regulations that are stricter than the above-mentioned service life, but the service life of small and micro taxi passenger cars shall not be less than 6 years, three-wheeled motorcycles shall not be less than1year, and other motorcycles shall not be less than1year.

Small and micro non-operating passenger cars, large non-operating cars and wheeled special mechanical cars have no service life limit.

The starting date of the service life of the motor vehicle shall be calculated according to the registration date, but if the registration formalities have not been completed for more than 2 years since the date of delivery, it shall be calculated according to the date of delivery.
