Chapter I General Provisions
Article 1 These regulations are formulated in order to maintain the normal life order of the school, cultivate students to be civilized, polite and disciplined, and establish a socialist moral trend of loving the collective, loving labor, uniting students, being diligent and thrifty, caring for public property and observing the public order.
article 2 students should strictly abide by the code of conduct for students in colleges and universities, abide by the relevant dormitory management rules and regulations formulated by the school, advocate unity, friendship and collectivism, oppose selfishness and individualism, respect the work of dormitory managers, obey management, cooperate with work, and create a clean, beautiful, quiet and safe learning and living environment.
Chapter II Student Dormitory Management Organization
Article 3 Student Dormitories are managed under the guidance of the Student Dormitory Management Committee, which is composed of school leaders, student affairs offices, logistics offices, youth league committees, secondary colleges (departments), apartment management departments and self-management committees, and accepts the unified leadership of the school party committee and administration to guide the self-management committees to carry out their work.
Article 4 The responsibility system of the building manager and the administrator is implemented in the student dormitory. The building manager is selected from the students by combining recruitment and selection. The student department is employed as a student cadre for a term of not more than two years, and is responsible for the hygiene, public security, study style, cultural construction and other matters in the dormitory. The students will evaluate and the staff will evaluate it.
Article 5 There is a floor manager on each floor, who is appointed by the building manager and is responsible for the hygiene, public security and other matters of this floor.
article 6 each room has a head of dormitory, who is responsible for self-discipline and self-control activities such as safety prevention and health duty in this room, and is recommended by indoor accommodation personnel, who must accept the leadership of the head of dormitory.
article 7 each dormitory has a number of cleaning staff, who are responsible for supervising students' hygiene and cleaning of public parts and garbage removal.
Article 8 All the staff in the student dormitory should actively participate in the activities of creating civilized buildings, floors and rooms.
Chapter III Student Dormitory Management System
Section I Student Dormitory Hygiene Management System
Article 9 Student Dormitory Hygiene Requirements
The first paragraph * * * is the same as keeping public parts clean and tidy
1. Don't spit, pour water out of the window and public parts, and throw around melons, skins, scraps of paper, cigarette butts, wine bottles and other sundries
2. Don't scribble on the wall. In the first week of each month, a general cleaning will be carried out, and the daily work on duty (except for the inspection by the superior) will be fully arranged and supervised by the dormitory manager;
in the third paragraph, except for the personal bed surface, the sanitary cleaning of the dormitory shall be carried out by the regional contract system. See the attached table: Table of Students on Duty for the division of contract areas. The head of the dormitory shall be responsible for organizing all members of the dormitory to settle the personnel in the contract area through consultation;
the overall requirements for the interior hygiene of student dormitories in the fourth paragraph (see annex I: scoring criteria for scoring details):
1. The floors of doors and windows shall be clean
(1) There shall be no footprints, ball marks and dust deposits on the doors
(2) The glass windows shall be bright and clean, and there shall be no dust deposits on the window frames
(3) The floor shall be mopped clean, including the floor under the bed. There must be no cigarette butts or sputum marks
(4) There must be no garbage or stagnant water at the entrance of the house and the floor of the corridor
2. Items should be placed neatly
(1) Tables should be placed according to regulations. Stools should be placed under the table
(2) items on the desktop, bookcase and luggage bed should be placed neatly
(3) toiletries should be placed in a unified position
(4) shoes under the bed and indoor clothes should be placed neatly
(5) bedding should be stacked neatly
(6) there should be no littering on the bed
(7) mosquito nets should be unified. There is no cobweb dust on the fan
(3) There is no cobweb dust on all kinds of furniture
(4) There is no cobweb dust under the bedplate
4. Balcony and bathroom
(1) Balcony is clean and tidy without sundries
(2) Bathroom is clean and tidy without peculiar smell, and garbage is put into bags
5. Wires don't go around the bed
(2) There is no desk lamp on the bed
(3) No electric appliances such as electric stove, rice cooker and quick heating
(4) No candles
6. Keep furniture and other facilities intact and create a civilized environment
(1) No graffiti on doors, furniture and walls

those who make outstanding achievements in the sixth paragraph or violate the above provisions will be rewarded and punished according to the regulations on rewards and punishments.
Article 1 Regulations on Rewards and Punishment
Paragraph 1 Dormitories that have been rated as excellent for five consecutive times in the dormitory hygiene inspection week are awarded the "advanced hygiene" mobile red flag.
the advanced sanitary dormitory and the inspection-free dormitory in the second paragraph are given extra points in the evaluation of "civilized dormitory".
in the third paragraph, the academic year is the stage. If the summary results of the dormitory hygiene inspection week are rated as unqualified for three times, their qualifications for evaluating various scholarships, excellent students and outstanding student cadres will be cancelled.
Paragraph 4: For the dormitory whose hygiene performance is unqualified in January, a rectification notice will be issued for the first time, and a warning will be posted for the second time. When the warning is posted, the names of the dormitory director, the class cadre department and party member will be announced together, and the accommodation qualification will be cancelled for the third time.
Section II Management System of Water and Electricity in Student Dormitories
Article 11 Accommodation students should save water and use electricity safely.
article 12 the water and electricity consumption in each dormitory shall be calculated according to the practical number of water meters and meters in each dormitory, with 3 cubic meters of free water per person per month and 3 degrees of free electricity consumption in each room. the head of the room shall pay the water and electricity charges for the cost overruns to the management room on time.
Article 13 It is strictly forbidden to tamper with water and electricity meters without permission, and offenders will be fined 1-2 yuan, and compensation will be paid according to the price if there is any damage.
Article 14 It is strictly forbidden to pull lamps and lanterns onto the bed privately. If you refuse to listen to the second advice, you will be given disciplinary punishment in addition to the confiscation of lamps and lanterns, and those who cause disasters and accidents will be handed over to judicial organs for handling.
Article 15 Except for the cassette player, charger, computer and TV set, other electric appliances such as electric stoves, rice cookers, hair dryers, electric blankets and electric heating rods (cups) are not allowed to be used in students' dormitories. Violators shall be dealt with in accordance with the relevant regulations of these Provisions.
Section III Key Management System
In order to ensure the safety of students' dormitories, each dormitory is provided with a lock key (or a closet key), and each dormitory management room has one. For strict management, the following measures are formulated:
Article 16 When freshmen enter the school, they must pay a deposit and register before they can get the key. At the same time, each platinum spoon is charged a 1 yuan deposit, and a use register is established, and students can return it when they leave school.
article 17 students are not allowed to change the locks or make keys without permission. due to poor management, they should report the loss of keys to the dormitory management room immediately, and the key will be made by the management room, and the lost person will pay the cost of the work. if the dormitory is stolen due to failure to report, the lost person will bear all the losses.
Article 18 Students should return all keys when they graduate. If the keys handed in do not match the locks used, the cost of each key will be compensated for five yuan.
Article 19 Unless there are special circumstances, the dormitory management room does not lend the spare key. If it is necessary to borrow the key of the management room, you must register with your own certificate, and return the certificate when you return the key.
Article 2 Keys are only lent to people in our own room, and students who are not in our dormitory are not allowed to borrow them.
Section IV Public Security Management System of Student Dormitories
Article 21 A duty room shall be set up in the student dormitory, and it shall be on duty 24 hours a day.
article 22 for the sake of students' health and keeping full energy in their studies, students' dormitories open at 6: 3 and close at 24: . Students who enter the dormitories after 24: should show their valid certificates, register and explain the reasons, and those who forcibly enter the dormitories for more than two times or refuse to show their certificates should be reported to the relevant departments of the school for handling.
article 23 in order to protect the legitimate rights and interests of students from being infringed, it is strictly forbidden to stay with foreigners, and offenders will be punished by criticism and education, cancellation of accommodation qualification and so on according to the seriousness of the case.
article 24 students who live in residential areas should properly manage their daily necessities, valuables, cash and bank cards, and are not allowed to lend their house keys to others or adjust their locks privately.
article 25 raise awareness of safety precautions, and inflammable, explosive and harmful articles are not allowed to be stored in student dormitories.
Article 26 Keep corridors and stairs unobstructed, and no bicycles or litters are allowed.
Article 27 It is forbidden to set off fireworks and firecrackers and throw glass bottles and other sundries.
Article 28 It is forbidden to pull wires privately. It is forbidden to use induction cookers, electric kettles, electric cups, alcohol stoves, kerosene stoves, heaters and cassette stoves. It is forbidden to use candles, burn waste paper and litter cigarette butts.
Article 29 It is forbidden to buy, sell or do business in the dormitory, and it is forbidden to drink, fight or play mahjong.
Article 3 Reproduction, dissemination and viewing of pornographic and obscene publications are strictly prohibited.
article 31 students living in dormitories should actively cooperate with the safety and health inspection conducted by the staff.
Article 32 It is forbidden to play the tape recorder, play musical instruments loudly, make loud noises and make noises to disturb the surrounding environment.
article 33 fire control facilities located in dormitory buildings shall not be used at will, and damages shall be compensated according to the price.
article 34 when leaving the building with large valuables, the bearer must show valid certificates and register, and can only take them out after being inspected by the personnel on duty.
article 35 when visiting, the off-campus personnel must show their valid certificates and register to be brought in by the interviewee.
article 36 whoever violates the above provisions shall be given corresponding administrative sanctions and compensation according to the seriousness of the case.
Section 5 Provisions on Students' Accommodation during Holidays
Article 37 Foreign students who do not need to stay in school in principle during the winter and summer vacations must obtain the approval of secondary colleges and student affairs offices, issue certificates, register with the management office of the dormitory building within the specified time, apply for a pass, and pay management fees. Students who live in this city (including suburbs) will not arrange accommodation in winter and summer vacations.
Article 38 Students staying in the school shall enter and leave the designated dormitory with certificates within the specified time.
article 39 for the sake of safety, students staying in school shall be accommodated in the principle of relative concentration, and the dormitory where they don't stay shall be closed by the student dormitory management department. After that, they shall not enter or leave at will. In case of special circumstances, I shall apply in writing and be accompanied by the management personnel of this dormitory after being verified and signed by the student dormitory management department.
Article 4 Students should abide by the rules and regulations of the school when staying in school during holidays.

Section VI "Civilized Dormitory" Appraisal Regulations
Article 42 "Civilized Dormitory" Appraisal System
1. The appraisal of the school "Civilized Dormitory" will be held once every academic year in November, and the graduating students will not participate in the selection;
2. Appraisal team: the building heads and the dormitory leaders of the Property Management Student Union;
3. The appraisal team selected the "civilized dormitory" and submitted the list to the student dormitory management committee for examination and approval at the end of the school year.
Article 43 Basic requirements for a "civilized dormitory"
1. Love the motherland, adhere to the Four Cardinal Principles, study hard and be positive;
2. Dormitory members must pass every course in one academic year (including passing the make-up exam);
3. Dormitory members were warned for not violating school rules and regulations during the year;
4. The dormitory members have not seriously violated the management systems of the student dormitory;
5. There are no fires and heavy casualties in the dormitory;
Article 44 Appraisal items
1. Appraisal criteria
(1) The floor and wall surface are 3 points: the floor is clean, with no cigarette butts, paper scraps and phlegm marks, no cobweb dust on the wall surface, no scribbling, no posting;
(2) Bed and bedding: 4 points: Beddings are stacked neatly, with the same orientation, sheets and pillow towels are clean and flat, and there is no littering;
(3) Items are placed in 4 points: tables and stools are placed according to the standard, and articles such as washing utensils, books and boxes are placed neatly;
(4) 3 points for door and window glass and lamps:
(5) 4 points for balcony and bathroom: the balcony is clean and tidy, without littering, and the bathroom is clean and dirty;
(6) Cultural atmosphere, overall image: 2 points:
2, bonus factor (upper limit: 1 points)
(1) All-excellent dormitory in January is added with 1 point, and "sanitary advanced" dormitory is added with 2 points;
(2) Dormitory members who actively participate in student dormitory management activities and actively cooperate with the building manager and the floor manager will get .5-1 point;
(3) Add 1 point to the dormitory where the building head and floor head are working well.
3. Deduction factors
(1) If the students' dormitory internal hygiene inspection week summarizes the results, they will be deducted .5 points once, 1 point twice and 1.5 points three times, and so on;
(2) If any dormitory member comes home late without observing the dormitory work and rest system, one point will be deducted.
(3) Those who use illegal electrical appliances or pull wires privately will be deducted 1-2 points.
Article 45 Reward methods
1. Give material rewards to the "civilized dormitory" and affix the sign of "civilized dormitory";
2. Members of "Civilized Dormitory" will get extra points when evaluating scholarships.
Section VII Procedures for Students to Leave School
Article 46 Any damaged public property in each dormitory should be reported for repair in time, and the maintenance fee should be paid in one lump sum, otherwise it will not be repaired or deducted from the deposit after repair.
article 47 students in graduating class should go through all the formalities and leave school within three days before the school's prescribed school leaving date.
article 48 if a student graduates or leaves school for some reason, the relevant department should inform the apartment service center in advance, and the administrator will check and accept the dormitory and furniture, and the student should go through the formalities of leaving school within the specified time.
article 49 students should check their belongings before leaving school, and the deposit can only be returned after the relevant personnel check and accept according to the dormitory equipment list, and the check is correct and intact. If there is any loss or damage, compensation shall be paid according to the measures for the management of goods. After the key is returned, the deposit will be refunded. If the registration number of furniture items does not match the card, it will be treated as lost.
Article 5 After completing the school leaving formalities, leave school within three days. If you still stay in the original dormitory, it will be handled according to the relevant regulations.
article 51 if the indoor personnel leave successively, the checked dormitory articles shall be kept by the latter.
article 52 if there is any damage to the public property in the dormitory, compensation shall be made according to the price.
article 53. if you have not paid the due amount during the school period, you must pay it all when you leave school. if you refuse to pay or delay for any reason, you will not go through the formalities of leaving school.
article 54 if the furniture and articles pass the acceptance inspection, the school leaving notice shall be stamped by the management personnel before the students can be issued with the registration card or graduation certificate.
article 55 the formalities for leaving school in advance shall be carried out according to the notice of the student apartment service center.
Article 56 The student apartment service center shall finally go through the formalities of leaving school. Before leaving school, the students shall be checked and sealed by the dormitory management personnel, and then they shall take the notice of leaving school to the relevant departments to receive the dispatch card within three days.
