If there are other provisions in laws and regulations regarding the use safety management of military houses, houses for religious activities, buildings under cultural relic protection, and ancient buildings, and the use safety management of houses used as facilities of production and operation units, such provisions shall prevail.

House fire protection, earthquake resistance, lightning protection safety, and the use safety management of facilities and equipment such as elevators, power supply, water supply, and gas supply shall be implemented in accordance with relevant laws and regulations. Article 3: Building safety management follows the principles of territorial management, comprehensive management, giving priority to prevention, combining prevention and control, and ensuring safety. Article 4 The Municipal People's Government shall be responsible for the unified leadership of the city's housing safety management work and overall coordination of the housing safety management work.

The county-level city (district) people's government is responsible for the leadership and comprehensive coordination of housing safety management within its own administrative region, and organizes and handles housing safety emergencies.

The town people's government and sub-district offices should establish a regular and grid-based inspection system for house safety, and assist and cooperate with the people's government at the higher level and relevant departments to organize and implement hazardous house management and emergency response. The town people's government and sub-district offices can carry out house safety inspections by purchasing public services and forming professional inspection teams.

The development zone (park) management agency shall, in accordance with the responsibilities prescribed by the municipal and county-level city (district) people's governments, do a good job in the safety management of housing use in the area.

The municipal and county-level city (district) people's governments should organize city appearance administration (urban management), planning and other departments as well as town people's governments and sub-district offices to promptly dispose of illegal buildings in use in accordance with the law and eliminate potential safety hazards . Article 5 The municipal and county-level city (district) housing and urban-rural development departments are the administrative departments responsible for the safety management of housing within their respective administrative regions, and may entrust housing safety management agencies and termite prevention and control management agencies to be specifically responsible for corresponding daily affairs.

The municipal housing and urban-rural development department is responsible for the unified guidance and comprehensive supervision and management of housing safety within the administrative region of this city.

The housing and urban-rural development departments of county-level cities (districts) are responsible for the supervision and management of housing safety within their respective administrative areas, the implementation of safety administrative licensing for housing structural modifications, and the prevention and investigation of behaviors that endanger housing safety. Article 6: Planning, land and resources, finance, city appearance and municipal administration (urban management), public security, fire protection, market supervision and management and other departments shall, in accordance with their respective responsibilities, do a good job in building safety management and implement special supervision and management.

Departments of education, health and family planning, culture, radio, television, news and publishing, sports, transportation, tourism, gardens and greening, market supervision and management, commerce, civil affairs, ethnic and religious affairs and other departments should, in accordance with their respective responsibilities, supervise schools, medical House owners and management units of public places such as health institutions, cultural and sports venues, stations, scenic spots, shopping malls, hotels, restaurants, bazaars, elderly care services institutions, child welfare institutions, religious activity venues, etc. shall conduct regular house safety inspections. Encourage units and individuals to participate in activities such as publicity and education on housing safety through volunteer services and other forms, and cooperate with the management of housing safety. Article 9: Any unit or individual has the right to complain or report violations of these regulations.

Units and individuals that have made outstanding achievements in building safety management shall be commended and rewarded by the municipal, county-level city (district) people's government or the housing and urban-rural development department. Chapter 2 Responsibility for House Safety Article 10 The owner of the house is the person responsible for the safety of the house.

If the house is owned by the state or collective, its management unit is the person responsible for the safety of the house.

If the whereabouts of the house owner are unknown or the ownership of the house is unclear, the user of the house shall first bear the responsibility for the safety of the house; if there is no user of the house, the management unit shall first bear the responsibility for the safety of the house. Article 11 The person responsible for the safety of the house shall bear the following responsibilities for the safety of the house:

(1) Use the house reasonably or supervise the user's use of the house;

(2) Implement the house in accordance with the regulations Renovation and renovation;

(3) Termite eradication and control;

(4) Entrusting house safety appraisal in accordance with regulations;
