(a) Guiding ideology.
Adhering to the basic requirements of people-oriented, respect for nature, integrated and balanced, based on the current, focusing on the long term, fully drawing on the successful experience of recovery and reconstruction after the Lushan Earthquake, carry forward the spirit of self-reliance, hard work, innovative institutional mechanisms, the recovery and reconstruction and ecological restoration, urbanization, new rural construction, poverty alleviation and development, "blood transfusion" and "blood creation" combined. Combining "blood transfusion" and "blood creation", prioritizing the solution of the most urgent problems that the affected people are most concerned about and demand, scientific assessment, scientific planning, scientific reconstruction, and striving to make the recovery and reconstruction and economic and social development of the disaster-stricken areas to have a new level of enhancement.
(ii) Basic principles.
Referring to the policy measures of recovery and reconstruction after the Lushan Earthquake, supporting the recovery and reconstruction after the Ludian Earthquake, according to the actual situation of the affected areas belonging to the concentrated and contiguous areas with special difficulties, the central government has increased the support, and is striving to get the maximum benefit and the best effect of the recovery and reconstruction after the disaster.
First, the central coordination, the total package. According to the scale of disaster damage, post-disaster recovery and reconstruction needs and local financial resources, donor funds, etc., the existing financial resources for post-disaster recovery and reconstruction, the local implementation of the total amount of dry, while the integrated use of various policies, so that the policy arrangements, funding and reconstruction planning to link up with each other, and complement each other.
The second is to emphasize the key points and take into account the general. Focusing on supporting the restoration and reconstruction of housing, public **** services, geological disaster prevention and control, infrastructure and industry in severely affected areas, and taking into account the repair and reconstruction of damaged housing for urban and rural residents in general affected areas.

Carrying forward the great spirit of earthquake relief, combining state support, social assistance, mass mutual aid and self-help, giving full play to the role of local governments and the main body of the masses, fully mobilizing the market and social forces, and striving to form a post-disaster restoration and reconstruction of the synergy.
Fourth, careful budgeting and focus on effectiveness. The integrated implementation of various policies and measures, rationalize the arrangement of various types of funds, innovative institutions and mechanisms and ideas and methods, the money on the knife edge, do not engage in ultra-national conditions, super-standard construction, to ensure that the maximum benefit. Strengthen the supervision and inspection of all aspects of the use of funds for post-disaster recovery and reconstruction to ensure that the funds are used in a rational and compliant manner.
The main policies
(a) Coordinate the arrangement of funds for post-disaster recovery and reconstruction.
In accordance with the standard of subsidized funds for post-disaster recovery and reconstruction of the Lushan Earthquake, and taking into account the actual situation of the Ludian Earthquake-affected areas, the central financial arrangements for post-disaster recovery and reconstruction of the Ludian Earthquake subsidies, lump sums to the localities, and the use of integrated arrangements by Yunnan Province. The Ministry of Finance to develop the management of subsidies to ensure the safe, standardized and effective use of funds.
Yunnan Province should focus its financial resources on post-disaster recovery and reconstruction by adjusting its expenditure structure. Various types of donor funds should be unified into the post-disaster recovery and reconstruction planning, by the Yunnan Province to coordinate arrangements for post-disaster recovery and reconstruction. Guide the Red Cross and charitable associations and other public welfare social groups will accept the donation funds to recognize the construction or construction of reconstruction planning within the project. The funds for post-disaster recovery and reconstruction will be raised through various channels, including bank loans and self-financing by residents and enterprises.
(2) Tax policy.
1. Reduce the tax burden on enterprises.
(1) Enterprises that have suffered serious losses in severely affected areas will be exempted from enterprise income tax for the year in which the post-disaster recovery and reconstruction period takes place. Enterprises in disaster-stricken areas are exempted from enterprise income tax on payments and materials for earthquake relief and post-disaster restoration and reconstruction obtained through public welfare organizations, people's governments and their departments at or above the county level, as well as on tax exemptions and surcharges provided for in tax laws and regulations and approved by the State Council. Rural credit unions in disaster-stricken areas shall be exempted from enterprise income tax within five years.
(2) Enterprises and units in the disaster-stricken areas or those supporting the reconstruction of the disaster-stricken areas shall be given preferential import tax rates for importing bulk materials and equipment that cannot be supplied domestically and are directly used for post-disaster restoration and reconstruction within three years.
2. Reduce the tax burden on individuals. Individuals in the disaster-stricken areas are exempted from personal income tax on donations they receive, on relief payments they obtain from governments at all levels, and on subsidized income related to earthquake relief obtained by front-line personnel involved in earthquake relief in accordance with the standards set by local governments at all levels and their departments.
3. Supporting the restoration and reconstruction of infrastructure, houses and buildings.
(1) The land used for the construction of residential houses organized by the government for the disaster-stricken residents is exempted from urban land-use tax, and land value-added tax is exempted when it is transferred.
(2) For the arable land occupied by farmers who rebuilt houses that collapsed due to the earthquake, the portion of arable land within the prescribed standards is exempted from the arable land occupation tax.
(3) For the construction of residential housing organized by the government, the stamp duty is exempted on the construction engineering survey and design contract, construction and installation engineering contract, property right transfer document and housing lease contract signed.
(4) The deed tax is exempted for the purchase of residential housing by disaster-stricken residents, and the deed tax is no longer levied on residential housing damaged by the earthquake for which the deed tax should have been paid but has not been paid.
(5) With the approval of the People's Government of Yunnan Province, the property and land damaged by the disaster and appraised by the relevant departments shall be exempted from property tax and urban land use tax for the year in which the post-disaster recovery and reconstruction period takes place. The tax paid by the taxpayers approved for tax exemption can be deducted from the tax payable in the subsequent years.
4. Encourage all sectors of society to support earthquake relief and post-disaster restoration and reconstruction.
(1) Units and individual operators who donate self-produced, commissioned or purchased goods to disaster-stricken areas through public welfare organizations, people's governments at or above the county level and their departments are exempted from value-added tax (VAT), urban maintenance and construction tax, and surcharges on education fees.
(2) Donations made by enterprises and individuals to disaster-stricken areas through public welfare social organizations, people's governments at or above the county level and their departments are allowed to be fully deducted before the enterprise income tax of the current year and before the individual income tax of the current year.
(3) Stamp duty is exempted on documents for the transfer of property rights issued by property owners who donate their property (articles) directly or through public welfare organizations, people's governments at or above the county level and their departments to the disaster-stricken areas or the disaster-stricken residents.
(4) Newly purchased special vehicles that are specially used for earthquake relief and post-disaster restoration and reconstruction, and that can provide proof of earthquake relief issued by the people's governments at or above the county level or their authorized units, are exempt from vehicle purchase tax. Special vehicles that meet the conditions for tax exemption but have already been taxed shall be refunded the tax already levied.
5. Promoting employment.
(1) Encourage the orderly transfer of population from disaster-stricken areas to cities and towns. Enterprises in the severely affected areas, in the new jobs, recruiting local people who lost their jobs due to the earthquake disaster, and signing labor contracts of more than one year's duration and paying social insurance premiums in accordance with the law, as determined by the human resources and social security departments at the county level, according to the actual number of people recruited and the actual working hours to be fixed in order to deduct the value-added tax, business tax, urban maintenance and construction tax, surcharge on education fees, surcharge on local education and Enterprise income tax. The flat rate is 4,000 yuan per person per year, with a maximum of 30%, to be determined by the People's Government of Yunnan Province in accordance with the actual situation in the country.
(2) Persons engaged in self-employment after losing their jobs due to the earthquake disaster in the severely affected areas, as well as self-employed industrial and commercial households with serious losses due to the earthquake disaster, will have their actual value-added tax, business tax, urban maintenance and construction tax, surcharge on education fees, surcharge on local education and individual income tax payable for that year deducted in turn according to the quota of 8,000 yuan per household per year. The limit can be increased by a maximum of 20%, which will be specifically determined by the People's Government of Yunnan Province according to the local actual situation.
(3) Governmental Funds and Administrative Charges Policy.
1. Reduction or exemption of some governmental funds. For enterprises, units and individuals in the severely affected areas, exempt from the large and medium-sized reservoir immigrants late support fund, renewable energy development fund, large and medium-sized reservoir reservoir fund; exempt from enterprises and relevant operators belonging to the central income of the national film business development special funds. Yunnan Province, according to the actual situation, the severely affected areas discretionary reduction or exemption of government funds belonging to the local revenue.
2. Reduce or waive some administrative fees. Mineral resources mining enterprises in the severely affected areas, all exemptions belonging to the central revenue of mineral resources compensation fees, prospecting rights and mining rights royalties; banks, credit unions, postal savings institutions (including registered in the affected areas of the legal person and branches in the affected areas), all exemptions from the banking institutions and business supervision fees; insurance companies, insurance intermediaries (including registered in the affected areas of the legal person and branches in the affected areas). For insurance companies and insurance intermediaries (including legal entities with their registered offices in the disaster-stricken areas and their branches in the disaster-stricken areas), all insurance business supervision fees are exempted; for securities, funds and futures companies (including legal entities with their registered offices in the disaster-stricken areas and their branches in the disaster-stricken areas), all securities market supervision fees are exempted. The central government's share of water resource fees will not be paid for three years. Yunnan Province, according to the actual situation in the region, will reduce or waive, as appropriate, administrative fees and charges approved by the central government as local revenues, as well as administrative fees and charges introduced by the province, for the severely affected areas.
(iv) Financial policies.
1. Support financial institutions to fully restore the function of financial services as soon as possible. Accelerate the repair of grass-roots financial outlets, and encourage financial institutions in the affected areas to appropriately reduce or waive fees for customer account inquiries, loss and replacement, and money transfers.
2. Encourage banking financial institutions to increase credit investment.
(1) Guiding financial institutions to effectively increase the transfer of credit resources within the system, and prioritize the support of credit demand in disaster-stricken areas.
(2) According to the actual needs of post-disaster restoration and reconstruction, the amount of refinancing and rediscounting for disaster-stricken areas will be increased in a timely manner. The interest rates for agricultural and small-scale refinancing loans issued by financial institutions in the disaster-stricken areas were adjusted downward by 1 percentage point on the basis of the normal interest rates for agricultural and small-scale refinancing loans, and the reserve policy for local legalized financial institutions in the disaster-stricken areas continued to be tilted, with the reserve requirement ratio for deposits of local legalized financial institutions in the disaster-stricken areas being adjusted downward by 1 percentage point.
(3) For honest and trustworthy borrowers in the disaster-stricken areas who have been issued before the disaster and cannot repay the various types of loans on schedule after the disaster, there will be no collection calls or interest penalties before July 31, 2015, and it will not be treated as a bad record, and it will not affect their continuing to obtain other credit support in the disaster-stricken areas. Encourage financial institutions to take full account of the actual situation of borrowers, and actively take a variety of effective ways and measures to implement loan restructuring.
(4) Increase credit support for key infrastructure, specialty industries, small and micro-enterprises, "three rural areas" and unemployed people in disaster-stricken areas. Labor-intensive small and medium-sized enterprises in disaster-affected areas that are unemployed due to disasters and absorb a certain percentage of the employment of disaster-affected people will be given policy support for micro-guaranteed loans in accordance with the relevant provisions.
3. Strengthening the credit environment.
(1) Accelerating the collation and verification of basic information on customers of financial institutions in the disaster-stricken areas; preserving the claims of temporarily unclaimed customers in a separate account; confirming and protecting the ownership and inheritance rights of funds and financial assets of victims' accounts in accordance with the law; and accelerating the progress of insurance claims and improving the efficiency of claims settlement.
(2) Loans that meet the current underwriting requirements will be written off in a timely manner in accordance with relevant policies and procedures. Encourage and support financial institutions to implement effective reorganization of non-performing debts formed as a result of the disaster, and help enterprises and individuals to restore production and solvency.
(3) Make full use of the counter, the media and other effective channels to strengthen policy propaganda and repayment awareness, so that the affected people are fully aware of the essential difference between post-disaster recovery and reconstruction loans and reconstruction subsidies, and actively guide the affected people to set up the concept of "who lends money, who repays the principal, who pays the interest," and to enhance the credit concepts of borrowing enterprises and individuals. The company's credit concepts are also being enhanced.
4. Implementing preferential credit service policies for housing reconstruction.
(1) The State Development Bank can include the reconstruction projects of urban residential areas in the disaster-stricken areas into the scope of shantytown reconstruction and give loan support. For the development and construction projects of ordinary commodity housing and security housing in the affected areas, banking and financial institutions are encouraged to give preferential treatment in terms of loan interest rates. Banking financial institutions are encouraged to provide flexible and diversified loan repayment methods in accordance with the income status and characteristics of farmers, so as to alleviate the pressure of principal repayment on farmers. Banking financial institutions are encouraged to issue loans for farmers to build their own homes.
(2) Individual housing loan interest rates in disaster-stricken areas of cities and towns may be appropriately lowered, and the down payment ratio may be as low as 10%, with the specific level of interest rates and down payment ratios to be independently determined by the commercial banks in accordance with the principle of risk management. Individual housing provident fund loan interest rates for all classes are preferential 1 percentage point.
5. The capital and insurance markets will be utilized to support post-disaster recovery and reconstruction.
(1) Encourage listed companies to participate in the reconstruction of disaster-stricken areas, and support the financing application of companies that intend to invest the funds raised in the restoration and reconstruction of disaster-stricken areas and production.
(2) Guiding and directing relevant insurance industry organizations to increase their investment in insurance funds for post-disaster recovery and reconstruction.
(5) Land policy.
1. For newly built resettlement housing of various types in disaster-stricken areas and non-disaster-stricken areas for the resettlement of disaster-stricken residents, as well as for administrative organs, enterprises and public institutions in disaster-stricken areas whose houses have collapsed or been damaged due to the disaster, and which need to be rebuilt in situ or relocated to a different place to rebuild, with the scale of the reconstruction not exceeding the original scale, the fee for the compensated use of the land for new construction sites is exempted; and for those who need to take up state-owned land, the revenue from the land grant is exempted.
2. For the use of government investment, social donations and self-financing for the construction of non-commercial residential land for disaster-stricken residents, or the use of government-social capital cooperation and other means of construction of operational infrastructure, public welfare facilities land, can be taken to allocate or agreement on land supply; according to the planning of industrial and commercial enterprises need to be relocated as a whole business land, the use of the original state-owned construction land by the government to take back, can be taken in accordance with the appropriate standards and uses of the agreement on land supply. According to the corresponding standards and uses, the land shall be supplied by agreement and transfer, and shall be publicized; for the villages which need to be rebuilt in other places according to the planning and need to use the state-owned construction land, the land shall be supplied by allocation, and the collective construction land used by the relocated villages may be reclaimed as arable land or be taken back by the government.
3. For new industrial or large-scale commercial facilities and other project sites with large-scale investment and obvious role in promoting regional economic development, the land price standard can be lowered according to the actual situation and reported to the Yunnan Provincial Department of Land and Resources Management for the record.
4. Ensuring land for post-disaster recovery and reconstruction.
(1) Priority will be given to approving the scale of land for reconstruction in the disaster-stricken areas, arranging the layout of land in a scientific and reasonable manner, and properly solving the different types of land demand for in-situ reconstruction and off-site reconstruction. If necessary, the county and township-level land use master plan can be adjusted in due course in the layout of construction land, arable land and basic farmland, reported to the original approval authority for approval. For the new construction land plan indexes needed for post-disaster recovery and reconstruction, priority arrangements will be made in the annual land use plan indexes issued by the state, and if the indexes are insufficient, advance arrangements can be made in accordance with the principle of economizing and intensifying land use, and reported to the Ministry of Land and Resources after classified statistics are made, and recognized by the Ministry of Land and Resources.
(2) If there is no balance of occupation and compensation index when the land for reconstruction is submitted for approval, the balance of occupation and compensation will be implemented in a manner of occupation and compensation by taking the officially approved land development reclamation and finishing project review opinions or project documents as the basis, and reporting to the relevant departments for record through the monitoring and supervisory system of rural land remediation. The land development and finishing projects will be implemented by Yunnan Province through the coordination of arable land reclamation fees to complete the task of balancing the occupation and replenishment of land for post-disaster restoration and reconstruction.
(3) For towns and villages planning to rebuild off-site, where abandoned villages and towns have the conditions for reclamation, urban and rural construction land can be carried out to increase or decrease the linkage, and the index of the increase or decrease can be arranged for use within the municipal area. For land for earthquake relief and post-disaster restoration and reconstruction, the land can be used first or arranged for land supply according to the needs.
(4) In case of expropriation of rural collective land, the compensation and resettlement of the expropriated peasants and social security should be done properly.
5. According to the special requirements of various types of land use in the disaster-stricken areas, the approval process shall be reduced, the approval materials shall be simplified, the approval procedures shall be adjusted, and the timely and efficient use of land shall be ensured in accordance with the laws and regulations.
6. Supporting land remediation in disaster-stricken areas and arranging for the organization and reclamation of disaster-damaged land, localities can use the funds allocated by the central government for the paid-use fees of new construction land, and the funds retained by the provincial government for the paid-use fees of new construction land to focus on reclamation of disaster-damaged arable land.
7. On the basis of a good ecological safety assessment, forest land can be used first, and the procedures can be completed within half a year after the end of the post-disaster restoration and reconstruction as stipulated by the state. The quota of forest land required will not be included in the quota of occupied and requisitioned forest land during the "12th Five-Year Plan" period. Post-disaster restoration and reconstruction projects for people's livelihoods and agricultural and forestry production facilities are exempted from paying the forest cover restoration fee.
(F) Employment assistance and social insurance policies.
1. Increase employment assistance.
(1) People with employment difficulties due to the earthquake disaster as determined by the People's Government of Yunnan Province will be included in the scope of employment assistance in a timely manner in accordance with the regulations, and priority will be given to ensuring that at least one person from zero-employment families in the disaster-stricken areas will be employed.
(2) The jobs related to earthquake relief that local people with employment difficulties are participating in will be included in the scope of existing and newly developed public welfare positions recognized in accordance with regulations, with a time limit of three months. Job subsidies and social insurance subsidies will be provided to persons with employment difficulties who are working in public welfare positions in accordance with regulations.
(3) For enterprises in disaster-stricken areas that absorb people with employment difficulties in reconstruction, corresponding social insurance subsidies will be provided in accordance with regulations.
(4) Social insurance subsidies will be provided to people with employment difficulties who engage in flexible employment in accordance with the regulations.
(5) Individual entrepreneurs who reopen their businesses after interruption due to the earthquake disaster will be given support for small guaranteed loans in accordance with the regulations.
(6) The People's Government of Yunnan Province, under the premise of ensuring that unemployment insurance benefits are paid in full and on time, will take measures such as appropriately lowering the rate of unemployment insurance premiums for enterprises in the disaster-stricken areas.
(7) The relevant persons engaged in self-employment in the disaster-stricken areas will be exempted from administrative fees, registration and license fees for three years as stipulated.
(8) enterprises in the affected areas to resume production, highways and farmland water conservancy and other infrastructure construction, must give priority to absorb the local people affected by the employment. Yunnan provincial governments at all levels to organize and guide the affected people to participate in the work and production of self-help activities.
(9) long-term outside work and transfer of employment in the affected areas of laborers, in the policy to give support and subsidies. Various enterprises (units) in the eastern coastal areas and other regions that have recruited workers from the disaster-stricken areas, signed labor contracts with them, and paid social insurance premiums, will be subsidized according to the basic pension insurance premiums, basic medical insurance premiums, unemployment insurance premiums, and work-related injury insurance premiums actually paid by the enterprises (units) for the workers in the disaster-stricken areas for a period of no more than one year, and the required funds will be arranged from the special funds for the employment of the eastern coastal areas and other regions. A one-time transportation subsidy will be given to workers who have been transferred to employment, with the required funds to be arranged from the special funds for employment in the affected areas. The deadline for approval of the above two policies is the end of 2015.
(10) The funds required for the implementation of employment assistance in the disaster-stricken areas will be charged to the special funds for employment in accordance with the regulations, and the central government will give appropriate support through special transfer payments.
(11) During the period when enterprises participating in unemployment insurance in the disaster-stricken areas stop production or cease business due to the disaster, unemployment insurance benefits shall be paid to the employees who have temporarily lost their jobs in accordance with the regulations, and the period for which the unemployment insurance benefits shall be paid shall be up to the month when the enterprise resumes production, with the maximum duration of not more than eighteen months; and for the enterprises participating in the disaster-stricken areas to carry out training for the employees during the period of resumption of production, the enterprises shall be given subsidies for vocational training and skill appraisal from the Unemployment Insurance Fund, according to regulations. (12) Unemployed persons enjoying unemployment insurance treatment in the affected areas who seek self-employment or start their own business can receive unemployment insurance benefits in a lump sum in accordance with the regulations. If they start their own business and recruit other unemployed people for employment, they will be given a one-time subsidy of 3,000 yuan from the unemployment insurance fund for starting a business.
2. Guaranteeing the payment of workers' compensation insurance benefits.
(1) If an employee enrolled in work-related injury insurance is recognized as having suffered a work-related injury, based on verification of the number of casualties, the level of disability, and the specific treatment standard, the work-related injury insurance fund will pay the relevant treatment in accordance with the regulations.
(2) For the payment of work injury treatment to casualties who have not participated in work injury insurance, the enterprise (unit) where the employee works is responsible for solving the problem; if the enterprise (unit) is unable to pay or no longer exists and meets the conditions for assistance, it can be assisted through the relevant social donations and social assistance system.
3. Guaranteeing the payment of pension insurance benefits.
(1) Enterprises that have been heavily affected by disasters and have suspended production are allowed to defer payment of social insurance premiums; basic pension insurance premiums owed by enterprises that are unable to resume production due to a disaster and have been declared closed and bankrupt by the court or the relevant authorities shall be paid off using bankruptcy property in accordance with the relevant provisions of the state, and any shortfall shall be reported and approved and then written off in accordance with the regulations.
(2) Increasing the transfer of the provincial basic pension insurance fund to the disaster-stricken areas to ensure that the basic pensions in the disaster-stricken areas are paid in full and on time.
(3) Supporting disaster-stricken areas to fully carry out basic pension insurance for urban and rural residents, and ensuring that basic pensions are paid in full and on time. If insured residents have difficulties in making contributions due to a disaster, they will apply to the agency in person and can defer their contributions after examination and approval.
4. Guaranteeing the payment of medical insurance benefits.
(1) To resume the operation of the medical insurance system in the disaster-stricken areas, and to properly solve the problem of the affected people's access to medical care.
(2) After the completion of the emergency treatment of the injured, the medical expenses of the affected people will, in principle, be solved through the existing social security system.
(3) Transitional medical and health measures can be implemented in the disaster-stricken areas within this year to provide basic medical and health services free of charge to the disaster-stricken people, including the treatment of common diseases, the prevention and treatment of infectious diseases, and sanitary and epidemiological defense.
(4) Individual contributions for urban residents' basic medical insurance and new rural cooperative medical care for people in need in disaster-stricken areas who were eligible for medical aid from 2014 to 2015 will be helped by urban and rural medical aid funds.
5. Guaranteeing the basic life of people in difficulty in disaster-stricken areas. For the affected areas in line with the "Regulations on Unemployment Insurance" of the unemployed, the full amount of unemployment insurance premiums on time; meet the minimum subsistence guarantee, special hardship allowance, temporary assistance and other conditions of the people, in accordance with the provisions of the corresponding scope of protection, to enjoy the relevant policies and treatments.
(7) Industrial policy.
1. In accordance with the requirements of the relevant national industrial policy, combined with the characteristics of the disaster-stricken areas, optimize the industrial layout, the implementation of differentiated industrial policy. Support the affected areas to consume retained power and small and medium-sized hydropower, reduce water abandonment, planning and construction of hydropower aluminum and other clean energy-carrying industries, and promote the combination of mining and electricity.
2. Supporting the resumption of the development of large-scale planting and raising industry, facility agriculture, characteristic economic forests and under-forest economy, and deep processing industry of agricultural products, supporting the resumption of the development of production of fertilizers, pesticides, feed and other means of agricultural production, strengthening the docking of production and marketing of characteristic agricultural products, and the development of characteristics of the agricultural and cultural tourism industry, promoting the adjustment of the industrial structure, and advancing the green and sustainable development.
3. The proportion of the central agricultural machinery purchase subsidy can be increased to 50% for the severely affected areas.
