The main responsibilities of the Council are:

Article 9 The Patriotic Health Committee implements the system of division of labor among member units. The member units shall perform the following main duties in patriotic health work in accordance with the relevant provisions of the state and the province:

(7) The department in charge of water conservancy is responsible for the supervision and management of water resource protection, the construction of rural drinking water projects, and the cleaning of rural rivers and streams;

Article 10: The offices of the Patriotic Health Committee at or above the county level shall be located in the competent health department at the same level, and shall specifically undertake the day-to-day work of the Patriotic Health Committee, and shall be equipped with staff members appropriate to their duties.

Article 11 State organs, social organizations, enterprises and institutions, residents' committees, villagers' committees shall, in accordance with the actual situation, set up patriotic health organizations or determine the staff, and do a good job of patriotic hygiene work in their units and regions.

Article 17 The people's governments at the county level shall establish and improve the management system of rural drinking water projects, develop management systems, clear responsibility for the main body and its management duties.

Township people's governments, street offices, village committees and social investment in the construction of drinking water project management units, should be within their respective areas of responsibility to determine the specialists to do a good job in the rural drinking water project operation and maintenance and management work, the implementation of rural drinking water sanitation and management measures.

New construction, reconstruction, expansion of rural drinking water projects should be in accordance with relevant national and provincial regulations for hygiene evaluation.

Article 18 of the people's governments at or above the county level, the competent health department shall establish and improve the health of drinking water quality monitoring system, improve the monitoring network, regular monitoring of drinking water quality health, water quality health monitoring information published on the centralized water supply units and secondary water supply health supervision.

Centralized water supply units in urban and rural areas should be equipped with water purification and disinfection facilities, water quality inspection and testing equipment and personnel, the water quality of the daily inspection, inspection and analysis reports summarized in accordance with the provisions of the relevant authorities.

Proprietary units, water supply enterprises should be in accordance with relevant national norms, regular cleaning and disinfection of drinking water secondary water supply facilities.

Article 19 The people's governments at or above the county level shall formulate and implement rural toilet planning and annual work plan, put forward the objectives and requirements of the toilet, clarify the responsibilities of the relevant departments, co-ordinate the arrangement of the project, and the people's governments of the next level of the implementation of the rural toilet plan for assessment and supervision.

The Ai Wei Hui is responsible for coordinating, guiding and supervising the departments of agriculture and rural work, agriculture, finance, health, construction, and land and resources in fulfilling their responsibilities for rural latrine conversion.

The township people's governments, street offices, and villagers' committees are responsible for the specific implementation of rural latrines.

Article 20 The household toilet in rural housing shall meet the standards and requirements of harmless treatment and other provisions. Sanitary household toilets in new housing shall be designed and constructed at the same time as the housing; housing that has been built without sanitary household toilets or household toilets that do not meet the standard requirements shall be constructed or renovated.

Township people's governments, street offices, village committees should be based on the distribution of the population to build sanitary latrines, to determine the person responsible for the maintenance and management, to keep the latrines clean and sanitary.

Article 21 The people's governments at or above the county level shall strengthen the urban and rural living garbage collection and disposal facilities, and implement the rural living garbage collection, village collection, township transfer, county (city, district), and gradually implement the classification of urban and rural living garbage placement, disposal.

Township people's governments, street offices, villagers' committees should be organized to do a good job in the construction and management of rural household garbage collection and disposal facilities, the implementation of special cleaning staff; villagers' committees can formulate village rules and regulations, organizations and villagers to participate in yard hygiene and public welfare hygiene activities, to keep yards and villages clean and hygienic.

Sweeping, collecting, transporting and disposing of urban and rural garbage, in accordance with national and provincial laws and regulations relating to the prevention and control of solid waste pollution, urban amenities and environmental health management.

Article 22 The people's governments at or above the county level, environmental protection, construction and other departments shall strengthen the construction of urban and rural sewage treatment facilities, promote the establishment of sewage treatment systems in rural areas in accordance with local conditions, and take the town sewage treatment pipeline network to the rural areas of the extension of the way to improve urban and rural sewage treatment capacity.

Township people's governments and street offices are responsible for organizing and implementing vector-biological prevention and control work within their jurisdiction.

Disease prevention and control organizations shall strengthen the monitoring of the density of rats, flies, mosquitoes, cockroaches and other vector organisms, provide technical guidance on prevention and control, and evaluate the effectiveness of prevention and control.

Article 27 State organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall implement preventive and control measures for disease vector organisms, and control the density of disease vector organisms within the standards set by the state and the province.

Subdivision of public **** places, public facilities for the prevention and control of disease vector organisms by the residents' committee to supervise the implementation of property service enterprises shall cooperate.

Residents should do a good job of preventive control of vectors in their homes.

Article 28 hospitals, schools, hotels, restaurants, canteens, parks and other places where people gather, grain depots, food production and management, farmers markets, construction sites, waste collection stations, public **** toilets, sewers, garbage transfer stations, garbage dumps, and other places prone to inviting or breeding vector organisms, shall establish and improve the vector biological prevention and control system, set up vector biological Prevention, killing facilities, the implementation of specialized personnel responsible for vector biological prevention and control work.

Article 29 prevention and control of vector organisms should be consistent with national and provincial technical standards and operating procedures to protect personal safety, to avoid and reduce environmental pollution.

The production, operation, storage, use of vector-borne biological drugs shall comply with the pesticide management, safety management of hazardous chemicals and other regulations.

Article 30 of the units engaged in vector biological prevention and control services shall, within five working days from the date of receipt of business license, to the municipal, county (city) health department for the record.

To accept the entrusted vector biological prevention and control services unit, shall enter into a service contract with the principal, the use of drugs, service quality, safety responsibilities and other content.

Vector prevention and control practitioners should be trained and qualified, with the appropriate knowledge and skills. Article 32 State organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall, in accordance with the requirements of the national and provincial norms for health promotion and education work, take various forms to carry out health promotion and education work.

Medical and health institutions shall strengthen the prevention and treatment of infectious diseases, chronic non-communicable diseases, accidental injuries, addictive behaviors and other knowledge and skills training, publicity.

Enterprises should provide targeted health training for management and operating personnel to reduce and control occupational injuries, occupational diseases and related illnesses.

Schools should offer health education courses to strengthen the knowledge of healthy behavior and lifestyle, disease prevention, mental health, growth and puberty health care, safety emergency and risk avoidance, and cultivate students' healthy and good behavior.

Article 33 Citizens shall learn health knowledge and skills, develop a healthy and civilized way of life, abide by the code of hygienic behavior and public **** environmental hygiene regulations, and shall not spit, defecate, litter fruit peels, confetti, cigarette butts, wrappers, littering, feces, sewage, and other behaviors affecting the environmental hygiene of the public **** in public **** places.

Citizens keeping pets should comply with the relevant management regulations, to prevent pets from harming others, affecting the lives of others, polluting the public **** environment, and do a good job in the prevention and control of epidemics of pets.

Article 34 The press, radio, television, news websites and other media shall set up health education columns, public health advertisements, to carry out a variety of forms of health knowledge and health education; in the epidemic of infectious diseases or public **** health emergencies during the public health, shall correctly guide public opinion on health prevention and treatment of disease, with a good job of related health education, and to promote the prevention and control of disease work Effective development.

State organs, hospitals, schools, etc. should do a good job of controlling smoking, and participate in the activities organized by the Aiwei to create smoke-free units.

Article 36 The AIHWS is responsible for the coordination and supervision and inspection of health promotion and education, and mobilizes state organs, social organizations, enterprises and institutions, and citizens to participate in health promotion and education initiatives. Article 38 encourages citizens, legal persons and other organizations to subsidize and donate to patriotic health work. Funding, donations and goods shall be used exclusively for patriotic hygiene work, and shall not be diverted for other purposes.

Article 47 violation of the provisions of the third paragraph of Article 17 of these regulations, the new construction, alteration, expansion of rural drinking water projects without hygienic evaluation, by the people's governments at or above the county level, the competent department of health ordered to make corrections within a specified period of time; failure to make corrections after the expiration of the deadline, shall be sentenced to a fine of more than 5,000 yuan of less than 30,000 yuan.

Article 48 violation of the provisions of this regulation, one of the following acts, by the people's governments at or above the county level, the competent department of health ordered to make corrections within a specified period of time; failing to do so, shall be punished in accordance with the following provisions:

(a) not in accordance with the requirements of effective preventive and control measures, resulting in the density of vector organisms exceeding the range of the national and provincial standards, shall be sentenced to more than one thousand yuan to less than five thousand yuan fine;

(b) vector biological prevention and control of key places are not set up to prevent, extermination facilities, the penalty of more than 3,000 yuan of 10,000 yuan;

(c) engaged in vector biological prevention and control services to carry out preventive and control of vector organisms, does not comply with the provisions of the technical standards and operating procedures, the penalty of more than 2,000 yuan of 10,000 yuan of fines;

(d) engaged in vector biological prevention and control services do not comply with the provisions of the technical standards and operating procedures;

(d) engage in vector (D) the unit engaged in vector prevention and control services do not comply with the provisions of the filing procedures, a fine of two thousand yuan;

(E) engaged in vector prevention and control services to employ unqualified personnel to engage in vector prevention and control operations, the penalty of two thousand yuan or more than 20,000 yuan fine.

Article 49 Violation of the provisions of Article 40, paragraph 2 of these Regulations, the unit of health is not up to standard, by the people's governments at or above the county level, the competent department of health shall order a limited period of time to manage; overdue or after the management of the standard is still not up to standard, be given a warning, and may be imposed on more than 1,000 yuan of 10,000 yuan of fines.

Article 50 The staff of the Sanitation Commission and its member units in the patriotic hygiene work of abuse of power, dereliction of duty, favoritism and malpractice, by their units or in accordance with the management authority by the competent authorities shall be given administrative sanctions according to law; constitutes a crime, shall be investigated for criminal responsibility.
