The Metrology and Verification Institute said the charges were legal.
Relevant regulations on measurement verification fees:
1. For verified measuring instruments, regardless of whether they are qualified or not, the unit being verified shall pay verification fees. If a measuring instrument that has failed to pass the verification is repaired by the verification agency and a repair fee has been charged, the verification fee shall not be charged for re-verification.
2. If on-site verification is carried out according to actual needs, the inspected unit shall provide the relevant conditions such as the place, environmental conditions, transportation means, and auxiliary personnel that meet the needs of the verification, and bear the travel expenses and verification expenses of the verification personnel. Equipment transportation fees, transportation insurance premiums and other related expenses (both parties can sign relevant agreements).
3. If the user of measuring instruments fails to submit for inspection according to the periodic plan arranged by the statutory metrology and verification agency without force majeure, the verification agency will charge an additional 20% verification fee on the basis of the verification charging standard.
4. For measuring instruments that have been included in the periodic calibration plan, if the calibration agency delays the calibration deadline specified by the local metrological administrative department, the unit submitting the instrument has the right to request timely arrangement for calibration and be exempted from paying part or all of the calibration fee.
(1) 30% of the verification fee will be waived if it is delayed for 1-15 working days; 50% of the verification fee will be waived if it is delayed for 16-25 working days;
(3) If the delay is more than 25 working days, the entire verification fee will be exempted;
(4) If the delay is more than 70 working days, a compensation of 2 times the verification fee will be sent for inspection. Unit;
(5) For measuring instruments that need to be repaired, the repair time shall be negotiated by both parties and will not be limited by the verification period;
(6) The verification agency failed to meet the deadline due to force majeure reasons. After the verification is completed and verified by the relevant departments, it is not subject to the above relevant regulations, but the unit submitting the inspection should be notified in a timely manner.
5. If the unit submitting for inspection requires the production of test data other than those stipulated in the verification regulations, an additional 20% verification fee will be charged on the basis of the charging standard with the approval of the verification agency.
6. The verification fee includes the verification certificate fee. If the calibration certificate is lost and requires a reissue, a written application should be made and the certificate can be reissued after verification by the original calibration agency. Since the relevant content and data in the reissued certificate require re-searching the original information, verifying and calculating the verification data, a handling fee will be charged, and the standard handling fee is 150 yuan.
7. The unit submitting for inspection shall pay the verification fee and receive the measuring instruments within 30 days from the date of receipt of the notification from the verification agency. Those who fail to collect after the expiration date will be charged a daily storage fee of 2% of the verification fee; if it exceeds 60 days, an additional daily storage fee of 4% of the verification fee will be charged; those who do not collect for more than 6 months will be deemed to have no owner.
8. The arbitration verification fee shall not exceed twice the measurement verification fee standard. Calibration and testing charges shall be negotiated and agreed upon by both the calibration institution and the unit using the measuring instrument.
