Chapter I General Principles Article 1 In order to standardize and strengthen the work of medical assistance, according to the State Council's "Interim Measures for Social Assistance" and other provisions, the formulation of these measures. Article 3 Medical assistance shall follow the principles of supporting the bottom line, integrating and connecting, openness and fairness, efficiency and convenience. Article 4 civil affairs departments are responsible for the specific management of medical assistance.

Human resources and social security departments are responsible for basic medical insurance, major medical insurance system and medical assistance system.

Health and family planning departments are responsible for the supervision and management of the medical service behavior of designated medical service institutions, with the civil affairs departments to do a good job of medical assistance "one-stop" instant settlement.

Financial departments and auditing authorities are responsible for the supervision of medical assistance funds. Article 5 to encourage social forces to carry out medical assistance to residents in need. Chapter II Objects of assistance Article 6 The following residents with household registration in the autonomous region can apply for medical assistance:

(1) special hardship dependents;

(2) the minimum subsistence guarantee recipients;

(3) orphans;

(4) elderly low-income elderly;

(5) low-income households with severe disabilities;

(1) medical expenses incurred due to crime, suicide, self-mutilation, fights and brawls, alcoholism, drug addiction, etc.

(3) expenses incurred due to dental implants, plastic surgery, orthopedics, prescription glasses, etc.

(4) expenses incurred due to pre-marital check-ups, health care, purchase of nourishing drugs, etc.

(e) Expenses incurred for the use of medicines, medical consumables and self-paid diagnostic and therapeutic items other than those listed in the basic medical insurance catalog;

(g) Those who have a person legally obligated to provide alimony, fostering or support, and who has the legal ability to bear his/her medical expenses;

(h) Those who are not able to bear their medical expenses.

(viii) If the applicant and his/her family members living with him/her own more than two commercial houses under his/her name (except for resettlement houses and affordable houses compensated for demolition and relocation or shantytown renovation);

(ix) If the applicant and his/her family members living with him/her own a motorized vehicle (for persons with disabilities) for daily use; and The applicant and his/her family members living with him/her own motor vehicles for living (except for motor vehicles used for functional compensation and ordinary two-wheeled motorcycles) and other high-grade consumer goods that are not necessary for living. Article 8 Medical assistance shall be provided in the form of subsidies for urban and rural residents' basic medical insurance premiums, subsidies for outpatient major illnesses, subsidies for hospitalization, and subsidies for hospitalization for serious illnesses. Article 9 the special hardship to support persons, the minimum subsistence guarantee recipients, orphans, elderly low-income elderly, low-income families with severe disabilities and key privileged objects to participate in the urban and rural residents of the basic medical insurance, the civil affairs departments of the counties (cities and districts) in which the household registration shall subsidize their individual contributions. Article 10: Special-needs dependent persons, recipients of the minimum subsistence guarantee, orphans, and senior low-income elderly persons shall be given subsidies in accordance with the following standards for the treatment of outpatient major illnesses at designated medical institutions in the autonomous regions, after deducting the portion paid by various types of medical insurance and the price of non-medicare medicines:

(1) Special-needs dependent persons and orphans shall be given a ninety-percent subsidy, with the cumulative total of the subsidy not exceeding 3,000 yuan per year per person;<

(2) the minimum subsistence guarantee recipients and the elderly of high age and low income are given a fifty percent subsidy, with a cumulative total of no more than two thousand yuan per person per year. Article 11: If a special hardship recipient, a minimum subsistence-guaranteed recipient, an orphan, a senior low-income elderly person, a severely disabled person from a low-income family, or a key privileged object is hospitalized in a designated medical institution in the autonomous region, the total hospitalization cost, after deducting the portion paid by various types of medical insurance, the portion reimbursed by the key privileged medical subsidy, and the price of non-medicare medicines, shall be subsidized in accordance with the following standards, with the cumulative total of such costs not exceeding 30,000 yuan per year per person. The total amount per person per year shall not exceed 30,000 yuan:

(1) Ninety percent of the subsidies shall be given to special hardship dependents and orphans;

(2) Seventy percent of the subsidies shall be given to the minimum subsistence guarantee recipients, low-income families with severe disabilities, the elderly with low income, and the key preferential benefits recipients. Article 12 The aid recipients stipulated in Article 6 of these Measures suffer from serious diseases, and if the total annual hospitalization expenses exceed the annual disposable income of the family, after deducting the portion paid by various types of medical insurance, the portion paid by civil affairs medical aid and the price of non-medical insurance medicines, the residual expenses shall be subsidized in accordance with the following standards, and each person shall be given aid once a year, with the maximum amount of subsidy not exceeding eighty thousand yuan:
