Chapter 6 of the Emergency Response and Rescue Management Rules for Civil Transportation Airports: Emergency Response and Rescue Disposition and Basic Requirements

Article 36 In the event of an emergency, the unit that learns of the incident at the first time shall immediately report the situation of the emergency to the command center in accordance with the reporting procedures of the airport emergency rescue plan.

After the occurrence of an emergency incident, the airport management organization shall report the basic situation of the emergency incident to the local people's government and the civil aviation administration within the shortest possible time.

After receiving the report of emergencies occurring at the airport, the civil aviation management department should immediately report to the higher authorities in accordance with the type, severity, and scope of influence of the incident and the department's emergency rescue plan, step by step, up to the Civil Aviation Administration's emergency response department. At the same time, active measures should be taken quickly to coordinate and help airport management agencies to deal with emergencies.

Article 37 The airport emergency response and rescue commander-in-chief or his authorized person shall timely and accurately release relevant information. The release of information on emergencies should be conducive to the rescue work. Other units involved in the emergency rescue can release information about the work of their own units, but shall not release information that may hinder the emergency rescue work.

Article 38 In the event of an emergency, the command center shall, in accordance with the notification procedures of the emergency rescue plan, promptly notify the relevant units of the basic situation of the emergency, the notification content should be simple and clear.

Article 39 After the occurrence of an emergency, the airport emergency rescue and disposal work shall be under the unified command of the commander-in-chief, by the firefighting, public security, medical and other on-site units in their respective units within the scope of responsibility to exercise sub-command, under special circumstances, the commander-in-chief may authorize the support unit to exercise sub-command.

The implementation of emergency rescue, the airport emergency rescue commander in chief or his authorization shall be subordinate to the local people's government leadership and its emergency response department of the command, and according to the local people's government leadership and its emergency response department of the requirements and commands, the transfer of command to the time period, the region.

In the event of an emergency incident in which the emergency rescue level specified in Article 8 of these rules is emergency dispatch, the airport management agency shall form an emergency rescue site command in the shortest possible time, with the airport's chief director of emergency rescue or the person authorized by him acting as the on-site conductor, and unify the rescue actions of the various rescue units at the scene of the emergency under the overall rescue action intent of the chief director.

After the occurrence of emergencies with fire, the commander-in-chief may authorize the firefighting commander to act as the on-site commander of emergency rescue.

Article 40 After the occurrence of emergencies and in the implementation of emergency rescue, such as the need for support units outside the airport to participate in rescue work, should be proposed by the corresponding rescue units within the airport needs and programs, approved by the commander-in-chief to notify the support units to come to the support, in case of emergencies, but also to notify the support units to arrive at the assembly location, and then reported to the commander-in-chief, the commander-in-chief agreed to participate in the rescue work.

Article 41 of the aircraft involved in the air emergencies require emergency landing, the air traffic management department in accordance with the corresponding emergency rescue plan to assist the landing of the aircraft.

Article 42 When the emergency rescue response level specified in Article 8 of these rules for the emergency assembly standby, the rescue units of personnel and vehicles and equipment should be quickly in accordance with the requirements of the emergency rescue plan to the designated assembly location to concentrate on standby, and immediately report to the command center, without authorization, may not leave the assembly location, ready to put into the rescue operation.

Article 43 When an emergency occurs, vehicles and pedestrians traveling in the airport should avoid participating in the rescue vehicles, emergency rescue vehicles in order to ensure the safety of the conditions, may not be subject to the speed limitations of the vehicles in the airport. In obedience to the on-site traffic police under the direction of the rescue vehicles can drive away from the specified lanes.

The vehicles and personnel participating in the emergency rescue need to enter the runway, taxiway and instrument landing system sensitive areas in operation, should be through the command center to obtain the consent of the air traffic management department before entering.

Airport management organizations shall establish special procedures to ensure the smooth and timely arrival of foreign rescue vehicles and personnel at the accident site.

Article 44 In case of emergency rescue, when it is necessary to spray foam fire extinguishing agent on the runway, the minimum level of fire rescue level that the airport shall maintain shall not be reduced as a result.

Article 45 In the case of emergency rescue, the casualty relief area and parking area shall be promptly delineated in a safe location upwind of the incident site with easy access, and marked with obvious signs. The said areas shall be adequately illuminated at night.

Article 46 When an aircraft is threatened by hijacking or explosives, the airport tower controllers shall actively cooperate with the command center to take effective measures to guide the aircraft to the isolation position.

Article 47 When implementing emergency rescue work, the personnel involved in the rescue shall protect the scene of the emergency as much as possible.

In the emergency rescue of aircraft accidents, before the accident investigation team enters the scene, they shall avoid moving any aircraft wreckage, scattered materials and remains of the victims as far as possible. If it is necessary to move the aircraft wreckage, debris, or remains of the victims, photographs and video recordings should be taken and, if possible, sketches should be made to indicate the state and location of the wreckage before it is moved. At the same time, if possible, tags should be affixed to the moved objects and remains and a stake with the appropriate tag should be fixed in its original position. A record of all tags issued shall be properly maintained.

Any instrumentation and operating components in the cockpit of an aircraft involved in an accident shall be photographed or videotaped, and if possible mapped and detailed records made, before being moved.

Article 48 of the implementation of emergency rescue work, in order to ensure the normal conduct of rescue work, the airport public security organs should be set up in a timely manner at the scene of the accident cordon, any non-rescue personnel to enter the scene of the accident need to be approved by the commander-in-chief or his authorized person.

Article 49 After the fire-fighting and rescue work at the scene of emergency rescue is completed, if the damaged aircraft affects the normal and safe operation of the airport, the airport authority shall cooperate with the operator of the aircraft in question or his agent to remove the damaged aircraft promptly.

Responsibility for the removal of the disabled aircraft shall be borne by the aircraft operator or his agent, and the specific removal work shall be carried out in accordance with the negotiation between the aircraft operator or his agent and the airport authority.

The removal of the damaged aircraft shall be approved by the head of the accident investigation team.

Article 50 After the completion of the emergency rescue work, the leading group of the airport emergency rescue work or its authorized units or departments shall promptly convene all the units involved in the emergency rescue work to conduct a comprehensive summary of the emergency rescue work, the exposure of the emergency response plan for emergency response and rescue of unreasonable parts and defects to study and analyze and modify the perfect, at the end of the emergency rescue work within 60 days, the revised emergency rescue work shall be submitted to the airport management agency within 60 days. Within 60 days of the end of the emergency rescue work, the revised emergency rescue plan in accordance with the requirements of the "Civil Airport Use Permit Regulations" for approval, issued and implemented.

The airport management agency shall, within 30 days after the end of each emergency rescue work responding to the emergency dispatch level stipulated in Article 8(3) of these rules, report the summary of such emergency rescue work to the regional administration of civil aviation in the place where it is located.

Article 51 In the accident investigation agency to investigate the accident, the airport management agencies and the units involved in emergency rescue shall cooperate with the accident investigation agency's investigation, and truthfully introduce the accident investigation team to the accident scene.
